Bulletin #26: August 22, 2014 Personnel Action Forms (BC102-102s)

PAYROLL LIAISONS, HUMAN RESOURCE LIAISONS AND AGENCY HIRING MANAGERS: The BC102-102 is an important personnel action form that must be processed accurately and in a timely fashion. Failure to do so can create issues with employee pay and/or delay new hire start dates. All agencies must adhere to the following BC102-102 procedures, whether they have already converted to Kronos or not.

Agency Action Required:

To ensure the successful and timely processing of new hires, promotions, demotions, salary changes, transfers and terminations, all agencies must adhere to these procedures for submitting the Personnel Action Form (BC102-102). Failure to do so can affect an employee’s pay, and/or delay a new employee’s start date.

 Complete all required fields on the BC102-102 form. Incomplete or inaccurate BC102- 102s will be returned to the originator.

 NEW – The effective date for all BC102-102s, with the exception of terminations and salary changes, must be the first day of a pay period, which is always a Sunday.

 Review BC102-102s carefully before giving them to the Agency Director for signature, to ensure that all fields are completed, that information is accurate, and that all required documentation is attached.

 NEW - Submit all BC102-102s to the Human Resources File Room at least seven business days before the effective date of the requested action. Please reference the 2014 Payroll Calendar below, which provides Human Resources’ deadline for each pay period – based on the employee’s activity being effective the first day of the pay period.

Tips for Success in Timely Onboarding of New Hires:

To avoid delays in processing personnel actions for new hires, provide input to the Hiring Manager and/or Agency Director on realistic new employee start dates. Factors to consider include:  The start date of the next pay period  How quickly the new hire can come in to sign required forms and initiate the hiring process  How much time you need to schedule and complete all new hire activities, including drug screening and medical exams, background and reference checks

NEW – Effective immediately, you can run a new hire criminal background check concurrent with the physical.
