Sealed bids will be received by St. John the Baptist Parish Council (herein referred to as “Owner”) for the construction of the project described as follows:

WEST LAC DES ALLEMANDS SHORELINE PROTECTION - PHASE II ST. JOHN THE BAPTIST PARISH US FWS GRANT AWARD NO. F12AF70317 GSA PROJECT NO. 2016-06

STATEMENT OF WORK:

The project will consist of constructing of rock shoreline protection. It will extend along the shoreline of the area known as “Pleasure Bend” within Lac Des Allemands just west of Point Aux Herbes. The proposed feature consists of a near shore rock dike with gaps for fish and access to the lake shoreline. If deemed necessary, access flotation channel dredging will also be required. The base bid will consist of 1,060 linear feet, and additive alternates, if selected, extend the project out to correct additional areas of concern.

Bids shall be addressed to St. John the Baptist Parish and delivered to the receptionist at the Parish President’s Office in the Percy Hebert Building at 1801 West Airline Highway, LaPlace, LA 70068 not later than 2:45 PM on Tuesday, October 25, 2016. Bid envelopes shall be marked:

“ Sealed Bid – St. John the Baptist, West Lac Des Allemands Shoreline Protection Phase II” and have the contractor’s license number on the face of the envelope. Any bids received after the specified date and time will be considered non-responsive. The sealed bids will be publically opened and read aloud at 3:00 PM that same date in the Operations Room of the Emergency Operations Center located at 1801 West Airline Highway, LaPlace, LA.

The Bidding Documents (including construction drawings and specifications) may be examined at the Owner’s office located at 1801 West Airline Highway, LaPlace, LA 70068 or at the office of the engineer, GSA Consulting Engineers, Inc. located at 1022 S. Purpera Ave. Gonzales, LA 70737 .

Copies of the bidding documents may be obtained at the engineer’s office located at 1022 S. Purpera Ave., Gonzales, LA 70737, P.O. Box 298, Gonzales, LA 70707 upon deposit of $150 for each complete set. Documents can be mailed (via standard mail) to bidders for an additional $5.00 per set. Plans and specifications will be available until twenty-four (24) hours before the bid opening. In accordance with Louisiana R.S. 38:2212, deposits on the first set of documents furnished to bona fide prime bidders will be fully refunded upon return of the documents no later than ten (10) days after receipt of bids. No refund will be made to non-bidders or sub-bidders. Additionally, documents may be viewed and electronic bids are being accepted at www.centralbidding.com. The bidding documents will also be posted to the St. John Parish website, www.sjbparish.com.

The St. John the Baptist Parish Department of Public Works shall not be responsible if the bidder cannot complete and submit a bid due to failure or incomplete delivery of the files submitted via the internet. The U.S. Department of Transportation (DOT) operates a toll free “Hotline” Monday through Friday, 8:00 a.m. to 5:00 p.m., Eastern Time. Anyone with knowledge of possible bid rigging, bidder collusion, or other fraudulent activities should call 1-800-424-9071. All information will be treated confidentially and caller’s anonymity will be respected.

A MANDATORY Pre-Bid Conference will be held on Thursday, October 13, 2016 at 10:00a.m. at the GSA Consulting Engineers Office at 1022 S. Purpera Ave., Gonzales, LA 70737, P.O. Box 298, Gonzales, LA 70707. All bidders must attend and sub-CONTRACTORs are encouraged to attend.

The Owner reserves the right to reject any and all bids for just cause. Such actions shall be in accordance with the Louisiana R.S. 38:2214.

Bids shall be received from Bidders only on the Bid Form in the Bidding Documents which is issued to him in his name, as provided in the Louisiana revised Statutes R.S. 38:2122. A single bid shall be submitted for all portions of the Contract Work.

The Owner requires that each bidder attach to his bid a certified check, cashier’s check, or bid bond equivalent to 5% of the total bid as evidence of good faith of the bidder. Sureties used for obtaining bonds must appear as acceptable on the U.S. Department of the Treasury Circular 570.

Contractors desiring to bid shall submit to the Engineers, with their request for Contract Documents, contract documents deposit and evidence that they hold a State License for HEAVY CONSTRUCTION in full force and effect.

St. John the Baptist Parish Council, being a government agency, is exempt from all sales tax. The vendor awarded the contract will be provided documentation to support their tax free purchases for this project. Therefore, the amount that you bid should contain no sales tax .

No bidder may withdraw his bid within forty-five (45) days after the actual date of the opening thereof except as provided by law.

The successful bidder will be required to furnish a Performance and Payment Bond written by a company licensed to do business in Louisiana, in the amount equal to one hundred percent (100%) of the contract price. Certificates of Insurance will also be required as specified in the bid package.

Pursuant to Louisiana Revised Statute 38:2212.10, contractor must certify that it and each individual, firm or corporation associated with it and engaged in the physical performance of services in the State of Louisiana, under a contract with St. John the Baptist Parish has registered with, is participating in, and shall continue to participate in a federal work authorization program designated as such under the Illegal Immigration Reform and Immigrant Responsibility Act of 1996, as amended, which is operated by the United States Department of Homeland Security, known as the “E-Verify” program. Contractor must verify the legal status of all existing and new employees in the State of Louisiana by attesting herein that each is a citizen of the United States or legal aliens as defined by now effective immigration laws of the United States of America.

The Contractor shall begin mobilization and procurement of necessary materials within ten (10) working days of the receipt of the Notice to Proceed.
