Draft minutes from the ENSA disability network meeting in Solna 14-15 June 2006

Presentation of the ENSA network, members an participants in today’s meeting Elena Curtopassi gives a short introduction to the ENSA network and the disability sub network. A list of member regions will be circulated to all participants. A list of participants in today’s meeting is enclosed.

Priority areas  Persons with mental illnesses - psychiatric disabilities - Stockholm Reforms have been made in several countries were former institutions have been closed down and the responsibility for supplying housing, health care, jobs and public services has been transferred to the local level without financial compensation from the state. This puts an enormous strain on local authorities and the services provided are often not sufficient. We have to rethink the current system and changes have to be made. We need to exchange experience and develop methods to improve the situation.

Several areas of interest are mentioned: - Strengthen cooperation between municipalities and county councils/regional level – Stockholm - Changing attitudes, treat people as individuals and not as a group – Stockholm - Special funds for persons with disabilities to live in society- Veneto - Support to families and relatives – Stockholm - Personal representatives – Advocacy services for persons with mental illnesses – Stockholm - Growing group of young people and homeless people with mental illnesses – Stockholm - Ability to cope with daily living – develop training and tools - Inform the general public about mental illnesses and their effect

 Joining all good forces working together under one roof - Val de Marne A new law in France organizes support to disabled persons on two levels. The state provides money. The counties have created a house for all disabled persons were all actors are joined together. Coordination of health care and social services are very important. Documentation on this new law are interesting for all members.

Surrey is the only member that so far has been participating in the consultation process. They worked with NGO: s on a reply. The directive that will come will be a key document for the network. Surrey will circulate their reply to all members.

 Dementia in older people - Surrey This will have major implications for public services and has to be handled by providing a mix of services from a sufficient level of services in people’s own homes and the whole level of support up to care facilities. It demands a mix of service providers; informal care systems in opposition to public services. Involvement of the individual is crucial.

 Integration into the labour market- Veneto This is a possible area for project cooperation

 Home care services/personal assistance for disabled persons. How can we guarantee quality in a system with a mix of public and private providers? How do we measure not only quantity but also quality? Good quality is when companies and public authority units compete are competing to provide best quality at a fixed price.

 Accessibility – Stockholm Cost effective methods to increase accessibility and publish accessibility information.

Project ideas  Dinamis project - Veneto Lead partner - City of Thermaikos – Greece The aim is to increase disabled persons possibilities to get a job through a web based job bank. The application has been submitted to the commission. ENSA members can participate in meetings and dissemination.

 Provet project – Veneto Lead partner – European Platform of Rehabilitation The aim is to promote vocational training for persons with disabilities ENSA is invited to participate in the project as a reference group Elena Curtopassi will represent ENSA at the kick-off meeting in Brussels

 WiseMove – Surrey Lead partner – Surrey County Council The aim is to give possibilities for supported employment for persons with learning disabilities through a training programme for non-formal job coaches. ENSA members and other interested partners will get an offer to use the material that will be developed.

 Worker’s mobility – Surrey Lead partner – Surrey County Council The aim is to promote worker’s mobility for persons with disabilities. Develop a good practice tool kit of support measures in a paper-based resource. Provide NGO Education. A first outline will be sent out in a couple of weeks. The

worker’s mobility programme provides 85 % commission funding. Surrey is aiming at a project with approx. 10 partners and a budget around 340 Euros.

Other activities  2007 is the European year of Equal Opportunities for all. It would be good for the network to do something together during this year. All are encourages to highlight this in their organisations.

 Several of the members are interested in organizing and participating in study visits to one another.

 Information about public hearings and other events on the political level are interesting for the members and should be put on the web site.

 ESN – European Social Network is arranging a seminar on Integration and Anti- Discrimination in Venice on 20-21 July. ENSA members are invited to participate in day one of the seminar. The ENSA Social inclusion network will hold its first meeting on 19 July in San Servolo. Those who intend to participate should confirm booking as soon as possible.

Thematic coordinator Junta de Andalusia is unfortunately not able to continue coordination the disability network. Interested partners should contact Veneto region. The future coordinator will be discussed again at the next meeting.

General assembly The next general assembly will be held in Edinburgh in February 2007.

Next meeting The next meeting of the disability network will be held in Brussels on 29 September 2006.
