6. THE FUTURE OF SENIOR HOCKEY IN DEVON – Mike Tucker See attached Nicky Bruce outlined the reasons behind this discussion paper to the meeting. Stating that the senior women are not the player pathway, the men may soon follow. She outlined the men situation last season as regards to funding. OPM – what is the senior player pathway? NB – response Super League. Why are we supposing it? N. Devon - Who is going to run the County teams? MK – Ladies did participate last year in a friendly comp, this year they have withdrawn due to a lack of funds. Ladies do keep their costs to a minimum. She would like it to continue. Andy Harvey – contradiction in terms from Mike Tucker report and President, the DHA should support the county team and they should be able to enter if they wish. NB – funding is an issue and needs to be addressed. N. Devon – will the West HA help fund? Paddy – we need to look future, there is no pathway for the players, but they still feel proud to represent there County, but how do we fund this? OPM’s – County possibly better level than club hockey? Also early 20’s yrs old, need to have the opportunity to shine at a later stage. Need to play PG’s – what cost to affiliation? MT – 120 teams affiliate – each team £5 = £600, £10 = £1200 DHA – put in £250 and players pay £30 per player to cover costs. Juniors have no subsidise £30 for JDC and £30 per JAC plus two competitions. Are the senior men representatives of Devon clubs? SA international etc What is the criteria for playing for Devon? This is not clear. Guidelines need to be open and every club advertised to and given the opportunity to apply. Ashmoor – general feeling is yes to County teams, good that players were mixed, and there was a clear trials. DHA funded first tournament, but not the second one. There is money in the account. Need to vote on matter as we have discussed the matter well. Peter – important not to be too restrictive on what the committee can do. Will vote after the Statement of Accounts – Item 8

8. STATEMENT OF ACCOUNTS (Mary Kennedy) Peter Hodge presented the accounts. Mary is standing down this year and she has given many years of dedicated service to Devon Hockey and I am sure is looking forward to a well earned retirement. Peter – finances of the association are quite good but a cautionary tale. The drip drip of a negative cash flow the money soon runs out. Income / Expenditure Year Ending – surplus of just over £7000 and includes all aspects of Devon Hockey and includes EHB grant (£8000) – break even with no grant Balance sheet – lots of money in the 3 accounts, leave to the committee to decide how the is money is used. We must have a stable situation over the next few years, they must have a pot to call on and not let the reserves fall too low to the determent to Devon hockey. Need a stable situation so there is no big increase in costs to clubs. Thanks to Mary for all her efforts and the passing over of the records to present tonight. 3 Devon Hockey Association: Annual General Meeting Minutes – 16 May 2011 N Devon – no loss being made? PH - Need to take account of the EHB grant funding. There is also a lot going on which needs to be covered. OPM’s – 2009 deficit – SS next season more numbers within the system will help DHA want to put money back to clubs and part fund courses etc. Clubs need to suggest ideas that will help the clubs develop and progress. Nicky thanked Peter for auditing the accounts. Andy Harvey – affiliation fees down by £1900 as there are less teams OPM’s – no more funds for SS. £5000 Club & Coach funding one off payment for solely funds the SS Administration only. 9.0 ADOPTION OF REPORTS AND ACCOUNTS (incl. setting of affiliation fees)

Setting of Affiliation Fees for Season 2011/12 Not proposing to increase affiliation fees for season 2011/12 9.3 Unless the West HA increases their affiliation fees, then Devon will have to amend to cover this. We only collect the West HA fees and then pass onto the West HA County teams – increase affiliation to cover costs. Proposal – affiliation £5 per team split between men and ladies County teams (£2.50 per squad) Seconded Withdrawing the proposal following DHA proposal Exe HC – we do not know this is going to happen in 12 months time, we could decide at next AGM Andy Harvey – we could support the senior teams so money should be ring fenced and carry the money over until next season Ply Marjon – could we ring fence £500 from the account as it stands? Honorary Secretary’s Report 2011

 Website – ticks over, includes updates from EH from a linked in feed. Would like to include more news from clubs, notices such as vacancies for coaches, good news stories etc. I did contact clubs to send me information on some good news from within their clubs, to which only 3 clubs replied.

o Exe HC beat Penzance, City of Bath, Woking, Teddington and Wycombe on the way to the final of the EH Lady Masters O35s Cup where they lost out on PS following a 2-2 draw with holders Ipswich. o Exeter University – mens 1 gained promotion back to the Premier Division of the England Hockey League. Promotions in the men’s West League for 3rds, 4ths and 6ths including tow league winners. Ian Haley played at the Commonwealth Games in Delhi in October 2010 along with 4 other alumni hockey players 1 male (Nick Brothers) and 3 female (3 former Exmouth national league players Sarah Thomas, Ella Rafferty, Dawn Mitchell). Tom Carson, Gareth Davies and James Royce have all played in the GB Super League. Lucy Dawkins and Chris Rea have played for Eng U21s o Teign Hockey ladies 1s made the Semi Finals of the EH Trophy, unfortunately losing at home to Tulse Hill & Dulwich 2-3.

