CAUCUS MEETING APRIL 17, 2007 9:30 AM

Members Present: Present were Mayor William Henfey, President of Council Patrick Rosenello, Councilpersons Robert McCullion, Edwin Koehler, Joseph Duncan, Kellyann Tolomeo. Councilpersons Robert Maschio was not present due to vacation and Walter Larcombe not present due to his work schedule. Also present were City Administrator Raymond Townsend and Solicitor William Kaufmann.

CITY ADMINISTRATOR TOWNSEND reported the plans were to be completed by March 30, 2007 for the continuation of the Seawall Project. Townsend stated a new date must be picked for the public meeting. May 11, 2007 at 6:00 PM was decided for this meeting to be at the Anglesea Fire House if available. Councilman McCullion will check if this building is available for that date. Wildwood Junior High Night will be held on April 20th with Tolomeo and Duncan attending.

MAYOR HENFEY asked everyone to go to our website… www.northwildwood.com… and look up “tourism”. Henfey stated all events are now posted and changes can be made everyday for updates. Henfey announced our new “Welcome Sign” is now being installed on West Spruce Avenue. Henfey also spoke of an Emergency Radio Station for our City which has a cost of approximately $27,000.00. Henfey noted he is sending letters out for donations. No commercials are permitted on this station but the tide/flooding information and special events will be allowed. Mayor Henfey also noted the appointments listed tonight are all rehires/seasonal except for the two entry level positions in the Public Works Department.

COUNCIL PRESIDENT ROSENELLO spoke on the new ordinance tonight regarding the seawall noting no self propelled devices may be used except for medical devices.

LEW OSTRANDER, East 3rd Avenue, informed members of a gas break on his block and asked Council to get involved. Roughly 85 homes are affected between New Jersey Avenue and Atlantic Avenue. Engineer Petrella stated he got word this line will have to be replaced.

On a motion by Koehler, seconded by Duncan, the Caucus Meeting now adjourned until the regular meeting begins at 10:00 AM. Carried. 9:55 AM

REGULAR MEETING APRIL 17, 2007 10:00 A.M.

A regular meeting of the North Wildwood City Council was held on the evening of the above date in the City Hall. The President of Council stated that “The meeting is now open. Adequate notice of this meeting has been provided by posting a copy of the notice of the time and place of this meeting on the City Clerk’s bulletin board and by mailing a copy of the same to The Herald, The Press and Wildwood Leader on January 3, 2007.”

ROLL CALL: Present were Mayor William Henfey, President of Council Patrick Rosenello, Councilpersons Robert McCullion, Edwin Koehler, Joseph Duncan and Kellyann Tolomeo. Councilpersons Robert Maschio was not present due to vacation and Walter Larcombe not present due to his work schedule. Also present were City Administrator Raymond Townsend, Solicitor William Kaufmann and Engineer Ralph Petrella.

MINUTES: On a motion by Koehler, seconded by McCullion, that the minutes of the regular meeting of April 3, 2007 be approved as read. All voting in the affirmative except Rosenello abstaining. Carried. REGULAR MEETING APRIL 17, 2007

On a motion by Duncan, seconded by McCullion, the above application be approved and filed with the State. Carried.

ORDINANCES:

ORDINANCE NO. 1520 - On a motion by McCullion, seconded by Duncan, that Ordinance No. 1520 be placed on its first reading. Carried.

The Clerk read Ordinance No. 1520 by its title, known as “An Ordinance Restricting Activity on the Hereford Inlet Seawall.”

On a motion by McCullion, seconded by Duncan, that Ordinance No. 1520 be passed on its first reading and published according to Law, the Clerk called the roll, all voting in the affirmative, the President of Council declared Ordinance No. 1520 passed on its first reading.

COUNCIL:

COUNCILMAN DUNCAN noted he was very cold in Florida and New Orleans. Duncan also noted the passing of former City Administrator Bob Heal, stating he will be missed as he was a good person.

COUNCILMAN McCULLION reminded senior citizens that on April 1st Comcast Cable established a basic level plan offering discounts. McCullion reminded all of the Board of Education Election this evening from 5:00 PM to 9:00 PM.

COUNCILMAN KOEHLER recognized the Emergency Management Officials and staff on call this past weekend. Koehler stated Gus Mason answered the telephone at all hours spending a lot of hours in his office. All did a good job!

MAYOR HENFEY also spoke of Bob Heal noting he was a resident for 20 years. Heal organized a Car Show each year and will be missed. Henfey stated the new Welcome Sign is being installed now and thanked Jodi DiEduardo from Crest Savings for her help and donation. Henfey noted thanks to the Emergency Management Office and all involved, our City got very lucky with this last storm. Henfey announced the 60’s Weekend will be held next weekend at the Anglesea Fire Co. Parking Lot.

PUBLIC:

JIM KOCH, 1301 Surf Avenue, asked Council if the welcome sign at 16th and the Boardwalk could be lighted with the Mayor stating parts have been purchased with the City Electrician Frank McAnaney doing this work. Mayor Henfey stated the old Welcome Sign on West Spruce Avenue will be moved to 15th and Beach. Koch asked for someone to elaborate on what is not allowed on the seawall according to the ordinance introduced this morning. Dogs are permitted but bikes, skateboards, etc. would not be permitted. Koch asked if the two new permanent Public Works employees would be adding to the employee numbers with the Mayor responding yes. Koch informed Council he has been told that backup safety lights did not come on at Marina Bay Towers during the recent storm. Rosenello stated he had been told the same and went to the building to meet with the manager. The actual system showed differently as a computer generated report showed all working property. A multi fuel generator showed it needed another switch in and that was completed. At all times the signs were working. The generator handles emergency lighting not individual unit lighting.

DIANE LYNESS, 98 Seaspray Court, noted the new sign being installed is really beautiful. Lyness thanked Jodi DiEduardo and the Crest Savings Bank for the new sign. Lyness informed residents the Water Company discharging from the plugs/mains beginning at 26th Avenue on Friday and following through the rest of the town on following days. The City has flyers showing locations and dates involved for other parts of town. Jim Koch stated if your clothes get stains from the water, you can go to the Water Department to get a product that will remove the stains. REGULAR MEETING APRIL 17, 2007
