CASWELL COUNTY BOARD OF EDUCATION MINUTES May 12, 2014 The Caswell County Board of Education met in regular session on Monday, May 12, 2014, at 6:30 p.m. in the W hitley Administration Building. Members present: Chairman June Dailey, Vice Chairman Gladys Garland, Syl via Johnson, Mel Battle, David Byrd, Betty Sartin and Ross Gwynn. Others present include Interim Superintendent Dr. Douglas Barker, Carol Boaz, Tammy Eastep, Todd Eastep, Katherine Eastep, Stephanie Hollifield, Shannon Gammon, Nicole Lancaster, JoAnna Gwynn, Allen Smith, Donna Hudson, Crystal Davis, Robin Slade, Carolyn Thomas, Teresa Crumpton, Chip Gray, Kathy Gray, Bailey Gray, Jennifer Hodges, Jean Gibson, Paul Gibson and Brittany Jeffries representing the Caswell Messenger. Connie Kimrey recorded the m inutes.

I. A. CALL TO ORDER

The meeting was called to order and a moment of silence was observed.

I. B. APPROVAL OF MINUTES

Betty Sartin moved, seconded by Gladys Garland to approve the minutes of the April 28, 2014 board meeting as presented. The motion carried unanimously.

I. C. APPROVAL OF AGENDA

David Byrd moved, seconded by Sylvia Johnson to approve the agenda with addition of one-year contracts under Personnel. The motion carried unanimously with this addition.

I. D. ANNOUNCEMENTS

Dr. Barker on behalf of the Board of Education recognized Katherine Eastep, a sixth grade student at N.L. Dillard, who placed first in the Middle Grades State Prepared Public Speaking Career Development Event held on April 5 at North Carolina Agricultural & Technical State University. Dr. Barker congratulated her and her parents on her accomplishments.

Dr. Barker recognized members of the FFA Envirothon team who placed first in the Soils competition at Cedar Rock Park recently. Those members include Kraig Turner, Brittany Gregory, Hannah Gregory, Chris Dalton and Jacob Crews.

Dr. Barker presented plaques and congratulations to Shannon Gammon, South Elementary School and to Nicole Lancaster, Stoney Creek Elementary School as being a high progress school and for student achievement.

I. E. PUBLIC COMMENTS

Teresa Crumpton, 20386 S Hwy 158 W, Yanceyville, NC 27379 Mrs. Crumpton addressed the Board of Education, stating she was the parent of a rising senior and was at the meeting on behalf of a group of parents who are asking for assistance with the softball field. Copies were given to board members of items needed to enhance the softball field for board members to review. Mrs. Crumpton reviewed the list and gave details for each area that was on the list. A concrete walk was a major concern noting that the facility is not handicap accessible and is not user friendly for the elderly who attend the games. It is very difficult to push a wheelchair on the gravel to the visiting side. Mrs. Crumpton stated the

1 CASWELL COUNTY BOARD OF EDUCATION MINUTES May 12, 2014 concern for a concrete pad was discussed in 2011 and nothing has been done. Other concerns mentioned included a central gate entrance where individuals pay to enter the game. Currently visitors are entering from various locations. Restroom facilities and a concession stated were also addressed. Mrs. Crumpton stated that the trees located on the right side of the ball field need to be removed to assist in shorter drying time for the field when rainy weather occurs. A batting cage is needed and a sprinkler system is needed to assist in maintaining the condition of the field. Drainage problems were also discussed.

In conclusion, Mrs. Crumpton stated that they are proud of the softball team and only want the best conditions to be available comparable to other schools in the league.

Kathy Gray, 640 Arch Cook Road, Pelham, NC 27311 Mrs. Gray stated she was there in support of the softball team as well and noted issues with the bathroom not being handicap accessible and areas to make the softball field more convenient.

III. NEW BUSINESS

1. Consent Agenda Gladys Garland moved, seconded by Betty Sartin to approve the consent agenda. The motion carried unanimously.

a. Requests for Transfer Starr, Dekoda Marie Oakwood to Stoney Creek Elementary (3rd)

Brown, Jason Eric Caswell to Alamance-Burlington (2nd) Troxler, Jenny Elizabeth Caswell to Alamance-Burlington (11th)

2. Consideration of Gas Supplement for Bus Drivers

Dr. Barker stated funding was available to issue gas cards to bus drivers to assist in the high price of gas. If the board approves, these will be issued to drivers who have been employed for six months or more.

David Byrd moved, seconded by Mel Battle to approve gas cards/ vouchers or checks in the amount of $100.00 as a small token of appreciation to bus drivers employed with Caswell County Schools at least six-months or more to assist in transportation to and from school. The motion carried unanimously.

3. Resolutions

Chairman June Dailey and Vice Chairman Gladys Garland read aloud resolutions included in the board packet. Betty Sartin moved, seconded by Ross Gwynn to approve the resolutions as shared with the board. The motion carried unanimously. 2 CASWELL COUNTY BOARD OF EDUCATION MINUTES May 12, 2014

RESOLUTION COMMEMORATING THE 60 th ANNIVERSARY OF THE HISTORIC U.S. SUPREME COURT DECISION IN BROWN V. THE BOARD OF EDUCATION

WHEREAS, Public education is essential to an informed citizenry, the foundation of our democratic society; and

WHEREAS, Access to a public education is the gateway to opportunity, our nation’s promise to all; and

WHEREAS, A public education for every citizen regardless of race, religion, ethnic background, or economic circumstance is a fundamental civil right under our form of government; and

WHEREAS, On May 17, 1954, in a historic and unanimous decision, the United States Supreme Court in Brown v. Board of Education ruled that public education is subject to the equal protection provisions of the United States Constitution; and

WHEREAS, The Court based its decision in major part on the premise that to separate children according to their race was unfair, diminishing their hopes and their future aspirations; and

WHEREAS, The Court’s decision has had a profound, significant, and beneficial impact on all aspects of life in the United States.

