Minutes

I. CALL TO ORDER AND ESTABLISHMENT OF QUORUM

The meeting was called to order by Sharon Bowman, Ph.D. at 9:03 a.m. in Conference Center Room 4 of the Indiana Government Center South, 302 W. Washington Street, Indianapolis, IN 46204 and declared a quorum.

Members Present: Sharon Bowman, Ph.D., Chair Stephen Ross, Psy.D, Member Jere Leib, Ph.D., Member Raymond W. Horn, Ph.D., Member Thomas Holsworth, Ph.D., Member

Members Absent: Joseph R. Biggs, Ph.D., Vice-Chair Helen Lands, Consumer Member

Staff Present: Jeanette Roberts, Board Director, Indiana Professional Licensing Agency Tasha Coleman, Assistant Board Director, Indiana Professional Licensing Agency Elizabeth Brown, Board Counsel, Indiana Attorney General’s Office

II. ADOPTION OF THE AGENDA

A motion was made and seconded to adopt the agenda, as amended.

III. ADOPTION OF THE MINUTES FROM THE MARCH 12, 2010 MEETING OF THE BOARD

A motion was made and seconded to adopt the minutes from the March 12, 2010 meeting, as amended.

IV. PROBATIONARY PERSONAL APPEARANCES 1 Minutes: May 7, 2010

A. Lynn Scott, Ph.D.

Dr. Scott did personally appear before the Board for her regularly scheduled quarterly probationary appearance. She is in compliance, still unemployed as a psychologist. She is considering petitioning the Board for termination of probation at the July 2010 meeting.

B. George Berry, Ph.D.

Dr. Berry did personally appear before the Board for his regularly scheduled probationary appearance. He is in compliance with his order.

V. ADMINISTRATIVE HEARINGS

A. In the matter of Anne Marie Wells, Ph.D.

Cause No. 2010 ISPB 0001 Re: Final Hearing

Witnesses: None

Case Summary: The Board received a complaint on February 2, 2010 regarding the Respondent’s inappropriate physical relationship with a client.

A motion was made and seconded to adopt the proposed settlement agreement as amended.

A motion was made and seconded to appoint Dr. Ross as an ALJ to approve the practice monitor for Dr. Wells.

B. In the matter of David Edward Mowry Cause No. 2010 ISPB 0002 Re: Extension of Summary Suspension Hearing

Parties and Counsel Present: Morgan Burton, DAG

Witnesses: None

Participating Board Members: Sharon Bowman, Ph.D. Thomas Holsworth, Ph.D. Stephen Ross, Psy.D. Jere Leib, Ph.D. Raymond W. Horn, Ph.D.

Case Summary: On March 10, 2010 the Board received a request for summary suspension from the Office of the Attorney General. Respondent’s temporary license was issued under false pretenses and therefore he is neither qualified nor safe to practice as a Psychologist in the State of Indiana.

A motion was made and seconded to approve the agreement for Indefinite Summary Suspension until a final hearing can be held.

VI. APPLICATION REVIEW

A. Tabitha Browning, Psy.D. Re: HSPP application approval

The Board tabled the application of Dr. Browning and requested that she submit detailed information pertaining to the structure of the internship that she completed.

B. Beth Johnson, Psy.D. Re: Obtained online degree/How can she obtain one year residence?

3 Minutes: May 7, 2010

Dr. Johnson did personally appear before the Board to seek guidance on meeting the requirements for licensure after having obtained an online doctoral degree in psychology from Capella University. Based on the current statute and the nature of Dr. Johnson’s residency she would not be eligible for licensure in the State of Indiana.

C. Meridian Services Corp. Re: CE Sponsor Approval

A motion was made and seconded to approve the CE Sponsor application of Meridian Services Corp.

D. Heather Lampton, Psy.D. Re: CE Approval (Introduction & Application within a Correctional Environment)

A motion was made and seconded to approve the CE application of Dr. Lampton.

VII. OLD/NEW BUSINESS

A. Rules Update Re: Supervised Experience Rule

Jeanette Roberts gave the Board an update to the new rule regarding supervised experience. The new rule went into effect on April 30, 2010.

B. Don Elligan, Ph.D. Re: Request to come off suspension due to CE Audit

A motion was made and seconded to reinstate Dr. Elligan’s license.

VIII. ADJOURNMENT

There being no further business, and having completed its duties, the meeting of the State Board of Psychology adjourned at 12:55 pm.
