Notice of this Regular Meeting of the Pitman Board of Education was advertised in the South Jersey Times, posted at Borough Hall, a copy thereof delivered to all Pitman Schools to be posted, and posted on the district’s web site. Further, notice was posted and filed as required by law stating that the Board would meet in Executive Closed Session at 6:30 p.m. followed by the Regular Meeting at 7:30 p.m. in the Pitman High School Media Center. The President shall entertain any objections, with supporting reasons, to the conduct of this meeting on the grounds that it violates the Open Public Meetings Act.

15. Suggested motion - “That the Board of Education approves the following Resolution to approve Maximum Travel Expenditure for the 2015/2016 school year.

MAXIMUM TRAVEL EXPENDITURE

WHEREAS, Pursuant to N.J.S.A 18A:11-12, in each pre-budget year, the Pitman Board of Education is required to establish a maximum travel expenditure amount for the budget year which may not be exceeded; and

WHEREAS, the board of education has determined that the maximum travel expenditure amount includes all travel that is supported by State and local funds; be it

RESOLVED, that the Pitman Board of Education hereby establishes the maximum travel expenditure amount for the 2015/2016 school year as $45,000.00 with no individual travel expenditure amount exceeding $3,000.00.”

16. Suggested motion - “That Dr. Gregory Herman, doing business as GEH Consulting, is appointed District Physician and Medical Inspector for the fiscal year July 1, 2015 to June 30, 2016, at the recommendation of the Superintendent of Schools, at an amount of $9,300 (no increase from school year 2014/2015).”

17. Suggested motion – “That the Pitman Board of Education approves the Consortia Agreement with the Educational Information & Resource Center (EIRC) for shared services for purchasing of products and services for the 2015/2016 school year.”

18. Suggested motion - “That the Pitman Board of Education authorizes the Superintendent and the School Business Administrator to perform all necessary transfers and adjustments to close out the 2015/2016 school year budget and present same to the board at the next available meeting.”

19. Suggested motion - “That the Pitman Board of Education awards a professional contract to Regan Young England Butera, PC as Architect of Record for the 2015/2016 school year. All terms and conditions as on file in the Business Office.”

LEGISLATION & INTERNAL POLICIES COMMITTEE – Clark, Schultz, Savage

1. Suggested motion—“That Policy 8505 Wellness Policy/Nutrients Standards for Meals and Other Foods be approved as a second and final reading.”

2. Information— BYLAW 0152 Board Officers The revision includes the option for voting via verbal roll call or the use of a written ballot. It removes the option of electing an officer with a plurality of the board. As written, this revision is recommended by the board’s solicitor.

Suggested motion—“That BYLAW 0152 Board Officers be approved as a first reading.”

3. Information—Policies/Regulations 3218/4218 Substance Abuse These policies and regulations concerning a staff member’s use of drugs, alcohol, and anabolic steroids have been significantly revised to reflect the current practices used in school districts if a staff member is suspected of reporting to work under the influence of drugs or alcohol. The policy does not provide specific first offense, second offense, third offense and fourth offense consequences and just indicates any staff member who is confirmed as reporting to work under the influence “will be subject to appropriate discipline, which may include termination of a non-tenured teaching staff member or the filing of tenure charges for a tenured teaching staff member in accordance with law.” The regulations are more detailed in providing the procedure to be used when a staff member is suspected of being under the influence of a substance at work. The major distinction between policy and regulation 3218 and policy and regulation 4218 is the designation of the supervisor who is authorized to meet with the employee upon suspicion of being under the influence. The Principal is designated for meeting with teaching staff members while the support staff member’s supervisor “as designated by the Superintendent” for meeting with support staff members.

4. Suggested motion - “That the South Jersey Times Newspaper is designated as the official newspaper of the Pitman Board of Education for releases, and that the Courier Post newspaper is designated as alternate, all in accordance with the Open Public Meetings Act.”

5. Suggested motion - “That the present Pitman Board of Education Policy and By-Laws be adopted for the 2015/2016 school year.”
