Subject: Call for Experts for Specialist Task Force STF RQ1 (TISPAN/WG6) on Conformance Test Specifications for use of Session Initiation Protocol (SIP) and Session Description Protocol (SDP) in IMS core networks

Dear Madam, Dear Sir,

The ETSI Board has approved the Terms of Reference for the Specialist Task Force (STF) RQ1 on Conformance Test Specifications for use of Session Initiation Protocol (SIP) and Session Description Protocol (SDP) in IMS core networks, according to the Terms of Reference in Annex C.

We are recruiting experts to establish the STF, on condition that the budget allocation is confirmed by the ETSI General Assembly (GA#50, 27-28 November 2007).

The project time scale, the qualification required for the candidates and some references for additional information are summarized in Annex A.

The Team will be based at the ETSI Headquarters in Sophia Antipolis, where the Secretariat is offering technical support and co-ordination. The activity will be organized either over long continuous periods or in sessions so that, along the duration of the project, the experts can carry out their normal duties in their respective organisations. The sessions plan will be negotiated during the Preparatory Meeting, to achieve the best compromise between the STF organization and the requirements of the experts and their Companies.

Considering the above information, we kindly ask you to propose candidatures to the ETSI Secretariat before 15 December 2007.

A short list of candidates will be set up in agreement with the TISPAN6 Officials. These candidates will be invited to attend the Preparatory Meeting to set up the STF, which is provisionally scheduled on 9 January 2008, in ETSI Headquarters.

ANNEX A1 PROJECT TIME SCALE AND QUALIFICATION REQUIRED

Target date for the start of work: 19 February 2008

Expected duration: 11 months

Total manpower required: 360 working days in total

Expected number of experts required: 4 - 5

Note: The actual number of experts may depend on the mix of skills in the actual applications received and will be decided when setting up the STF

Qualification required:  knowledge of SIP protocol  practical experience in writing Abstract Test Suites in TTCN3 and experience in one or more of the following fields:  validating Abstract Test Suites  running conformance test campaigns  knowledge of the limits and features of conformance test tools.

1 Reasons for proposing the Specialist Task Force (STF)

IMS is a key component in the TISPAN NGN architecture. An ETSI SIP conformance test suite has been produced but it is not applicable in the IMS context as only IETF requirements have been considered in its implementation. The basis of this work will be the SIP IMS profile.

TISPAN WG6 has identified an urgent need for IMS specific Session Initiation Protocol (SIP) and Session Description Protocol (SDP) conformance tests which consider all requirements relevant to using SIP in the context of the IMS core network, i.e., ES 283 003, 3GPP 24.229, as well as IETF RFC 3261.

1.1 Overview of the proposal

1.1.1 Purpose of the work

This STF will produce a complete conformance test specifications, i.e., Requirements Catalogue, PICS/PIXIT, conformance TSS&TPs, and ATS for use of Session Initiation Protocol (SIP) and Session Description Protocol (SDP) In IMS networks.

1.1.2 Relation with the ETSI Strategic Objectives

This STF is directly related to ETSI strategic objective "Major Strategic Topics - NGN"

1.1.3 Relation with other activities within ETSI and/or related organizations

This work is related to:  BOARD IMS-TEST interest group  ITU SG11  3GPP (and indirectly IETF) Collective Letter 07_2583 Page 8 of 12

1.1.4 Priority within the TB

This STF is of high priority within TISPAN. In particular, it should start and end as soon as possible, and preferably be completed in Q4 2008.

1.1.5 Motivation why the STF is urgently needed

 It is essential that this work is done in a timely manner in order to synchronise with global testing activities, especially in the context of IMS (3GPP and TISPAN NGN).  SIP and SDP protocols are currently being deployed in telecoms networks. They must operate alongside and interwork correctly with the existing protocols already installed.  Field trials are currently under way, test platforms are available, and the detailed Abstract Test Specifications are urgently required to complete these field trials.  ETSI members have invested considerable resources in developing the Test Suite Structure and Test Purposes for SIP and this need to be complemented with SDP.  This work compliments and capitalizes on ongoing ETSI IMS testing activities such as the IMS network interoperability event organized by the BOARD IMS-TEST interest group and 3GPP IMS terminal conformance testing.  To complete this work, and capitalise on their investment and field trials, the validated corresponding Abstract Test Suite is urgently needed.  The ETSI members do not have sufficient resources to create an Abstract Test Suite on time, and with the high quality that has been experienced with using STF resources for this purpose in the past.

1.2 Organization of the work

1.2.1 Confirmation of active support from the Members

The following companies are committed to supporting this STF in terms of participation in the STF Steering Group and providing input and review to the STF: Deutsche Telekom, Telekom Austria, Iskratel, BT , HUAWEI and ÖFEG.

1.2.2 Identification of tasks, phases, priorities, technical risk

There are 5 main tasks: Task 1) Analysis of relevant specifications Task 2) Specification of a requirements catalogue Task 3) Specification of PICS document Task 4) Development of conformance TSS&TPs. Task 5) Development and documentation of PIXIT and TTCN-3 ATS.

1.2.3 Outcome of the STF

2 Consequences if not agreed:

SIP and SDP protocols are currently being deployed in telecoms networks. Thorough conformance testing will increase the level of confidence that equipment from various suppliers will interwork. This in turn will reduce implementation and rollout times. Not providing timely test specifications, would ultimately delay the deployment of NGN. A second round of validation of the Abstract Test Suite will enhance its quality significantly. This will give a powerful test specification into the hands of test engineers allowing efficient testing without the need of constantly de-bugging the TTCN code.

Number of experts required: 4-5

Relevant expertise required: The skill set for Experts of this STF will be required to include knowledge of SIP, to have experience in writing Abstract Test Suites in TTCN3. It is also desirable that they have experience of having run conformance test campaigns, have experience of the limits and features of conformance test tools, and to have had experience of validating Abstract Test Suites.
