Safer Stronger Communities Fund Programme
Winton Westwood Park Security Works (Project W US4/ AS1)
Progress Report 2006/07
March 2007
1 Project Aim
The project, delivered by Salford City Council’s Burglary Reduction Team (BRT) aims to reduce crime and the fear of crime by offering a package of security enhancements including upgrading street lighting, target hardening, fencing, alley gating and any other works that were identified.
The specific locations, for these projects, have been highlighted using crime statistics to identify the most vulnerable areas. Proposals in both areas were then developed and agreed by a working group consisting of councillors, police, housing officers/ neighbourhood manager, and groundwork.
Outputs to Date
The works carried out in Winton increased security on 151 properties through either target hardening, fencing or street lighting.
Key Performance Indicators Target hardening to 9 flats including alarm and extra locks to windows and doors. Erect 1.2 metre high fencing to the perimeter of garden area to the 3 blocks of flats, renew lighting to the paths to the front of the 3 blocks of flats; Target hardening to 52 properties including burglar alarm, security light to the fronts, window and door locks, grilles to panel in rear doors, side gates; Fencing, and No Cold Calling Zone on Rydal Avenue - close off the entire communal garden area to the rear of the properties with 2 metre high fencing with side gates to match to all the properties. This was to prevent unlawful entry to the rear of the properties and reduce the fear of crime. The No Cold Calling Zone was carried out in partnership with Greater Manchester Police Authority and Trading Standards in order to designate the area as No Cold Calling. Signs were put up in the street and each resident was visited and provided target hardening. A total of 44 properties benefited from this scheme; Supply and fit chicanes to the 3 walkways between Westwood Crescent and Grassmere Crescent. Supply and fit 2 chicanes to Larch Road to Worsley Road and Cambria Road to Worsley Road. These do not directly secure any properties but go towards reducing off road biking and the fear of crime in the area.
Finance
SSCF funding approved £40,000 (revenue)
Amount of SSCF funding spent £41,753.91
This SSCF allocation was matched by £30,000 of Burglary Reduction i.e. we also contributed funds into the scheme from the Burglary Reduction budget hence match funding.
Future Proposals
We will be carrying out further works within the Winton SSCF area however we still need to identify areas of concern with regards to crime and the fear of crime. As of
2 yet no funding has been approved for this area but we will be seeking funding for similar schemes over the coming months.
Lessons Learnt
Due to the extra funding it was difficult for our contractor to keep up the work load. This meant that it was taking longer than necessary to carry out schemes. This year we have another contractor to help with this workload and so far he has been able to carry out works much faster and to a high quality.
