Local Development Strategy of Piatra Neamt Municipality 2008 – 2015

Local Development Strategy of Piatra Neamt (LDS PN).

The development vision of the Local Development Strategy of Piatra Neamt Municipality is to become a city of ecological solutions, based on the capitalization of tourism potential and to become an attractive city for living, business and tourism. The development vision is intended to support the creation of the local BRAND and the identification of development objectives.

Priority development areas:

The development vision of LDS PN should be achieved through 3 development scenarios:

A. The orientation of local public policies to the periphery of Piatra Neamt and the extension of the public intervention area by creating an intercommunity association (between Piatra Neamţ and Săvineşti, Dumbrava Roşie, Pângăraţi, Alexandru cel Bun, Bodeşti, Dobreni, Gârcina, Girov, Ştefan cel Mare, Dragomireşti); connecting the municipality to the major transport axes, activation of the entrepreneurship environment and development of the civic sense.

B. Piatra Neamt - tourism city/resort (transforming the municipality into a destination or transit point within the regional, national and international tourism market). C. Piatra Neamt - city of ecological solutions (transforming the city into an example of good practice, as a major city image element supporting the local economic development).

The Local development Strategy of Piatra Neamt has 4 major domains of intervention:

I. Urban development and transport infrastructure. Objective: development of transport infrastructure towards the periphery and outside of Piatra Neamt and the increasing efficiency of the central infrastructure. Several projects have been proposed in order to achieve this specific objective: creation of the intercommunity association (Piatra Neamţ and Săvineşti, Dumbrava Roşie, Pângăraţi, Alexandru cel Bun, Bodeşti, Dobreni, Gârcina, Girov, Ştefan cel Mare, Dragomireşti); Rehabilitation of the Princiary Court complex; planning a pedestrian place in the city centre; rehabilitation of transport infrastructure; a video surveillance system in the central area etc.

II. Environment and energy. Objective: special attention granted to parks and green areas, especially to those in the urban periphery or around the collective housing; creation of new green areas in the city’s outskirts and development of the citizens’ civic sense. Projects: rehabilitation of the water supply network and its extension towards the urban periphery and within the intercommunity association; finalization of the ecological waste facility; public campaigns for the education of the population in the spirit of ecologic waste management; reducing the pollution of Bâtca Doamnei Lake and its utilization as a nautical basis for environment-friendly sports; rehabilitation of the Central Park etc.

III. Economic development and tourism. Objective: development of tourism in Piatra Neamt. Projects: Creation of a support centre for business development in the targeted domains of the strategy (alimentary and traditional industry, culture and tourism, commerce, logistics), including specific services, promotion and exhibition areas or offices (in Darmanesti); creation of an industrial park for non pollutant technologies; rehabilitation of the Princiary Court; development of tourism infrastructure on Cozla Massif (especially the leisure infrastructure for winter sports, an adventure park and hiking itineraries); planning hiking itineraries around the municipality (Pietricia, Cozla, Cernegura, etc.); the construction of a cable transport system between Pietricica and Cozla mountains etc.

IV. Development of human resources. Objective: development of measures and infrastructure for the social intervention on under- privileged groups, in order to increase their quality of life. Projects: rehabilitation of education infrastructure; creation of a centre for professional training of adults, focused on the targeted domains of the strategy (alimentary industry, tourism, commerce, services, constructions); rehabilitation of the foster home and the community care centre; construction of a new emergency hospital etc. The Integrated Urban Development Plan of Piatra Neamt (IUDP PN).

The Integrated Urban Development Plan of Piatra Neamt is part of the Action Plan included in the Local development Strategy of Piatra Neamt Municipality 2008 – 2015, approved by the Local Council in March 2009.

IUDP PN is a strategic document conceived in the framework of the Regional Operational Program 2007-2013, priority axis no1, domain of intervention no. 1.1. - Integrated Urban Development Plans – Urban Centres.

The general aim of IUDP PN is the enhancement of accessibility and the environment preservation in the maximum traffic area of Piatra Neamt Municipality.

This aim would be achieved by 3 specific objectives, interconnected and covering 3 major themes: O1: minimization of the circulation and accessibility difficulties in the urban action area, in the aim of a more efficient accessibility and connectivity of the tourism objectives, until 2015. O2: increasing the attractiveness of pedestrian, leisure areas and of the tourism objectives included in the urban action area for community, tourists and investors, until 2015. O3: streamlining the intervention of public administration in solving the community related issues within the urban action area, until 2015.

The objectives of IUDP PN follow 3 main development priorities: 1. Decongestion of the road service and decreasing the air and phonic pollution in the urban action area. 2. Green areas and pedestrian places for leisure, socialization and tourism circulation. 3. Development of social services for the creation of equal opportunities, in order to support the community development in the urban action area.

Integrated approach of urban development. Local perspectives.

IUDP PN is a strategic document proposing an integrated approach of the urban development. The integrated urban development is intended to be achieved through the implementation of specific elements in the planning and implementation of sustainable development. These elements are: - use of integrated approaches in the achievement of urban development policies, - paying attention to the social dimensions of urban planning, - ensuring the high quality of the built environment, - creation of high quality public spaces, - importance of ecologic and climate aspects, - transport and traffic.

Multilevel integration of territorial policies.

The aim and objectives of IUDP PN are intended to support the development vision of LDS PN. Furthermore, the specific objectives of IUDP PN are coordinated with the priorities of the Sustainable Development Plan of Neamt County: rehabilitation and development of basic infrastructure, development and amelioration of the quality and infrastructure of social services.

IUDP PN is also conceived in order to support the objectives of the Regional Action Plan for North East Tourism 2009-2013: sustainable tourism development, increasing competitiveness and attractiveness of North East Region through the capitalization of the natural and human potential; increasing the quality of tourism products and services.

IUDP PN is correlated with the general aim of the Regional North East Strategy 2007-2013: reducing the gaps in comparison to other more developed Romanian regions by increasing the regional level of competitiveness and attractivity.

IUDP is also correlated with the objectives of the National Development Plan 2007-2013: reducing the socio-economic disparities between Romania and other EU member states, increasing the competitiveness of the Romanian economy, development of the basic infrastructure and capitalization of the national human resources.
