DOCKENFIELD PARISH COUNCIL MEETING OF THE PARISH COUNCIL Held on Tuesday 23rd September 2014 At 8.00pm In the Vestry At the Church of the Good Shepherd
MINUTES

In Attendance: David Harmer, David Poulsom, Laurance Burns, Steve Scott, Gail Scott, Chelia Rose.
1. Apologies for Absence

2. Members Disclosure of Interest of Items on the Agenda
Councillors were reminded of their responsibility to declare any disclosable pecuniary interest which they may have in any item on the agenda no later than when that item is reached. Unless dispensation has been granted, you may not participate in any discussion of, or vote on, or discharge any function related to any matter in which you have a pecuniary interest as defined by the regulations made by the secretary of state under the localisms act 2011. You must withdraw from the room or chamber when the meeting discusses and votes the matter.
3. To sign as a correct record the minutes of the meeting held on the 17th June 2014
The minutes for the meeting held on the 17th June 2014 have been circulated were proposed by Paul Wood and seconded by Ian McLean as a true record and signed by the Chairman.
4. Matters Arising
There were no matters arising.
5. Trail Bikes in Surrey
The Clerk received a letter regarding trail Bikes on Frensham Common. At present these are allowed on BOATS only. It was resolved that as residents of Dockenfield who are walkers Horse riders and cyclists are affected the Parish Council will respond. 6. Planning
The Clerk tabled WBC Making waves leaflet highlighting the four housing scenarios for the Local Plan. After some discussion it was concluded that Dunsfold would be the better option if the right infrastructure was in place. Northside section 215 notice still applies.
7. Village Sign
It was resolved that the design of the sign should be completed before deciding the location. Jill Trout and Jessica Hobday are to meet up with Nicola Godden on the 30th September.
8. Village Design Statement
Cllr Ian McLean has compiled a draft VDS. The councillors will look through the document and comment before the next meeting.
9. Plans for Remembrance Sunday
This takes place on the 9th November. The Chairman put to the council that the oldest person in the village should lay the wreath this year. It was established that this is Mrs Paull at Manor Farm who is 93 yrs old. It was resolved that Mrs Paull shall be asked.
Action: Clerk It was also put to the council that Dales Ponies would escort the standard. Dales ponies are a rare breed as so many were lost in the war. The Clerk is to contact the highways and police about closure of the road for 30 minutes . Peter James from the British Legion is to be advised.
10. Fritz's Field and Tree Felling.
It was resolved that the Juncus grass in the field will be cut. Richard Blackburn undertook to clear the willow tree on his boundary.
Local Residents to Address the Council.
*Chelia Rose bought to the Parish Councils attention of a proposed fence to be erected adjacent to the houses at Abbott's Cottages. The Clerk is to arrange a meeting with Steve Webster. *David Poulsom refered to large trees that had fallen in the River Wey up and down stream of Frensham Mill since last winter and asked if anything could be done. Cllr Jill trout will contact the Environment Agency.
11. Surrey County Councillors Report David commented on the progress of the Cycle Strategy in Surrey. A Local Committee meeting is to be held at the Community Hall in Wrecclesham on Friday 26th September 2014. 1.30 pm is Public question time. 12. DNL Budget
The Clerk will forward the budget to Michael Foster regarding Dockenfield Newsletter.

The Audit has been returned and approved.
