IRTSA ICF UNIT Dt.5-05-2009 MAY DAY GREETINGS TO ALL THE WORKING CLASS The General Body meeting of IRTSA/ICF unit was held at Nehruji Kalyanmandapm, Ayanavaram on 11.04.2009. Engineers in large numbers participated in the General Body meeting. Er.P.Ramraj, Vice President welcomed the members. In his Secretary report Er.D.Natarajan explained various activities of IRTSA, ICF unit, which led from the front in all the CEC activities. He also explained the successful functioning of ICF unit on various counts. Er.K.V.Ramesh presented the financial balance sheet which was passed after deliberation. Er.M.Rajaprabakar & Er.K.Gobinath the two elected staff council members of IRTSA explained the issues of Technical Supervisors which were solved in the recent past. Filling up of Supervisors vacancies in Mechanical and Electrical departments, Selection of AEE/AME, SIM card with CUG facility for Supervisors, Production award for the enhanced outturn to meet the target, principle agreement on formation of supervisors club, approval on establishing canteen at D&D office, reimbursement of cost of the spectacle up to the grade of SSE, pay fixation of Progressman, Inspectors and Instructors are some of issues solved in the recent past. In his presidential address Er.M.Shanmugam explained in detail the relentless efforts made by IRTSA before and after the release of SCPC recommendations. He also appealed to the cadres to get ready for tireless fight lying ahead of Supervising Engineers to get their demands conceded. Out going body expressed its sincere thanks to all the members for their valuable cooperation and contribution. Resolutions of Demands adopted by General Body Meeting 1. Recognition of IRTSA to represent the issues of Technical Supervisors. 2. Grant of Rs.5400 GP to SE, SSE, CMS & CDMS in PB-3. 3. Grant of GP. Rs.4800 to JE, CMA, DMS with first class travel eligibility. 4. Grant of special pay to CMT staff and Design Allowance to Design Engineers. 5. Removal of serious anomaly due to uniform date of annual increment. 6. Revised rates of Incentive Bonus according to the SCPC scales for artisans and Technical Supervisors. 7. Removal of restriction of availing equivalent duration of leave on average pay simultaneously while encashing leave on average pay. 8. Anomalous situation of senior promotee SE getting less pay than junior directly recruited SE should be removed. 9. Normal selection procedure for granting financial upgradtion under ACP scheme should be dispensed with. 10. Fast track promotion earned by Technicians to JE (intermediate App) through limited departmental competitive examination should be considered as entry grade for the purpose of financial upgradtion under ACP scheme. 11. Revision of Rates of stipend to Apprentices and Trainees on Railways be implemented retrospectively from 1.1.2006 and due arrears shall be paid. 12. Transport Allowance be increased by 2.66 times to the sum of pre-revised TA&CCA as done in the case of pre-revised scales above Rs.7450-11500, placed in PB-3 with grade pay of Rs.5400 and above. 13. Residency period for promotion to merged grades in the pre-revised scale should also be fixed as two years. 1 14. To classify the posts as selection or non-selection among the merged grades, the procedure followed for the higher scale in to which lower scale was merged in the pre-revised scales should be adopted. 15. Percentage of Direct Recruitment should be determined in such a way that Number of Direct Recruitment should not exceed the pre-SCPC level for any particular cadre. This has to be ensured so that a. Existing Promotional chances for the serving employees should not get disturbed. b. Number of promotional chances on LDCE should also be kept in same level by suitably modifying the percentage. c. Since Railways are not following the system of filling up of all the vacancies created, direct recruitment quota will not be filled up properly and a huge vacancy of posts will add more constrains in the already understaffed human resources and infrastructure. 16. Grant of 30% teaching allowance to TTC faculties. 17. Separate inpatient treatment facility for Technical Supervisors at Railway Hospitals. 18. Issue of O.P. slip at ICF Hospital should be computerized. 19. SIM card with CUG facility should be extended up to all JEs. 20. Exclusive production award and holiday working compensation for all Senior Supervisors, Design, CMT & Store supervisors.

Group - B Status to Supervising Engineers IRTSA conveys its hearty thanks to the Ministry of Personal, Public Grivances and Pensions for the issue of order dated 09.04.2009, classifying Civil posts in line with our pending demand. All posts in PB-2 with Grade pay of Rs.5400, 4800, 4600 and 4200 are classified as “Group-B”. IRTSA calls upon entire staff of Railways in the above categories to solidly stand together to desist Railway Ministry from any move of diluting DOP’s order. IRTSA calls upon the entire cadre of Supervising Engineers to get themselves prepared for a massive mobilisation to pursue with “Priority Committee” to get our demands accepted. 1. GP. Rs.5400 to SSE (SE & SSE of Pre-revised Scale) 2. GP Rs.4800 to JEs 3. Upgradation of 20% of above classified posts in Rs.5400 to GP Rs.6600 in Group-A and filling up of this corresponding 20% posts from the JEs in GP Rs.4800.
