RLC Special Congregational Meeting Minutes for 8 January 2017

Meeting called to order There were 99 members present (quorum is 45) for the Congregational Meeting that began at 12:33 PM and of which there will not be a time limit for the meeting.

Opening Prayer Pastor Tim opened with prayer.

Notice of Roberts Rules of Order Judy Devey reviewed Roberts Rules of Order.

Reading of the purpose of the meeting from the notice Judy Devey read the purpose of the meeting from the notice (the letter that was sent to the congregation). The letter that was sent to the congregation is attached.

Reading of the portion of the Constitution pertaining to eligible voters – C8.02 The reading of the portion of the Constitution pertaining to the eligible voters. Voting members (C8.02c) – Confirmed – Communed and made contribution of record in the current or preceding calendar year – Ascertainment of a quorum Ascertainment of a quorum Quorum for this meeting is 20% of voting members (C10.04) 20% of 225 = 45. There are 99 voting members present.

Presentation of the resolution of nomination by the secretary of the church council Missy Arp presented the resolution of nomination. She stated “the council makes the motion that be it resolved, that the Reverend Heidi Moore be called as Pastor of Resurrection Lutheran Church in Fredericksburg, VA”. Sue Perdue seconded the motion.

Report on the nominee by the chair of the Call Committee Terri Kuckuck provided the report on the nominee which is as follows. The Rev. Heidi S. Moore celebrates her 13th anniversary of ordained ministry this year. Her passions include creative worship leadership, youth and young adult ministry, and discipling people of all ages, helping them discover and develop their gifts for ministry in Christ. She is currently serving as an interim at Holy Trinity, Leesburg VA.

Prior to serving congregations in Williamsburg, Virginia Beach, Alexandria, Fairfax and Leesburg VA she worked for fifteen years for The Colonial Williamsburg Foundation, Williamsburg VA, in Human Resources as well as media relations and employee communications.

She holds degrees from the Lutheran Theological Southern Seminary in Columbia SC, The College of William and Mary in Williamsburg, VA and Thomas Nelson Community College, Hampton VA. She is a certified Healthy Congregations, “Taking Flight” and Peer Ministry facilitator.

1 Pastor Heidi is married to James G. Moore Jr and they will celebrate their 33 nd wedding anniversary this month. They make their home in Alexandria VA, which they share with their two college-aged children, three Siamese cats and one Golden Retriever.

Four quick thoughts about Pastor Heidi, which align with the profiles:

1. preaching and worship is one of her passions.

Communicating God’s story of love, grace, and mercy is important to her.

2. youth and family ministry.

She’s been actively involved with youth ministry for 30 years and has been involved with leadership of youth synod events.

3. building a sense of community.

She connects with people. She believes that one of the marks of a disciple is to establish relationships of trust.

4. Teaching/Christian education.

Pastor Heidi says Teaching is a holy task and critical for the future of the church.

Discussion, concluding with prayer Discussion was had. Pastor Tim prayed concluding the discussion.

Appointment of tellers and distribution of ballots Appointment of tellers: The trustees were appointed as tellers in addition to Pastor Tim Waltonen. The trustees (tellers) are as follows: Colleen Butler, Spike Roberts, Judy Thompson and Pastor Tim Waltonen. Ballots for the call of Pastor Heidi Moore were distributed. Sample of the ballot is in the printed power point presentation following the minutes. Vote by secret ballot If anyone were inclined to abstain from the vote they were instructed to place on the ballot “Abstain”. The tellers counted the ballots in a separate room Report of the tellers Report of the tellers (2/3 majority required)– Pastor Heidi Moore has been called to be the pastor of Resurrection Lutheran Church. Motion from the Council and second to accept the proposed financial package Marti Martin made a motion to accept the financial package as was distributed to the congregation in the letter that also contained the notice of the meeting. Nancy Suplicki seconded the motion.

2 Presentation of the financial package Fred Riedl presented the information on the financial package. The presentation is included in the power point presentation following these minutes. Distribution of the ballots and vote on the financial package Ballots for the acceptance of the financial package were distributed and the tellers counted them in a separate room. Report of the tellers Report of the tellers (simple majority required) – the financial package was approved.

Tom Evans commended the efforts of the Call Committee. The Call Committee members present were recognized.

Adjournment of the meeting with prayer Chris Campbell made a motion to adjourn the meeting with a prayer by Pastor Tim. Nancy Suplicki seconded the motion. Meeting adjourned at 1:28 PM with a prayer.
