Sadly, there are good reasons why globalisation has become a dirty word for millions of people. The pillars of the 30-year-old Washington Consensus have been collapsing. Most now agree that free trade without fair trade creates millions of losers, in addition to some winners. Unregulated capital flows, especially short-term speculative flows, can destabilize economies. And rising social inequalities can be bad for growth. These realizations are punching holes in the free-market fundamentalism— focused on liberalization, deregulation, privatization, tax-cutting, and the shrinking of the state—that has prevailed in policymaking circles over the last few decades. Ten years after the global financial crisis, we can now accept that individuals and corporations acting solely in their own self-interest do not always serve that of the public. And yet a new economic paradigm for the global age still has not emerged. In the resulting vacuum, protectionism, anti-trade populism, and illiberal—often xenophobic—nationalism have gained ground, fueled by anxieties about stagnant wages, technological unemployment, and rising insecurity. Make no mistake: those left out and left behind by globalisation are actively searching for something and someone to articulate their discontent and shelter them from change. But neither nationalism— whether that espoused by US President Donald Trump or its other manifestations—nor overly formulaic or elaborate systems of global governance will meet the needs and desires of people for prosperity, security, equity, and self-determination.

He also served as Deputy Minister in the Government of Madhya Pradesh in 1963. An active social and political worker, Shri Jangde participated in freedom movement. He worked relentlessly for social harmony and eradication of the dowry system. We deeply mourn the loss of Shri Resham Lal Jangde and convey our condolences to the bereaved family. BACKGROUND It is unfortunate that for one reason or the other, the practice of female infanticide still prevails despite the fact that the gentle touch of a daughter and her voice has soothing effect on the parents. Four years since the Supreme Court has made the above-mentioned observation, the situation remains grim and this is reflected in the overall sex ratio in various states where female infanticide still prevails. However, the traditional system of killing the girl child after her birth has now given way to the more modern techniques of sex selection and female foeticide. A study of the census reports of 1991 and 2001 shows that the situation has worsened in most parts of India. The census 2001 further reveals that the situation is far worse in respect of Girl child population in the age group of 0-6, particularly in the affluent areas of Punjab (793 girls to 1000 boys), Haryana (820), Chandigarh (845), Himachal Pradesh (897) and Delhi (865). The National Land Records Modernization Programme (NLRMP) THE MINISTER OF RURAL DEVELOPMENT (DR. RAGHUVANSH PRASAD SINGH): The National Common Minimum Programme (NCMP) of the UPA Government envisages that “Revenue Administration will be thoroughly modernized and clear land titles will be established.” Following up on this mandate, the National Land Records Modernization Programme (NLRMP) was formulated after extensive and in- depth consultations with the States and UTs, the concerned Ministries/Departments of the Government of India and expert agencies. The NLRMP was approved by the Cabinet in its meeting held on 21st August, 2008. The main objective of the NLRMP is to develop a modern, comprehensive and transparent land records management system with the ultimate aim of implementing the conclusive land-titling system with title guarantee. The Programme will be implemented as a Centrally-sponsored scheme with various components with the following assistance: (i) Computerisation of land records including digitization of cadastral maps, integration of textual and spatial data, data centres at Tehsil and State level, inter-connectivity among revenue offices. (100% by Government of India) (ii) Survey/resurvey and updating of the survey & settlement records (including ground control network and ground trulting) using modern technology options.
