NOBLE P. COOPER, JR., 12 OF RICHLAND COUNTY, FOR HIS OUTSTANDING 13 CONTRIBUTIONS TO HIS COMMUNITY, AND TO 14 CONGRATULATE HIM FOR BEING RECOGNIZED AS THE 15 MARGIE HERRON OUTSTANDING LIBRARY TRUSTEE 16 AWARD WINNER FROM THE SOUTH CAROLINA 17 ASSOCIATION OF PUBLIC LIBRARY ADMINISTRATORS. 18 19 Whereas, the General Assembly takes great pride in recognizing 20 those South Carolinians who give of their time and talents in 21 benefiting their individual communities; and 22 23 Whereas, Dr. Cooper has always had a fond place in his heart for 24 the Richland County Public Library, participating in the Summer 25 Reading Club each year as a child and spending many Saturdays at 26 the library immersed in piles of books; and 27 28 Whereas, his love for and commitment to the Richland County 29 Public Library only grew as he became an adult, as he was 30 appointed to the RCPL Board of Trustees in 1995, served as 31 secretary from 1996 to 2000, and as chairperson from 2000 to 32 2002 and 2003 to 2005; and 33 34 Whereas, Dr. Cooper was recognized for his work in furtherance 35 of the library with his receipt of the Margie Herron Outstanding 36 Library Trustee Award; and 37 38 Whereas, in addition to his work as a dentist, Dr. Cooper finds 39 time to devote to numerous worthwhile community organizations. 40 He is a Commissioner and Vice Chair for the South Carolina Arts 41 Commission, a board member for the United Way of the Midlands

1 [4669] 1 1 Health and Recovery Council, and the 2006 Community Chair of 2 “Give Kids a Smile Day”, among others; and 3 4 Whereas, the South Carolina General Assembly commends Dr. 5 Cooper for his great faithfulness to his community and the 6 Richland County Public Library, and considers his work a fine 7 example of the good that can be done under the vision and 8 leadership of a devoted citizen. Now, therefore, 9 10 Be it resolved by the House of Representatives, the Senate 11 concurring: 12 13 That the members of the General Assembly of the State of South 14 Carolina, by this resolution, honor and recognize Dr. Noble P. 15 Cooper, Jr., of Richland County, for his outstanding contributions 16 to his community and congratulate him for being recognized as the 17 Margie Herron Outstanding Library Trustee Award winner from 18 the South Carolina Association of Public Library Administrators. 19 20 Be it further resolved that a copy of this resolution be presented to 21 Dr. Noble P.
