Bushfire Risk Planning Coordinator

The Government of WA are piloting the introduction of Bushfire Risk Management Plans (BRMP) at four local governments. The Shire of Nannup and the Shire of Augusta-Margaret River are two shires who have been selected to pilot the BRMP.

The Shire of Nannup is hosting the employment of a contract Bushfire Risk Planning Coordinator position, however the successful applicant will be required to work across both shires.

An opportunity exists for an enthusiastic and experienced person to join both the Shire of Nannup and the Shire of Augusta-Margaret River and become an integral part of two organisations and communities experiencing substantial growth. Applicants will ideally have emergency management knowledge and an understanding of the roles and responsibilities of bushfire-related organisations. Key components of this role include the coordination and facilitation of key landholder involvement in the BRMP process; development and production of a BRMP for the Shires of Nannup and Augusta-Margaret River; investigation and research of land tenure for bushfire risk areas; supervision of financial reporting, professional and courteous community liaison, emergency management expertise, and attending to relevant administration requirements.

This is a full time position on a 5 month contract basis, with a negotiated salary of up to $47,916 plus superannuation, depending on experience for the 5 months. Selection Criteria Bushfire Risk Planning Coordinator - Shire of Nannup & Shire of Augusta-Margaret River

ESSENTIAL 1. Demonstrated experience and knowledge of emergency management and bushfire risk management, including understanding of the role of landholders and agencies in the management of bushfire risk.

2. Demonstrated conceptual, analytical and problem solving skills including understanding and experience in application of risk management principles.

3. Well-developed communication and interpersonal skills, with demonstrated ability to liaise, consult and negotiate effectively with a wide range of stakeholders, including senior government officers, industry and private land owners.

4. Proven ability to plan, prioritise and organise workloads to meet agreed timeframes. Experience in project management would be an advantage.

5. Proven ability in report writing and presentations.

4 POSITION OBJECTIVES

Objectives of Position To coordinate the development of Bushfire Risk Management Plans in a pilot environment for the Shire of Nannup and the Shire of Augusta-Margaret River 5 ORGANISATIONAL RELATIONSHIPS

Responsible to  Manager Infrastructure/SON and Manager Community Development/AMRS 6 KEY DUTIES/RESPONSIBILITIES

General  Facilitates the mitigation of impact of bushfires on the community, assets and infrastructure by coordinating the development of Bushfire Risk Management Plans (BRMPs) for the Shires of Nannup and Augusta-Margaret River.  Provides leadership and expert technical and professional advice to local government, state agencies, industry and major landholders in the BRMP processes and policies.  Develops and maintains professional relationships with stakeholders to ensure the delivery of services as specified in the Memorandum of Understanding between Department of Fire and Emergency Services, the Shire of Nannup and the Shire of Augusta-Margaret River.  Consults with stakeholders to facilitate the development and review of BRMPs within the Shires of Nannup and Augusta-Margaret River.  Researches matters relevant to bushfire risk, in particular landholders responsibilities for management of the bushfire risk.  Complete reports on the status of the BRMPs to DFES and/or the Office of Bushfire Risk Management including local government mitigation programs.  Assists with managing the budget requirements relevant to the BRMP program.  Provide information and advice on matters pertaining to the role  Represent Council at relevant Government and Industry forums or meetings  Represent Council’s interests in a clear concise and informative manner  Assist with operational policy development as relevant

Bushfire Risk Planning Coordinator

Employment Medical: Short-listed applicants will be requested to undertake a pre-employment medical, paid for by the Shire. Any offer of employment will be conditional upon the applicant being assessed as fit for the proposed employment. Police Clearance: Provision of a National Police Clearance not more than three months old will be required to support eligibility for this position. Supporting Documents: Originals of supporting documents must be made available on request (eg. National Police Clearance, Motor Vehicle Licence/s and Tertiary Qualifications where applicable). Probationary Period: A standard probationary period of two (2) months applies to all new appointments within the Shire, primarily to give time to assess the incumbent’s knowledge of, and suitability to, the role employed. The probation period may also be extended if necessary. Salary: This position attracts a salary of up to $47,916 plus superannuation, depending on experience for the 5 months with relevant conditions of employment as per the Local Government Officers’ (WA) Award plus allowances. Superannuation: Council currently contributes 9.25% to the Statutory Occupational/Guarantee Fund. Should you choose to join the contributory scheme upon completion of a qualifying period, Council will contribute up to a further 5% to the scheme. Vehicle: There is a vehicle provided for commuting and work use. Telephone: A mobile telephone will be provided for the Officer’s business use. Hours: Standard Administration Office hours are currently 8.00am – 5:00pm with a 1 hour lunchbreak, allowing for a 19 day month. Any variables to standard arrangements shall be at the supervisor’s discretion. Annual Leave: 4 weeks pro rata, In accordance with the Local Government Industry Award. Long Service Leave: In accordance with the Local Government (Long Service leave) Regulations. Sick Leave: In accordance with the Local Government Industry Award.

Study Assistance: Employees who have enrolled for technical education relevant to their position may have portion of enrolment fees paid upon successfully completing each nominated subject. Location Amenities: The Shire offices are within walking distance to shopping facilities, newsagent, post office, restaurant, hotel, cafés, etc - and a picturesque riverside park and walkway

Confidentiality: The Officer agrees not to at any time during or after the expiration of their employment to divulge or reveal to any person any Confidential Information which may come to the Officer’s knowledge while in the employ of the Shire of Nannup unless it is expressly authorised by the CEO or it is necessary in connection with the proper performance of the Officer’s obligations and duties.

This confidentiality clause is provided so long as nothing in this Clause shall have the effect of preventing the Officer from making to the Official Corruption Commission any allegation referred to in the Corruption and Crime Commission Act 2003.
