The Department of Housing and Community Development (HCD) proposes to make necessary changes to be included in the 2013 edition of the California Plumbing Code (CPC) as presented on the following pages:

SUMMARY OF REGULATORY ACTION

HCD PROPOSES TO:

 Modify existing 2013 California Plumbing Code (CPC) Amendments on an emer- gency basis to accommodate changes resulting from the adoption of mandatory measures by the California Energy Commission, Title 20, Appliance Efficiency Standards.

Housing and Community Development (HCD) 1. HCD proposes to modify existing California amendments in Chapter 4 for adoption into the 2013 California Plumbing Code as follows:

CHAPTER 4 PLUMBING FIXTURES AND FIXTURE FITTINGS

403.3 Urinals. [ADD: On or after January 1, 2016, wall mounted urinals shall have an average water consumption not to exceed 0.125 gallons (0.47 L) of water per flush .] [DELETE:Urinals] [ADD: Other urinals] shall have an average water consumption not to exceed 0.5 gallons[DELETE: (2 L)] [ADD:(1.89 L)] of water per flush.

403.7 Residential Lavatory Faucets. (HCD 1) [ADD:On or after July 1, 2016,] the maximum flow rate of residential lavatory faucets shall not exceed [DELETE:1.5] [ADD:1.2] gallons [DELETE:(5.68 L)] [ADD:(4.54 L)] per minute at 60 psi. The minimum flow rate of residential lavatory faucets shall not be less than 0.8 gallons (3.03 L) per minute at 20 psi.
