Proceedings:

. Chair calls telecon to order 13:02 ET

. Roll call – Peter Ecclesine (Cisco), Rich Kennedy (ETS-Lindgren), Scott Blue (unaffiliated), Dan Lubar (Relay Services), Douglas Chan (Cisco)

. Chair reviews proposed telecon Agenda and asks for approval of same

. Chair asks if anyone objects to accepting the agenda as stated. Hearing no objection, the telecon agenda is approved.

. Chair asks if anyone has not read the IEEE patent policy (Patcom Statement)

. Chair asks: "Are you aware of, and understand the IEEE patent policy? If not refer the correct section or IEEE Patcom URL: http://standards.ieee.org/board/pat/pat-slideset.ppt ” Submission page 2 Peter Ecclesine, Cisco Systems September 2007 doc.: IEEE 802.11-07/2395r0

. Chair asks: “..does anyone not understand the IEEE patent policy as read?" No reply is heard

. Chair asks: “Are there matters that the WG chair needs to be informed of related to essential patents?” No reply is heard

. Chair asked if there were any matters arising from the posted minutes of the July plenary (07/2269r1) or the August 28 (07/2353r1) and September 4 (07/2366r0) teleconferences. Hearing none, the chair asked “Is there any objection to approving the aforementioned minutes by unanimous consent.” Hearing no objection, the minutes are approved.

. The chair briefly reviewed comment validity rules and obligation to file a valid vote . Chair displayed the comment resolution spreadsheet (07/2333r3) and reviewed the responses, and discussed the document submissions 07/2384r0 - DSE, 07/2383r1 – Editorial, 07/2382r0 – Non-Editorial, 07/2365r0 – ECSA and 07/2364r0 – (still being formulated, will discuss the email trail) . Chair discussed rewriting that will be done to separate ECSA from the CSA clause in the transition from D4.0 to D5.0. . Chair reviewed comments and resolutions in 07/2384r0: o CID 3002 – Reject; clause 3 is for definitions, not full descriptions o CID 3004 – Reject; use of “shall” in clause 7 has precedents, need not be removed for . 11y o CID 3184 – Accept in Principle o CID 3052 – Accept in Principle o CID 3098 – Accept in Principle o CID 3061 – Accept in Principle o CID 3153 – Reject; the length is 20 because Element ID and Length are excluded o CID 3063 – Accept in Principle o CID 3085 – Accept in Principle; rewrite the text o CID 3086 – Accept o CID 3062 – Accept in Principle o CID 3064 – Accept in Principle o CID 3087 – Accept in Principle o CID 3061 – Accept in Principle o CID 3096 – Reject; the enabling STA is not necessarily aware of dependent STA locations, but uses the 16-bit DEI when an interference report includes a DEI. It is much simpler than maintaining the MAC address fields of all dependent STAs, and requiring the interference reports to include the MAC address fields. o CID 3171 – Reject; CIDS 3061 and 3135 result in explicit interBSS messages. Will change the sentence to note it is beyond the scope of this standard to specify the details. o CID 3025 – Accept in Principle . Chair asked if there were any questions or comments on the resolutions of 07/2384r0; hearing none he proceeded . Chair reviewed comments and resolutions in 07/2383r1: o CID 3008 – Accept in Principle o CID 3100 – Accept in Principle o CID 3028 – Reject; no hypens needed o CID 3163 – Accept in Principle . Chair asked if there were any questions or comments on the resolutions of 07/2383r1; hearing none he proceeded . Chair reviewed comments and resolutions in 07/2382r0 o CID 3003 – Reject; this was added in TGk o CID 3158 and 3159 – Reject; VendorSpecificInfo set by SME, just like CSA 7.4.1.5 and 10.3.15.1 o CID 3160 – Reject; specifically is needed in situations where regulatory requirements differ from the LCIDSE that is being standardized. VendorSpecificInfo set by SME, just like CSA 7.4.1.5 and 10.3.15.1

. Chair asked if there were any questions or comments on the resolutions of 07/2382r0; hearing none he proceeded . Chair reviewed comments and resolutions in 07/2365r0: o CID 3146, 3150 and 3151 – Reject; regulatory class specifies this o CID 3154 and 3155 – Accept in Principle; text removed in CID 3176 o CID 3111 and 3112 – Accept in Principle o CID 3060 – Reject; no additional field is proposed o CID 3152 – Reject; Element ID and length are excluded so it is 4, not 6 o CID 3162 and 3042 – Accept o CID 3065 – Accept in Principle o CID 3036 – Reject o CID 3156 – Reject o CID 3009 – Accept in Principle o CID 3010 – Accept in Principle o CID 3041 – Accept in Principle o CID 3180 – Accept in Principle . Chair stated that all but one part of 11.9.7.1 would be deleted, and a new clause would be inserted with the removed text: 11.9a – ECSA . Chair continued the discussion of comments ane resolutions: o CID 3078 – Accept in Principle o CID 3077 – Accept in Principle o CID 3097 – Accept in Principle . Chair asked if there were any questions or comments on the resolutions of 07/2365r0; hearing none he proceeded . Chair reviewed comments and resolutions in the still pending 07/2364r0: o CID 3026 – Accept in Principle o CID 3027 – Accept in Principle o CID 3109 – Accept in Principle o CID 3110 – Accept in Principle . Chair asked if there were any questions or comments on the resolutions of 07/2364r0; hearing none he proceeded . Chair discussed the plans for Waikoloa – two 2-hour sessions . Chair asked if there was any other items to be discussed. . Scott asked about the timeframe for the new draft (D5.0); chair stated we would vote it in at the Waikoloa meeting, and a recirculation ballot would be started. This should be completed by the November meeting and we can go to Sponsor Ballot. . Dan asked when 07/2364 would be uploaded. The chair responded that it is up to the author. . Chair asked if there was any other questions or discussion. . Scott initiated a discussion of adjacent channel interference, like that of TGp, with the “on the bus” scenario; with 10MHz channels, intermodulation can break the network. . Chair stated that 5MHz channels is the answer. . Chair asked if there were any more questions or comments. Hearing none, Scott made a motion to adjourn, seconded by Rich. Chair asked if there were any objections to adjourning. Hearing none, the meeting was adjourned at 14:18 ET
