GOVERNMENT OF PUDUCHERRY Consolidated MHA Report Of Physical & Financial Achievements During the Financial Year 2015-16 PLANNING AND RESEARCH DEPARTMENT PUDUCHERRY 1 Review of MP/VIP/PMO References Member of Parliament’s Local Area Development Schemes The Union Territory of Pondicherry consists of Four Regions viz. Pondicherry, Karaikal, Mahe and Yanam and it is being administrated by the Government of Pondicherry. The U.T of Pondicherry having one Member of Parliament of each in Rajya Sabha and Lok Sabha. This MPLAD Scheme is being implemented in Pondicherry through DRDA, Pondicherry as Nodal Agency. The District Collector is Chairman of DRDA and the Project Director, DRDA is the District Authority for MPLAD Schemes. 16th Lok Sabha Thiru. R. Radhakrishnan has elected Hon’ble Member of Parliament of 16th Lok Sabha of UT of Puducherry. The Ministry of Statistics and Programme Implementation, New Delhi has released Rs.5.00 Crores for 1st and 2nd instalment for the year 2014-15. The Hon’ble M.P has recommended 49 works for the year 2014-15. Among them 42 works sanctioned at the cost of Rs.4.50 crore (14 works are progress, 28 works are Tender stage). Rajya Sabha Thiru. P. Kannan has nominated as Hon’ble Member of Parliament (Rajya Sabha) of UT of Pondicherry. The Ministry of Statistics and Programme Implementation, New Delhi has released so far Rs.5.50 crore for this scheme. As desired by the Hon’ble Prime Minister of India, the Hon’ble M.P has taken the work as pet project for “ Construction of Toilet Block, Urinals, providing Napkin Incinerator and Installation of Water Purifier to the Various Government Colleges and Schools in U.T of Pondicherry for Rs.13.00 crore. The pet project works are going on priority basis in different stages (i.e 50% of progress, Tender and Estimate stages). So far the Hon’ble M.P has recommended 69 works . Out of which 60 works are sanctioned at the cost of Rs.10.43 crore (13 works completed, 16 works are in progress and 31 works are in Tender stage) Status Report on SAGY: Hon’ble Prime Minister has launched Saansad Adarsh Gram Yojana (SAGY) on 11th October, 2014. The main objective of the scheme to trigger process which lead to holistic developments of the identified Gram Panchayats and to substantially improve the standard of 2 living and quality of life of all sections of the population. Under this programme, each M.P. will take the responsibility of developing physical and intuitional infrastructure in three villages by 2019. Under,the Saansad Adarsh Gram Yojana (SAGY) scheme, Rajya Sabha MP Shri. P. Kannan has identified the Sellipettu Gram Panchayat in Villianur Commune of Puducherry District and Lok Sabha MP Shri. R. Radhakrishnan has identified the Karaiyamputhur Gram Panchayat in Bahour Commune of Puducherry District. Both MP’s under their leadership conducting Awareness Campaign & various sensitization programmes in these identified Gram Panchayats. Also they co ordinated all the “Swachh Bharat Campaigns” in the Gram Panchayats, which has been updated in the SAGY MIS. According to the guidelines of the scheme, the Union Territory of Puducherry Government has formed two committees, one at State level and another at District Level. Both the Committee met and had an overview on the implementation of the scheme. Charged Officers for both identified Gram Panchayats have been appointed. Baseline survey, which forms the initial stage of the programme have already been completed for both Panchayats. The uploading of Data entry of the survey information in the SAGY MIS is under progress. There is a Empowered Committee to frame the Village Development Plan under the guidance of the District Collector, Puducherry has been formed. Academicians from various universities have been coordinated in this committee. Sectoral Teams for Health, Education, Agriculture, Animal Husbandry, Sanitation, Skill developer comprising of Government Officials, local leaders Academicians and the public of the respective Panchayats have been formed to prepare Need Matrix for both the Gram Panchayats. Rural Appraisal through Resource Mapping & Social Mapping has been completed through people’s participation. Further, it has been envisaged by our government to prepare the Village Development Plan by second week of March, so that wherever fund gap arise necessary sanctions can be incorporated in the ensuing State Budget. Govt. of India, Ministry of Rural Development has sanctioned an amount of Rs.1.00 lakh to this UT of Puducherry for meet out the miscellaneous activities of identified Gram Panchayats. 3 Pradhan Mantri Jan Dhan Yojana Financial Inclusion Financial Inclusion is the buzz word in all the forums and UT of Puducherry is the first State where Financial Inclusion project named Nation Pilot Project for Financial Inclusion was implemented in the year 2005. Financial services plan is being implemented in 67 villages of Union Territory. All these villages are being covered with banking services through Branches/Banking Service Centres/Ultra Small Branches/Business Correspondent Agents (BCA) etc. Pradhan Mantri Jan Dhan Yojana (PMJDY), the National Mission on Financial Inclusion has an ambitious objective of covering all households in the country with banking facilities and having a bank account for each household and this lead an important for including people left-out into the mainstream of the financial system. This scheme was launched by the Hon’ble Chief Minister on 28th August 2014 in the U.T of Puducherry. More than 70000 accounts have been opened in various banks under PMJDY programme. So far banks have issued 45822 RuPay card to the accountholders under this scheme. The total number of SB account available as on September 2014 is placed at 495765. It is informed that all the households in the UT of Puducherry are having atleast one bank account in the family. Ministry of Finance, Govt. of India has informed in their press release on 2.10.2014 that UT of Puducherry has attained saturation under PMJDY. Hon’ble Prime Minister has also appreciated this UT administration for the tremendous achievement under this programme. As the financial services plan for Financial Inclusion villages already envisages financial literacy, providing credit facilities, micro insurance and micro pension schemes the same is extended to entire Union Territory under PMJDY. Banks are requested to provide more credit facilities to the account holders. All the branches are requested to conduct campaigns in the services area every month as per the guidelines of Reserve bank of India especially in Financial Inclusion villages. Three Social Securities Schemes viz. Pradhan Mantri Suraksha Bima Yojana (PMSBY), Pradhan Mantri Jeevan Jyoti Bima Yojana (PMJJBY) and Atal Pension Yojana (APY) were launched in the UT of Puducherry at a function held on 09.05.2015 by Shri Snawar Lal Jat, Union Minister of State, M/o Water Resources, River Development and 4 Ganga Rejuvenation in the presence of Hon’ble Chief Minister, UT of Puducherry with Hon’ble Member of Parliament (Lok Sabha), Shri R. Radhakrishnan, Secretaries to Government, Executive Director of Indian Bank and representatives from various banks and insurance companies also attended the function. So far we have enrolled 1,00,056 beneficiaries for PMSBY, 37,002 beneficiaries for PMJJBY and 300 beneficiaries for APY.
