BIOGRAPHY Gregory Owens

Gregory Owens is the Urban Planning & Development Coordinator for JEA. Gregory joined JEA in 2003 following a 17 year career with the City of Jacksonville, Florida. JEA is one of the nation’s largest utility systems providing electric, water and wastewater services to more than one million residents of NE Florida. Gregory’s responsibilities include coordinating the utility’s support for urban infill and redevelopment projects and managing a multi-year capital program to improve utility infrastructure within the redevelopment areas.

Gregory has over 20 years of experience in government and the non-profit sector serving in various executive and management roles.

Gregory is the president of the Florida Chapter-American Association of Blacks in Energy, Inc. Gregory is also president of City Kids Art Factory, Inc. Other areas of civic and community service include Senior Warden, St. Philips Episcopal Church; Chairman, Core City Committee, Jacksonville Regional Chamber of Commerce; Treasurer, Rebuilding Together NE Florida, Inc.; Trustee, Eartha M. M. White Legacy Fund; and Community Coach, Non Profit Center of NE Florida. Gregory’s memberships include the International Council of Shopping Centers; Urban Land Institute; and the National Forum for Black Public Administrators.

Gregory earned a Bachelor of Arts in Sociology from the University of Maryland and has also completed extensive graduate level course work in Urban and Regional Planning at the University of the District of Columbia. Gregory is also recognized as a Certified Grants Consultant and Specialist by the National Grant Writers Association.

Gregory has been married to Janet Garrett for 24 years and has two adult children-Garrett (US Navy) and Morgan (sophomore-Barry University). They have made Jacksonville their home since 1985.
