This could prove to be an ominous start of a long, cold winter of continued conflict. Rolpa, Rukum, Salyan and Jajarkot are all “Category-A” Maoist strongholds by the government’s classification and hence the concentra- tion of forces there. Government presence in the district headquarters meant that it could show a semblance of control by keeping the national flag flying above the Chief District Officer’s building. The Deputy Prime Minister and Home Minister flew in and out on helicopters on largely symbolic visits to denounce terrorism. Everyone knew that the Maoists roamed freely in the hinterland. They had their own administration, collectives and courts in place. It was convenient to pretend everything was normal. Dunai is a remote, poor and sparsely populated town four hours’ walk from the nearest airfield. It was vulnerable, and the firefight seems to have been short and bloody. It explores the historical circumstances in which demands for federalism emerged and the federal settlement enshrined in Nepal’s new Constitution promulgated on 20 September 2015. The question of federalism gained prominence in Nepal’s public discourse during the ‘People’s War’, the ten-year- long armed insurgency (1996-2006) launched by the Communist Party of Nepal (Maoist) to overthrow the government. In fact, the drafting of Nepal’s seventh constitution was part of the peace process that began in 2006. The new dispensation was expected to reflect the political commitment to ‘building a New Nepal’ – an inclusive and democratic polity – through a radical programme of state restructuring. The Maoists, together with various ethno-cultural and regional groups, argued that the 1990 Constitution, which was to re-democratize the country after thirty years of Panchayat monarchical autocracy (1960-1990), inadequately addressed – if not reinforced – patterns of exclusion of many groups on the basis of class and/or identity and they saw territorial autonomy for ethno-linguistic and regional groups as the key solution to the country’s rampant discrimination.

It however lacks a stable solution for speedier economic growth and development as the major political parties are still struggling to institutionalize the new political framework set up by the new constitution of Nepal that was promulgated by the Constitution Assembly of Nepal (CAN-II ) for the federal democratic republic of Nepal on 20 September 2015. Nepalese economy crippled by the terrible earthquake of April 2015 got further para- lyzed by the undeclared blockade from India that was afraid of separatist move- ments in southern Nepal. NC led government managed to conduct free and fair elections of central, provincial and local governments by the end of 2017 in which the NCP, a new allaince of communist CPN-UML and CPN-Maoist parties was able to secure the absolute majority based on radical manifesto promises relegating the NC to a weak opposition. The NCP government has however failed totally to implement its promises in practice bringing inclusive programmes suitable to multi-ethnic, multi-climatic and multi-cultural and multi-linguistic economy and society. Corruption has spread further from the top to the bottom.
