Contract Audit System (CAS) Access Control Procedures and Forms
Access Custodian
Each agency must designate a primary and backup access custodian to serve as the liaison between the agency and the Department of Financial Services (DFS) regarding access to the Contract Audit System (CAS). The Access Custodian Contact Form must be completed in its entirety, signed by the agency head or Director of Administration, and submitted to DFS at [email protected]. Any changes made to the primary or backup access custodian or his/her contact information (i.e. phone or email) must be submitted using the same form and process; the most recent form received will be regarded as current for that agency.
User Accounts
Access custodians must request a new user account for employees who require access to CAS. Please note that a user account is not required to view contract audits that are published in the Florida Accountability Contract Tracking System (FACTS). User accounts allow users to search for and view audits that are Pending Agency Response, Pending Agency Response Review, or Finalized for his/her agency. The following user accounts are available to agency employees:
Agency User: Users are able to enter data on behalf of his/her agency in the form of an Agency Response to Contract Reviews, which is viewable to the public via FACTS.
Agency Read-Only: Users are not able to enter any data into CAS.
The User Account Request Form must be signed by an access custodian and submitted to DFS at [email protected] to request a new user account. The same form and process must be used to update contact information (i.e. phone or email) or inactivate a user account. If a new user account is requested, DFS will provide the new user with a User ID via email; the user will be instructed to contact an access custodian to obtain the default password.
Password Resets
If a user forgets his/her password, or becomes locked out of CAS, the user or an access custodian must contact DFS at [email protected] to request a password reset; the request must include the user’s User ID. DFS will email the user when his/her password is reset; the user will be instructed to contact an access custodian to obtain the default password.