NOW, THEREFORE, IT IS HEREBY RESOLVED:

The Caswell County Board of Education, for the reasons herein noted, in recognition that May 17, 2014 marks the 60 th anniversary of the landmark U.S. Supreme Court Decision in Brown v. Board of Education; and

BE IT FURTHER RESOLVED that this resolution is to further a nationwide appreciation for the advancement of democratic principles through our system of law and justice using the unanimous 1954 Supreme Court decision in Brown V. Board of Education as a touchstone; and

BE IT FURTHER RESOLVED to inspire all of our nation’s children, regardless of age, gender, race, ethnicity, religion, sexual orientation, disability or economic status, to appreciate the value of public education and public service as a means to further the objectives of democracy, justice, and equality.

Resolution in Memorial and Appreciation Of the Life of Veronica Maria King

WHEREAS, Veronica Maria King was born on November 6, 1967, and formerly resided at 1655 Mineral Springs Road, Pelham, NC, 27311, at the time of her death on April 3, 2014, and

WHEREAS, Veronica King was a faithful and loving mother and sister and her family’s welfare was her major and constant concern; and

WHEREAS, Veronica King attended Blackwell Missionary Baptist Church; and

WHEREAS, Veronica King was an employee of Caswell County Schools and served as a teacher at South Elementary and will be remembered by her Community and Board of Education for her leadership and her commitment to education; and being known for her benevolence and servant’s heart to children; and

NOW THEREFORE BE IT RESOLVED that the Caswell County Board of Education wishes to honor the memory of Veronica King and expresses its sympathy to her family by causing a copy of this Resolution to be spread upon the official minutes of the Board of Education and a copy forwarded to the family.

Resolution in Memorial and Appreciation Of the Life of Frances Roberts Grubbs

WHEREAS, Frances Roberts Grubbs was born on November 25, 1922, and formerly resided at 10632 NC Hwy 119 S., Burlington, NC, 27217, at the time of her death on April 26, 2014, and

WHEREAS, Frances Grubbs was a faithful and loving wife and mother and her family’s welfare was her major and constant concern; and

WHEREAS, Frances Grubbs was a member of Baynes Baptist Church where she served as longtime teacher of the Beginners Sunday School Class. Frances was the President of the WMU and was an assistant for Vacation Bible School for many years. She was also the church clerk for 25 years. Frances was a life member of the Eastern Star, member of the Battle of Alamance Chapter of the DAR and TOPS/KOPS for 30 years; and

WHEREAS, Frances Grubbs was the valedictorian of the 1940 graduating class of Bartlett Yancey High School. Frances graduated from East Carolina University with a BA in Home Economics. She was an employee of Caswell County Schools and served as a Home Economics teacher at Anderson High School for many years and later served as a substitute teacher for Anderson Elementary and will be remembered by her Community and Board of Education for her leadership and her commitment to education; and being known for her benevolence and servant’s heart to children; and

NOW THEREFORE BE IT RESOLVED that the Caswell County Board of Education wishes to honor the memory of Frances Grubbs and expresses its sympathy to her family by causing a copy of this Resolution to be spread upon the official minutes of the Board of Education and a copy forwarded to the family.

V. CLOSED SESSION

David Byrd made a motion to go into closed session at 7:05 p.m. for the purpose of considering a personnel act ion that involves an officer or employee of this Board (NC General Statute 143-318.11(a)(6); and for the purpose of discussing information that is privileged, confidential or not a public record (NC General Statute 143-318.11 (a)(1) and to confer with legal counsel. Gladys Garland seconded the motion. The motion carried unanimousl y.

VI. OPEN SESSION

Gladys Garland made a motion to return to open session after a five-minute break. Sylvia Johnson seconded the motion and the motion carried unanimously.

Sylvia Johnson moved, seconded by Ross Gwynn to approve the personnel listing. The motion carried unanimously.

Superintendent Contract David Byrd moved, seconded by Sylvia Johnson to offer Dr. Brock Womble a four-year contract pursuant to the terms and conditions presented in the contract as Superintendent of Caswell County Schools beginning July 1, 2014 and ending June 30, 2018. The motion carried 6-1 with Battle voting “No.”

VIII. COMMUNICATIONS

 Dr. Barker met with architect as the board requested. Information was shared with board members for their review and to decide if they would like to move forward. Upon review, it was agreed to have an additional architect review this project.  Additional lawn care information was given to board members for their review. Mel Battle requested information be listed on a flow chart for easier comparisons.  Staff Appreciation Banquet = May 14, 2014 @ 6:30 CCCC

IX. BOARD MEMBER OBSERVATIONS

David Byrd expressed concern with the microphone that was used for the FFA banquet. It seems there is always an issue with the sound and the audience cannot hear clearly. Mr. Byrd stated this is a recurring problem and does not understand why it cannot be fixed.

Betty Sartin expressed praise for the wonderful job the Oakwood students did at their recent performance. Mrs. Sartin also noted that Dr. McWherter did a wonderful job and she was very proud of all of them.

X. ADJOURNMENT

Ross Gwynn made a motion to adjourn the meeting at 9:10 p.m., Gladys Garland seconded the motion and it c arried unanimously. The next regular meeting of the Board of Education will be held on Monday, May 26, 2014, at 6:30 p.m. in the Whitley Administration Building.
