149. DECLARATIONS OF INTERESTS – There were no interests declared.
150. CHAIRMAN'S COMMUNICATIONS - Lodge Cottage alterations. This planning application for an enlarged garage had been refused by the ERYC and the applicants had written to the Chairman asking if the Parish Council would support a smaller garage. The Chairman read out the letter. Members were concerned that the number of vehicles using the site would probably still result in cars being parked on the highway and this was their main concern. The terms of the grant of the access into the site by the Parish Council were queried.
Resolved - That the applicants be informed that the Parish Council did not feel that their concerns regarding on-road parking would be solved by the erection of a new smaller garage. The Clerk would report back on the terms of the agreement over access into the site so that the matter could be reconsidered in the light of all of the facts.
151. PUBLIC PARTICIPATION – There were no public in attendance at this point. (A person joined the meeting later - See Minute 172 below.)
152. COMMUNITY SAFETY MATTERS - The Clerk reported that she had received the Beverley Rural update for August 2015 but there were no crimes to report relating to Walkington. All residents are reminded that leaving properties insecure allows easy access for opportunist criminals who operate in all areas of the community, and with the longer hours of darkness providing further opportunities for thieves to strike. All suspicious activities should be reported to the Police.

153. MINUTES – Resolved – That the minutes of the Meeting held on the 11 August 2015, having been circulated, are approved as a correct record and signed with the insertion of some typographical corrections.
MATTERS ARISING

154. OLD WAGON WHEEL - Cllr Dixon reported that the wagon wheel he had sourced was not suitable and he was continuing to search for a suitable wheel.
Resolved - That the information be noted.

EAST RIDING COUNCIL MATTERS
155. ERYC - Step by Step reminder to view and respond to a planning consultation via Consultee Access - The Clerk had received a step by step reminder on how to use the new planning system from ERYC to keep the Parish Council on the right path to responding to planning applications.
Resolved - That this report is noted.
156. ERYC - Working in Partnership to deliver Public Transport in your area - The Parish Council had received an invite to attend an ERYC Transport Event. ERYC are currently facing unprecedented financial challenges and to help face these challenges, they need to have an accurate up to date picture of transport needed in rural areas.
Resolved - Cllr Hodgson agreed to attend.
PLANNING MATTERS
157. Applications – Resolved – That the following comments be forwarded to East Riding Council on the application stated:
1) Innisfail, Broadgate, Walkington - Erection of a single storey extension to the side - Ref 15/02508 - No Objections.
2) 4 Little Weighton Road, Walkington - Erection of a two storey extension to rear and alterations to side Elevation - Ref 15/02476 - No Objections.
158. Decisions Received – Resolved – That the decision of East Riding Council on the applications set out below be noted:
1) 25 Beech View, Walkington - Erection of a two storey extension to side and a single storey extension to rear following demolition of existing conservatory - Ref 15/01972 - Approved
2) Land East of 71 East End, Walkington - Erection of two dwellings following demolition of existing barn - Ref 15/00947 - Approved

TREES
160. Applications – Resolved - That the following comments be forwarded to East Riding Council on the application stated:
1) Ashcroft, Little Weighton Road, Walkington - TPO Walkington no. 40 (Ref 1297) - Fell Ash Tree (T1) due to crown die back and possible limb failure - Ref 15/02554 - Resolved - That the Tree Officer’s advice be accepted in relation to the work required to this tree and that it be removed subject to the planting of a substantial and suitable replacement.
2) 21 Lawson Close, Walkington - Walkington Conservation Area - TPO 262 Walkington 1972 - Lime Tree, removed dead wood, crossing branches and minor reduction (up to 3 metres) of extended/unbalanced growth - Ref 15/02635 - Resolved - That the Tree Officer’s advice be accepted in relation to the work required to this tree
3) Squirrels Leap 16A East End, Walkington - Walkington Conservation Area - Fell Eucalyptus tree also fell laurel tree due to leaning. Remove failed conifer stem - Ref 15/02696 - Resolved - That the Tree Officer’s advice be accepted in relation to the work and that consent be granted.
4) 10 Taylors Rise, Walkington - Walkington Conservation Area - Fell Sycamore due to excessive shading, very close proximity to property and adjoining properties and the potential to cause damage in high winds. - Ref 15/02770 - Resolved - That the Tree Officer’s advice be accepted in relation to the work and that consent be granted.
161. Decisions Received – Resolved – That the decision of East Riding Council on the application set out below be noted: -
1) 4 Saunders Lane, Walkington - TPO Walkington no. 39 (Ref 1281) Walkington Conservation Area - Remove lowest limb from Sycamore (T1) on southwestern side of tree, reduce southern side of canopy by 2.5 metres, to allow clearance over driveway and neighbouring roof - Ref 15/02264 - Consent Granted.
HIGHWAY MATTERS
162. “B1230 Cycle Route” - Notice of Hearing - Details of the hearing had now been received.

