(Up To 50 Words, If Applicable) Past and Potential Impact Dr. Culhane is Professor and Andrew Stone Chair in Social Policy at of Nominee: (500 Word University of Pennsylvania, and Co-Principal Investigator, Maximum) Actionable Intelligence for Social Policy. Dr. Culhane has a BA in Psychology from Bonaventure University, and a PhD in Social Psychology from Boston College. Dr. Culhane ’s primary area of research is homelessness and assisted housing policy. His research has contributed to efforts to address the housing and support needs of people experiencing housing emergencies and long-term homelessness. His recent research includes studies of vulnerable youth and young adults, including those transitioning from foster care, juvenile justice, and residential treatment services. He is also the Director of Research for the National Center on Homelessness among Veterans at the United States Department of Veterans Affairs.

He serves as the co-director for the Actionable Intelligence for Social Policy (AISP) initiative, a MacArthur-funded project to promote the development of integrated database systems by states and localities for policy analysis and systems reform. AISP is building a nationwide network of agencies that use integrated data systems to answer big questions; create efficiencies; and solve the conundrums of technical disparities, legal roadblocks, and privacy challenges along the way – essentially to use data for the common good. AISP has been working in the big data field since the early 2000s.

He also co-directs the Cartographic Modeling Laboratory (CML), at the Perelman School of Medicine at University of Pennsylvania. The CML applies spatial analysis to model the impact of the social and built environments on health, development, and behavior. CML uses GIS to visualize geographic relationships that affect health outcomes, public health risks, disease transmission, access to health care, and other public health concerns, the CML conducts spatial research, policy analysis, and develops mapping applications of value to investigators at Penn and beyond

Dr. Culhane serves as an Editorial Board member on the following Selected Publications (5 journals: Housing Studies, Social Service Review, and The European to 10 Most Significant) Journal on Homelessness. He is the 2009 recipient of the Michael B. Katz Award for Excellence in Teaching Urban Studies, University of Pennsylvania, and the 2006 recipient of the National Partner Award, from the United States Interagency Council on Homelessness and the 2005 honoree as America’s Best and Brightest, Esquire Magazine.
