Meeting: Southampton JSNA Strategic Group

1. Draft Terms of Reference (ToR) GW talked the group through the draft ToR. BC mentioned the joint commissioning agenda in the city and asked how the JSNA will feed into this process. NK agreed to share the commissioning framework document so that the ToR can be amended accordingly. ST agreed that at the moment Mark Kelsey would be the main point of contact for the CCG for the JSNA process. It was felt that a feedback section should be added to the JSNA website so that consultation can be on-going. The ToR should be amended to add an aspect of raising the profile of the JSNA and also to strengthen the reciprocal relationship with the H&WB Board. Membership of the group was discussed and, given that the JSNA should also cover all those that work in Southampton, it was agreed that a member from Business Solent or the Chamber of Commerce should be invited. NK mentioned a new strategic group has been set up for the workplace-health project so someone from that would be an appropriate person.

2. Progress since JSNA workshop RW reported on work that has been underway since the JSNA workshop – summarised below.

RW report:- Some aspects that we promised to do after the workshop and some new developments to let the group know about:-

1. Update of the data compendium The compendium was updated and published to the website in Summer 2012. We have added a few new indicators and are now actively investigating what others we could be adding. 2. Update to some of the text on website e.g. eye health, neurological conditions, veterans needs assessment, TB needs assessment, domestic violence 3. Consultation on JSNA guidance – Martin Day fed back on behalf of DPH and H&WB Board. The consultation was released in July and finished on 28th September. The guidance was not significantly different from that which had been published in January and which was discussed at the June workshop. 4. First meeting on the analysts’ group was held in September. The group agreed the ToR and to meet quarterly. These meetings to be held a couple of weeks in advance of the strategic group meetings so that emerging findings from analysis can be fed back. The analysts favoured a topic-based approach which fits in with the idea of a timetable of updates – more on this later on agenda. N.B Still tricky to get all analysts involved because of other pressures on their time and because of the difficulty in finding them. Therefore, if any of the strategic group knows of any information/analytical staff not already linked in then could they pass on details please? 5. Community assets – had a useful meeting with the developers of the Southampton Placebook. We have had some initial training into how to set up a JSNA map on the site but we are having some technical issues so ‘work in progress’. 6. Have also been investigating how to provide a search facility for the website as this is becoming more and more in demand.

Other issues to be aware of:- a. We are currently working to resolve what to do with the JSNA website after April 2013. It is currently hosted on the SCPCT website but as this will cease to exist we need to find a new home. b. Many staff cuts and changes in comms teams – need to be clear how we will get resource for public engagement etc in the future. c. Much work currently underway to ensure the IT and IG infrastructure is in place allowing PH Info team to access the necessary NHS data once we have transferred to SCC. d. Hampshire Hub developments e. Dialogue with H&WB Board was identified as an action from the workshop and is still to be formalised as H&WB Board still in infancy.

SL mentioned the plethora of different web portals/data compendiums that are being developed and asked how do we know about them all and know which one to use – she asked for a mind map.

ST said that in time the CCG localities would need to be engaged with the JSNA so this is a future action.

2 There was much discussion about the relationship between the JSNA and the H&WB Board. Also, about how and when the priorities for commissioning are identified. BC and NC explained the difference between a health profile and a needs assessment. A needs assessment should attempt to challenge the status quo rather than just accepting it which a health profile does. RW listed the key sections that are in the JSNA which, if well populated, would make it a robust needs assessment rather than a health profile. However, engagement is needed from the group members to make these sections comprehensive.

MS asked about linking across the HIOW patch which is done to a certain extent through RW’s Public Health Information Group. JA asked how good is the JSNA at projections. GW replied that we do include demographic projections but it is much more difficult to translate these into projections of service use.

3. Timetable for Updates RW circulated a timetable for updating the nine key themes of the JSNA. The group felt a communications strategy needed to be added into the timetable so that the key messages coming out can be circulated – particularly for feeding into commissioning plans. MS questions some of the labelling of the themes and also whether these could be restructured to be more appropriate. DB said that regular updates on what progress has been made would be useful. GW replied that the Public Health Annual Report does often pick up on this. The first theme to be updated is the ‘More People Living Longer’. The group felt uncomfortable with this name as it implies growing older is a problem and the text itself does not reflect the fact that older people are an asset.

3 Agreement was eventually reached that we would pilot the updating process with this first theme. It was suggested that in order to improve the interaction with the H&WB Board we should produce an action summary of each theme that we update and present at a Board meeting – this will get the JSNA on the Board agenda.

ACTIONS: RW/DB/GW to add communications strategy into timetable. RW/GW to rename ‘more people living longer’ theme RW to alert analyst group to the need to gather data and intelligence on ‘more people living longer’ RW to circulate the existing text of the ‘more people living longer’ theme to the strategic group for contributions NK to take to next H&WB Board an agenda item on how the JSNA links in.

4. Any other business BC mentioned that the CCG looked at JSNA last week as part of the authorisation process and the feeling was that they are well served locally.

JA asked if the JSNA updated theme could be on the agenda for Southampton Connect. It was agreed that the first theme to be updated could be added to their February meeting.

ACTIONS: JA to add JSNA update to Southampton Connect February meeting and to invite GW and RW.
