The College is seeking an energetic, experienced individual who will enjoy working in an institution dedicated to professional training for the music and theatre professions within a highly developed, student-focused ethos. The successful candidate will possess – or will need to rapidly develop – an understanding of the educational, cultural, geographic and economic life of Wales and the UK and will be an advocate for promoting the arts as an essential element in a civilised society.

The successful candidate will manage a wide-range of the college’s resources including Estates, Finances, Academic Services, Student Services, Catering, HR and Commercial activity.

JOB DESCRIPTION

Responsible to: The Principal (Hilary Boulding)

Job Description The Vice-Principal Resources (Chief Operating officer), a member of the Senior Management Team, is responsible to the Principal and has an over-arching responsibility for all resource issues on a cross- College basis and will make a substantial contribution to the overall management of the College and its future strategy.

They will provide financial advice to the Principal, the Senior Management Team and the Board of Directors. They are responsible for managing internal and external audit, College policies, regulatory compliance, and financial management.

The main duties of the post are:

1. College Management 1.1 to deputise for the Principal as appropriate 1.2 to serve as a member of the Senior Management Team 1.3 to attend meetings of the Board of Directors and appropriate sub-committees of the University of Glamorgan Board of Governors 1.4 to participate in the formulation and execution of College policy 1.5 chair the cross College Venues Group Committee 1.6 to take overall responsibility for the management of all non-academic related staff 1.7 to participate in the staff appraisal process and to advise the Principal on pertinent staffing issues

2. Financial Management 2.1 To take overall responsibility for:

3. Estates and Facilities 3.1 To take overall responsibility of the College’s estates and facilities and their development

CONDITIONS OF SERVICE

The successful applicant will be appointed to the post of Vice Principal in the service of RWCMD.

CONTINUOUS SERVICE

In the case of redundancy, payment will be calculated in accordance with the Redundancy Payments (Continuity of Employment in Local Government, etc) (Modification) Order as amended.

STAFF APPRAISAL AND DEVELOPMENT

You will be required to participate in the Staff Appraisal and Development Scheme for Staff.

This Scheme is the means by which your individual work objectives will be set, annually. It is also the means by which your learning, training & development needs will be identified to support you, throughout your employment with RWCMD, in the achievement of your objectives. RWCMD expects a commitment to such personal development from all its staff, and it is intended that this should be planned, and effectively evaluated to assess its impact upon performance.

HOURS OF WORK/WORKING ARRANGEMENTS

The hours of work are not specified but the nature of the post is such that you are expected to work the hours that are reasonably necessary in order to fulfill your duties and responsibilities.

LEAVE

The annual leave entitlement is 35 days plus statutory and other holidays.

DURATION

This is a permanent appointment.

PENSION ARRANGEMENT

You will have the option of joining the Local Government Pension Scheme and contributions will be made at rates of between 5.5% and 7.5% of gross salary dependent into which pay band your salary falls; or you can take out a personal pension with an approved provider.

TERMINATION

MEDICAL CLEARANCE

All posts in the RWCMD are offered subject to medical clearance. If appointed, you will be required to complete a questionnaire (confidential to the University of Glamorgan’s Medical Adviser) detailing your medical history, and you may be requested to attend a medical examination.

PROBATION

New entrants to the service of the RWCMD are appointed subject to a probationary period of not normally more than 12 months, during which time we will seek to confirm their suitability for the post.

HEALTH & SAFETY RESPONSIBILITIES

All staff are responsible for the health and safety of both themselves, and others upon whom they may have an effect. All staff must co-operate with the College in achieving its Health and Safety objectives. Additionally, each Line Manager is responsible for the detailed adoption of the College’s Health and Safety Policy, within their span of control.
