I. CALL TO ORDER Chairperson Ms. McGill called the meeting to order at 9:00 A.M.

II. APPROVAL OF PRIOR MEETING MINUTES MINUTES 17-01; OCTOBER 24, 2016 Ms. Nadeau made corrections of: V. PARKS PARKS UPDATE TRADEWINDS PARK - CATHERINE BERKMAN No comments.

Ms. Nadeau advised the Committee that neighbors on Tradewinds Terrace cleaned the park of vegetation debris. A Hong Kong Orchid tree was knocked down, during Hurricane Matthew, but pulled back up with assistance to hold it upright.

Ms. Campbell moved to approve the minutes as presented. Mr. Antonetz seconded. Motion carried unanimously.

III. TOWN HALL REPORT- MR. GERVAIS  Nance Park- Brickner Electric installed electricity outlets in two spots on the West end of the Park, between the two Christmas trees.  Ocean Beach Park- FPL repaired broken wire that feeds the bollard lights.  Orlando Park- Public Works replaced two basketball nets at the basketball court.  Orlando Park- Mower contractor trimmed the plants in front of the Orlando Park sign.  Orlando Park- Adjusted sprinkler times at the Park.  Orlando Park- Public Works inspected all playground equipment throughout the Park.  Douglas Park- Blocked off, and maintained orange fencing along the Southside of the park by the seawall until it gets repaired.  Ernest Kouwen-Hoven Riverside Park- Replaced two bulbs, and sensor for North side of the pier.

Parks, Recreation and Beautification Committee meeting minutes Page 1 of 4  Ernest Kouwen-Hoven Riverside Park- Fixed hanging light on the South side of pier.  Vincent Benevente Sunset Park- Removed portion of the fence supporting the Confederate Jasmine bush.  Melbourne Causeway- Public Works is still working on cleaning the South side of the causeway.

 Fifth Avenue Median- Public Works pulled weeds, and sprayed throughout the medians.

 Dewey Park- Public Works mowed and trimmed throughout park.

 Nance Park- Public Works is working on decorations at Nance Park, for tree lighting Ceremony on December 1, 2016.

IV. BEAUTIFICATION STATUS OF BEAUTIFICATION AWARD SIGN Mr. Antonetz moved to recognize 339 Miami Avenue with the Committee’s beautification sign. Ms. Nadeau seconded the motion and the motion carried unanimously. Ms. Mercer will send a letter to the property owner advising of the Committee’s decision. The sign will remain at the current location of 330 Tampa Avenue, until arrangements have been made to relocate the sign. Nominations for the next location will be brought before the committee at the next scheduled meeting.

As of October 2016, pictures of the award will be provided to be on the Town’s website, indialantic.com, under Current Events, Beautification Awards.

V. PARKS PARKS UPDATE TRADEWINDS PARK - CATHERINE BERKMAN No comments.

Ms. Nadeau advised the Hong Kong Orchid tree was knocked down, during Hurricane Matthew, but pulled back up with assistance to hold it upright. Mr. Gervais will look into the situation.

WAVECREST PARK, INDIALANTIC OCEAN BEACH PARK & WAVECREST EXTENSION PARK – JENNIFER MCGILL & MINDY FORD Ms. McGill was concerned with the top of the handrails and steps. Mr. Chinault advised that it’s a work in progress.

DOUGLAS PARK & ERNEST KOUWEN-HOVEN RIVERSIDE PARK - JOANNE NADEAU No comments.

SUNRISE PARK & VINCENT BENEVENTE SUNSET PARK - BERNIE GOTT Sunrise Park- suggested the sea grapes be trimmed.

Vincent Benevente Sunset Park- Mr. Chinault advised that replacement of the rocks on the shoreline is in the process of being reviewed by FEMA.

Ms. Horschel and Mr. Antonetz suggested the palm trees be trimmed at Sunrise Park. Mr. Chinault advised that it wasn’t budgeted for the FY16-17. He suggested it be requested for FY18 budget by the Committee if they want palm trees trimmed. Ms. McGill will get a count on how many trees are in the park. Parks, Recreation and Beautification Committee meeting minutes Page 2 of 4 GUS CAREY PARK & SEA PARK - YVETTE CAMPBELL & SARAH HORSCHEL Ms. Campbell and Ms. Horschel would like to see some shrubbery in both parks for beautification purposes.

NANCE PARK & INDIAN RIVER PARK – BILL ANTONETZ Nance Park- wanted to thank the staff of Public Works for a job well done, on the maintenance of the property.

ORLANDO PARK & DEWEY PARK – LISA PETERS Not present.

FIFTH AVENUE MEDIAN Mr. Chinault will review the palm trees in the median on Fifth Avenue per Ms. McGill’s request.

FIFTH AVENUE PLANTERS/BOARDWALK AREA Mr. Chinault will review the planters at Access 6 per Ms. McGill’s request.

DOUGLAS PARK- MICHELE WERNOW Ms. Wernow provided an information sheet, see attached, of the history of the park. Ms. Wernow is asking permission of the Committee to plant a Royal Poinciana Tree in the park.

Mr. Antonetz moved to approve the Royal Poinciana Tree to be planted inside Douglas Park as requested by Ms. Wernow. Ms. Campbell seconded. Motion carried unanimously.

VI. RECREATION TREE LIGHTING CEREMONY, DECEMBER 1, 2016 Mr. Gott and Ms. Campbell will not be attending the event. Ms. McGill will pick up the cookies from Winn Dixie. Starbucks will be donating hot chocolate and coffee, to include staff to help assist in handing out beverages, as well as setting up the serving area.

The Committee will meet at 6:45 P.M. to set up.

VII. OTHER COMMITTEE SIGN Mr. Antonetz informed the Committee, that the sign made and used at the Halloween Festival, was donated from A Better Copy, 102 East New Haven Avenue, Melbourne, Florida 32901.
