Michelle Johnson welcomed Pamela Waitkus to the LHRC and each person present was introduced and gave a brief background.

Public Comments Michelle Johnson announced the public comment period and invited individuals to come forward to address the committee.

Minutes: A motion was made and passed to approve the July 11, 2007 Minutes were approved. minutes. Motion was carried.

“A motion was made and passed that the Local Human Rights Committee go into Closed Session pursuant to the Virginia Code 2.2-3711 for the protection of the privacy of individuals and their records in personal matters not related to public business”. Neuroleptic Drug The Medical Subcommittee reviewed and reported on 11 Joint Programs submitted for review were Programs: Neuroleptic Drug and Behavior Support Programs and 15 approved. Medical Protective Restraints Devices. Report was given by Carrie Caine, chairperson of the subcommittee.

Restrictive Plans: Unit Psychologist, Jason Yang, Scott Taylor and Amy Poe- Five programs were submitted and Phillips, presented four Restrictive Programs which contained four programs were approved. The individualized summaries of the Behavior Treatment Plans fifth program was not presented due (BTP). to the absence of the psychologist. The case for PJ was deferred until the September 12, 2007 meeting. Abuse Allegations: The Facility Director reported on eight abuse allegation. The The abuse cases presented by the findings and disposition of these cases were discussed. Facility Director were accepted. Formal Complaints: None

A motion was made and passed to send a letter to the committee member regarding absences and to inquire of the intent to remain on the committee. Facility Liaison  Attended a training seminar at Pamplin Park for Update: adjunct faculty with guest speaker - Hixon

 A new position, Regional Community Support Center/Planning Center Program Coordinator (RCSC/PCP) was funded and established at SVTC.

 August 29, 2007, the Recreation Department will sponsor a Beach Blast at SVTC.

Advocate’s Update:  The Advocate provided the committee with a copy of the draft Human Rights Regulations that is in the Governor’s office awaiting approval. The regulations will go into affect 30 days after they have been signed.

 The Advocate informed the committee of the 2007 LHRC/SHRC Seminar scheduled for September 13-14, 2007 at the Holiday Inn Select Koger South Conference Center; Richmond, VA.

Adjournment: Having no further business to discuss, a motion was made and passed to adjourn the meeting. The next LHRC meeting will be held on Wednesday, September 12, 2007 in Building 1, Conference Room B.
