Chair asks: “..does anyone not understand the IEEE patent policy as read?" No reply is heard

. Chair asks: “Are there matters that the WG chair needs to be informed of related to essential patents?” No reply is heard

. Chair asked if there were any matters arising from the posted minutes of the July plenary (07/2269r1) or the August 28 (07/2353r1) and September 4 (07/2366r0) teleconferences. Hearing none, the chair asked “Is there any objection to approving the aforementioned minutes by unanimous consent.” Hearing no objection, the minutes are approved.

. The chair briefly reviewed comment validity rules and obligation to file a valid vote . Chair displayed the comment resolution spreadsheet (07/2333r3) and reviewed the responses, and discussed the document submissions 07/2384r0 - DSE, 07/2383r1 – Editorial, 07/2382r0 – Non-Editorial, 07/2365r0 – ECSA and 07/2364r0 – (still being formulated, will discuss the email trail) . Chair discussed rewriting that will be done to separate ECSA from the CSA clause in the transition from D4.0 to D5.0. . Chair reviewed comments and resolutions in 07/2384r0: o CID 3002 – Reject; clause 3 is for definitions, not full descriptions o CID 3004 – Reject; use of “shall” in clause 7 has precedents, need not be removed for . 11y o CID 3184 – Accept in Principle o CID 3052 – Accept in Principle o CID 3098 – Accept in Principle o CID 3061 – Accept in Principle o CID 3153 – Reject; the length is 20 because Element ID and Length are excluded o CID 3063 – Accept in Principle o CID 3085 – Accept in Principle; rewrite the text o CID 3086 – Accept o CID 3062 – Accept in Principle o CID 3064 – Accept in Principle o CID 3087 – Accept in Principle o CID 3061 – Accept in Principle o CID 3096 – Reject; the enabling STA is not necessarily aware of dependent STA locations, but uses the 16-bit DEI when an interference report includes a DEI. It is much simpler than maintaining the MAC address fields of all dependent STAs, and requiring the interference reports to include the MAC address fields. o CID 3171 – Reject; CIDS 3061 and 3135 result in explicit interBSS messages. Will change the sentence to note it is beyond the scope of this standard to specify the details. o CID 3025 – Accept in Principle . Chair asked if there were any questions or comments on the resolutions of 07/2384r0; hearing none he proceeded . Chair reviewed comments and resolutions in 07/2383r1: o CID 3008 – Accept in Principle o CID 3100 – Accept in Principle o CID 3028 – Reject; no hypens needed o CID 3163 – Accept in Principle . Chair asked if there were any questions or comments on the resolutions of 07/2383r1; hearing none he proceeded . Chair reviewed comments and resolutions in 07/2382r0 o CID 3003 – Reject; this was added in TGk o CID 3158 and 3159 – Reject; VendorSpecificInfo set by SME, just like CSA 7.4.1.5 and 10.3.15.1 o CID 3160 – Reject; specifically is needed in situations where regulatory requirements differ from the LCIDSE that is being standardized. VendorSpecificInfo set by SME, just like CSA 7.4.1.5 and 10.3.15.1

Submission page 3 Peter Ecclesine, Cisco Systems September 2007 doc.: IEEE 802.11-07/2395r0