 County Cup Competition – again the weather played a part in the organisation of fixtures in the cup and trophy matches. 41 teams entered this year, although numbers were down on last years it was lovely to see some new entries and finalists, finals day was again held at Exeter University and was well attended. ISCA beat Plymouth Uni in the Men’s Cup final; the Women’s final with ISCA 2 beating Teign. The Men’s Trophy was contested between PGSOB Bs and North Devon Bs with the winners being PGSOB, the Ladies Trophy was again contested by Kingsbridge and Salcombe but the EVCH came out winners this time

 Junior League and Girls Club Mini Competition – the junior league was yet another competition hit by the weather and other club commitments, with the U16 boys not being run at all, and the rest having tournaments needing to be rearranged. In spite of this, we still had plenty of teams entered in all age groups to run leagues and festivals. Plymouth Marjon hosted a very successful National Club Minis competition and have volunteered to do so again next year.

 Finally my thanks to the various members of the committee for the organised way they have carried out their responsibilities. I have indicated that for the present I am willing to continue my association with DHA and have expressed my willingness to stand again for election as secretary unless, of course, there is anyone else that would like to take on the role.

DEVON HOCKEY ASSOCIATION 2011 AGM REPORT

Single System The Single System in Devon has been successful this season with the majority of schools and clubs supporting the Player Pathway. We would still like to see more players entering the system at Junior Development level especially in the West and South of the County. The development of a new Devon Junior website has greatly aided communication, acting as the main point of contact for players and parents. Thanks to Sue Hutchings for her excellent administration of the system and her support.

Devon needs to ensure that the Foundation Skills are being delivered in schools and clubs to help raise the standards of all players.

Devon County Plan The Devon County Development Plan was submitted to EHB on the 30 September 2010 following the review of the previous plan. The key element for next season will be greater collaborative working between the associations and the clubs in the delivery of the Single System and to meet the aims of the County Plan.

Club Development Congratulations to Dart HC, Plymouth JHC and Ottery Crickets HC for achieving EHB ClubsFirst status this season. This takes the total of Club First Accredited clubs to 13, with 10 working towards. East Devon HC and Sidmouth HC are hoping to achieve accreditation by the end of August. Also Ashmoor HC, Exe HC and Tiverton White Eagles HC are due for re-accreditation.

The new version of ClubsFirst is now web based accessed through Fixtures Live, where clubs attach documents or make links to their website to evidence criteria.

Accredited clubs go onto make a formal EHB Club School Delivery Plan with their local School Sports Partnership – there are a total of 14 CSL’s across Devon.

EHB Club Engagement – as part of the EHB Strategy, EHB are planning to visit all affiliated clubs to gain valuable insight and feedback into what clubs want and expect from their NGB. In the second phase of visits the following Devon clubs were highlighted; Devonport JHC, East Devon MHC, Honiton Hornets LHC, Sidmouth HC, and Torbay HC.

Courses Level 1 Coaching Courses organised across Devon at Exeter and Plymouth, resulted in a total of 43 newly qualified Level 1 Assistant Coaches in the County.

Level 2 - 10 candidates from Devon on the 2011 West Level 2 VRQ Coach Award Courses.

Hockey Leadership Courses – two courses organised by clubs and schools.

Coaching for Teachers – three Transition courses were held, one at Exeter (33 candidates) and two at Plymouth (43 candidates). One Fundamentals course at Okehampton (10 candidates).

Quicksticks Courses – one course held at Ottery (14 candidates).

8 Devon Hockey Association: Annual General Meeting Minutes – 16 May 2011 Time to Listen Workshop was organised for Club Welfare Officers, in Chudleigh (10 candidates). Another TTL course will be organised for next season as all CWO’s should attend from each club.

Events The London Cup 12th – 16th July 2011 at Chiswick.

This has been an extremely pressurised year with targets to meet. As a direct result of not meeting participation targets and not sufficiently broadening the income base, EHB took steps to restructure the Regional Network. On 31st March, we were informed that the roles of Regional Managers and Development Officers would be replaced by twelve Relationship Managers, who would work in the areas covered by the existing Development Officers. The Regional Administrators would remain, based at their current workplaces. Jane Cornelius (Regional Manager) will be working across Avon, Gloucestershire, Hereford, Dorset and Wiltshire.

After two days of a very intensive interview process, I am pleased to announce that I have been successful at securing the new Relationship Manager post covering Cornwall, Devon, Somerset and the Channel Islands. I would like to thank all the volunteers and clubs across Devon who offered kind words of support during this difficult period.
