Biography of David Lillesand

David is a bilingual Florida attorney representing persons with disabilities in Social Security/SSI disability claims, creation and administration of Special Needs Trusts, and health care planning including the use of Affordable Care Act to secure the best health care through the private health insurance market. He is a member of the Florida Bar’s Health Law Section.

He has been lead counsel in over 3,500 Social Security/SSI disability hearings, triggering Medicare and Medicaid eligibility, including appeals before the SSA Appeals Council in Washington, D.C., and litigated cases before the U.S. District Courts and U.S. Circuit Court of Appeals for the Eleventh Circuit in Atlanta.

On the impact of the Affordable Care Act, David has lectured for the American Bar Association, the National Organization of Social Security Claimant Representatives (NOSSCR), the national Academy of Special Needs Planners, various state bars and law schools, and for judges at state and national judicial colleges, including at the National Conference of Probate Judges. He co-authors the 94 page chapter on “Special Needs Trusts” in the Lexis/Nexus publication, Administration of Trusts in Florida. He is AV-rated by Martindale-Hubbell and his peers voted him one of the top Elder Law Attorneys in Florida. He served three terms as chair of the Special Needs Trust Committee of the Florida Bar’s 1,700 member Elder Law Section.