. Chair asked if there were any questions or comments on the resolutions of 07/2382r0; hearing none he proceeded . Chair reviewed comments and resolutions in 07/2365r0: o CID 3146, 3150 and 3151 – Reject; regulatory class specifies this o CID 3154 and 3155 – Accept in Principle; text removed in CID 3176 o CID 3111 and 3112 – Accept in Principle o CID 3060 – Reject; no additional field is proposed o CID 3152 – Reject; Element ID and length are excluded so it is 4, not 6 o CID 3162 and 3042 – Accept o CID 3065 – Accept in Principle o CID 3036 – Reject o CID 3156 – Reject o CID 3009 – Accept in Principle o CID 3010 – Accept in Principle o CID 3041 – Accept in Principle o CID 3180 – Accept in Principle . Chair stated that all but one part of 11.9.7.1 would be deleted, and a new clause would be inserted with the removed text: 11.9a – ECSA . Chair continued the discussion of comments ane resolutions: o CID 3078 – Accept in Principle o CID 3077 – Accept in Principle o CID 3097 – Accept in Principle . Chair asked if there were any questions or comments on the resolutions of 07/2365r0; hearing none he proceeded . Chair reviewed comments and resolutions in the still pending 07/2364r0: o CID 3026 – Accept in Principle o CID 3027 – Accept in Principle o CID 3109 – Accept in Principle o CID 3110 – Accept in Principle . Chair asked if there were any questions or comments on the resolutions of 07/2364r0; hearing none he proceeded . Chair discussed the plans for Waikoloa – two 2-hour sessions . Chair asked if there was any other items to be discussed. . Scott asked about the timeframe for the new draft (D5.0); chair stated we would vote it in at the Waikoloa meeting, and a recirculation ballot would be started. This should be completed by the November meeting and we can go to Sponsor Ballot. . Dan asked when 07/2364 would be uploaded. The chair responded that it is up to the author. . Chair asked if there was any other questions or discussion. . Scott initiated a discussion of adjacent channel interference, like that of TGp, with the “on the bus” scenario; with 10MHz channels, intermodulation can break the network. . Chair stated that 5MHz channels is the answer. . Chair asked if there were any more questions or comments. Hearing none, Scott made a motion to adjourn, seconded by Rich. Chair asked if there were any objections to adjourning. Hearing none, the meeting was adjourned at 14:18 ET

References: FCC 05-56 ( http://hraunfoss.fcc.gov/edocs_public/attachmatch/FCC-05-56A1.pdf ) FCC 07-99 ( http://hraunfoss.fcc.gov/edocs_public/attachmatch/FCC-07-99A1.pdf )

IEEE 802.11 Drafts (in IEEE 802.11 Member Area) 802.11-2007 P802.11k-D7.0 P802.11n-D2.02 P802.11r-D6.0 P802.11y-D4.00.pdf

Submission page 4 Peter Ecclesine, Cisco Systems September 2007 doc.: IEEE 802.11-07/2395r0