Resolved - That the Vice-Chairman, Cllr Southern, be asked to present the Council’s case at the hearing. (In the event of difficulty the Chairman would make himself available.)
163. “B1230 Cycle Route” - Statement of Case from Open Space Society, Beverley and Kieran Sheenan - The texts of these submissions were circulated for the information of Members.
Resolved - That the information be noted.
164. HGV’s travelling through Walkington Village - UPDATE If Any - The Clerk reported that no further information had been received from ERYC but that their enquiries were proceeding.
Resolved - That the information be noted.
165. VILLAGE IMPROVEMENTS - Cllr Dixon reported that the re-digging out of the trench at the rear of the pond had been completed. This had resulted in considerable improvements to the conditions but that there was now a deep trench alongside the footpath which was subject to erosion and it would be advisable for the line to be potted with a land-drain and the level raised to that of the path.
Resolved - That the informal meeting of the Parish Council takes place at 10am on 20 September 2015at the pond to discuss the next step for improvement work.
166. LEASE BETWEEN THE PARISH COUNCIL (PLAYING FIELDS) AND ALBANWISE - The Clerk reported that she had received a cheque from Albanwise for a credit against the rent for the bottom part of the playing fields. A new lease has been put in place on the 1st June to the Walkington PFA and the Parish Council’s lease was extinguished on the 31st May.
Resolved - That the cheque is banked and the report noted.
ACCOUNTS AND FINANCIAL STATEMENT
167. Income - Resolved - That it be noted that the following income had been received since the last Meeting of the Council.

168. Balances - Resolved – That it be noted that the bank balances at 31 August 2015 amounted to £41646.05 with no outstanding cheques to be debited.

MEETINGS OF OUTSIDE ORGANISATIONS
Resolved - That this report be noted.
171. MISCELLANEOUS CORRESPONDENCE a) Rathlin Energy Statement - Update on Crawberry Hill - The Clerk reported that Rathlin Energy had decided on technical and commercials grounds not to carry out further exploratory work at the Crawberry Hill site. This decision has been taken in light of all the information derived from each of the exploration wells and against the background of continuing depression in world energy prices, which currently show little sign of recovery. Rathlin have concluded that the costs associated with testing the Crawberry Hill well cannot be justified, relative to probability of commercial success. The well will be abandoned and the site restored. A meeting of the Liaison Committee would be held at Bishop Burton on 21 September which would be attended by Cllr D Drew and probably by the Chairman in order to hear the details of the site restoration.
Resolved - That the report be noted. b) ERYC Joint Local Access Forum Council Chambers, Skirlaugh 16/09/15 at 2pm - The Clerk had received a notice that a meeting of the East Riding of Yorkshire and Kingston Hull Joint Local Access Forum will be held at Council Chambers, Skirlaugh on 16 September at 2pm.
Resolved - That the report be noted. c) Letter received from The Pensions Regulator regarding workplace pensions - The Clerk reported that she had received a letter from The Pensions Regulator regarding the changes in the workplace pension law. The Clerk reported that it would not benefit her by joining the Scheme and would consult Mr K Firth about the changes in the law.
Resolved - That the report be noted.
100 Council 15TH September 2015 d) Turner Trust Award - The Clerk outlined the award - it was agreed to place the information on the notice boards.
172. ROUTINE MATTERS - The following matters were briefly discussed: a) Cllr Swann reported that the present arrangements for watering the hanging baskets would be discontinued at the end of September ( when the baskets would be removed). It was resolved that the person who had been carrying out the watering be thanked for his work in this regard and that further thought be given to this matter before Spring 2016. The Council was of the view that the baskets were a welcome feature of the village and ought to be continued. b) A member of the public attended to ask for clarification over Minute 107 relating to money held for assisting the young people of the village and it was confirmed that the grant awarded to the Scouts was completely separate matter and those other funds would remain intact.
173. EXCLUSION OF THE PUBLIC – The Council is asked to consider excluding the public from the meeting for the consideration of the following item under the Public Bodies (Admissions to Meetings) Act 1960 on the grounds that will involve the consideration of confidential advice received.
174. PITS OWNED BY THE PARISH COUNCIL - The Chairman reported that Pot and Ladle rent review should have taken place last year. No reaction had yet been received regarding the recent communication sent to the tenants. It was felt that the whole question of the former pit sites ought to be discussed to regularise any discrepancies that might exist.
Resolved - The Chairman circulate a note on the background to the former pits and then the Council give the matter of the future of each site individual consideration, probably after visiting the sites.
The meeting closed 8.50pm. DATE OF NEXT MEETING – 13 October 2015 – In the Upstairs Meeting Room at the Village Hall commencing at 7.30pm.