TGy Reference Docs: (in ftp.802wirelessworld.com) 11-06-0571-00-000y-cbp-tg-telecon-minutes-19-april.doc 11-06-0607-00-000y-TGy-telecon-minutes-3May.doc 11-06-0668-01-000y-3650-3700-mhz-fcc-action.ppt 11-06-0680-01-000y-may-chairs-report.ppt 11-06-0740-00-000y-joint-tgy-rr-tag-may-minutes.doc 11-06-0855-03-000y-Annex-and-J-3650-MHz-band.doc 11-06-0863-02-000y-tgy-june-14th-2006-conference-call-minutes.doc 11-06-0864-04-000y-3650-mhz-mobile-service-enablement.doc 11-06-0867-02-000y-references-mobile-service-enablement.doc 11-06-0873-00-000y-tgy-june-28th-2006-conference-call-minutes.doc 11-06-0922-00-000y-tgy-july-11th-2006-conference-call-minutes.doc 11-06-0955-03-000y-ofdm-phy-3650-mhz-band.doc 11-06-1023-01-000y-proposal-tgy.ppt 11-06-1024-02-000y-tgy-july-chairs-report.ppt 11-06-1120-00-000y-Minutes-from-San-Diego-Plenary-2006.doc 11-06-1374-00-000y-aug15th-and-aug29th-2006-conference-call-minutes.doc 11-06-1427-00-000y-sept12th-2006-conference-call-minutes.doc 11-06-1432-01-000y-extended-channel-switch-announement-normative-text.doc 11-06-1433-00-000y-extended-channel-switch-announement-presentation.ppt 11-06-1466-01-000y-TGy-September-chairs-report.ppt 11-06-1536-00-000y-proprosed-draft-revision.doc 11-06-1537-00-000y-melbourne-minutes-september.doc 11-06-1561-00-000y-tgy-sept-26th-2006-conference-call-minutes.doc 11-06-1609-04-000y-tgy-internal-review-comment-submissions.xls 11-06-1830-00-000y-dse-in-licensed-band-operations.doc 11-06-1675-02-000y-tgy-November-chairs-report-ppt.ppt (from Dallas Plenary) 11-06-1865-00-000y-tgy-brief-intro-to-tgy.doc 11-06-1871-00-000y-TGy-2006-Dallas-Plenary-Minutes.doc 11-06-1934-05-000n-tgn-opening-report-london-jan-07 11-07-0008-09-000y-tgy-lb94-comment-spreadsheet 11-07-0098-03-000y-tgy-january-chairs-report 11-07-0121-00-000y-tgy-meeting-minutes-from-jan-2007-london-interim-session 11-07-0224-00-000y-TGy-Jan-30th-Telecon-Minutes.doc 11-07-0245-02-000y-TGy-LB94-7-10-11-Submission.doc 11-07-0251-00-000y-TGy-February-13th-Telecon-Minutes.doc 11-07-0270-00-000y-TGy-LB94-3-4-5-6-9.8-Submission.doc 11-07-0271-01-000y-11-07-0271-00-000y-TGy-LB94-a-d-i-j-submission-doc.doc 11-07-0272-00-000y-phy-comments.doc 11-07-0282-00-000y-TGy-LB94-17-etc-Submission.doc 11-07-0291-00-0007-TGy-February-27-telecon-minutes.doc 11-07-0373-01-000y-tgy-march-opening-report 11-07-0392-00-000y-tgy-redline-between-draft-d1-0-and-d1-1 11-07-0395-00-000y-tgy-meeting-minutes-mar-2007-orlando-plenary 11-07-0401-03-000y-long-slottime-option-rtscts-procedure 11-07-0473-00-000y-tgy-lb94-submission-editors-resolutions 11-07-0479-00-000y-tgy-redline-between-d1-0-and-d1-2 11-07-0602-06-000y-d2-comments 11-07-0603-01-000y-lb104-dse-reporting-cid-1093 11-07-0673-03-000y-lb104-non-editorial-comments 11-07-0674-04-000y-lb104-editorial-comments-submission 11-07-0679-04-000y-tgy-may-opening-report 11-07-0783-01-000y-meeting-minutes-may-2007-montreal-interim 11-07-0801-01-000y-3-and-11-14-submission Submission page 5 Peter Ecclesine, Cisco Systems September 2007 doc.: IEEE 802.11-07/2395r0

11-07-0821-00-000y-tgy-may-closing-report 11-07-1974-01-000y-tgy-june-5th-telecon-minutes.doc 11-07-2038-00-000y-tgy-june-26th-telecon-minutes.doc 11-07-2212-00-0000-meeting-minutes-july-2007-san-francisco-plenary 11-07-2263-00-000y-tgy-july-closing-report 11-07-2264-00-000y-tgy-redline-between-draft-3-2-and-3-1 11-07-2268-00-000y-tgy-redline-between-draft-4-0-and-3-0 11-07-2353-01-000y-august-28th-telecon-minutes.doc 11-07-2333-02-000y-d4-comments 11-07-2365-00-000y-lb109-submission-for-ecsa-comments 11-07-2366-00-000y-tgy-sept-4th-telecon-minutes 11-07-2382-00-000y-lb109-non-editorial-comments 11-07-2383-01-000y-lb109-editorial-comments 11-07-2384-00-000y-lb109-dse-comments

Acronyms/Abbreviations CBP – Contention-Based Protocol CCA – Clear Channel Assessment CSA – Channel Switch Announcement CSMA/CD – Carrier Sense Multiple Access/Collision Detect DFS – Dynamic Frequency Selection DSE – dependent station enablement E-CSA – Extended Channel Switch Announcement ED – Energy Detect LCI – Location Configuration Information PICS – Protocol Implementation Conformance Statement STA – Station TPC – Transmit Power Control

Submission page 6 Peter Ecclesine, Cisco Systems
