Community and Student Engagement Performance Evaluations

SCHOOL DISTRICT EVALUATION OF PERFORMANCE IN COMMUNITY AND STUDENT ENGAGEMENT AND COMPLIANCE

HB5, Section 46, amends the Texas Education Code, Chapter 39, Subchapter C by adding a new section: 39.0545. This new section calls for school districts to evaluate district and campus performance in community and student engagement.

Additionally HB5, Section 60, adds a new section 39.363 to Chapter 39, Subchapter L, and contains a requirement for TEA to make the performance ratings available to the public on TEA’s website.

Requirements

 Evaluate the district’s performance and the performance of each campus in the district  Use criteria developed by a local committee  Evaluate and assign performance ratings for each of the following programs or specific categories:  Fine arts  Wellness and physical education  Community and parental involvement  The 21st Century Workforce Development program  The second language acquisition program  The digital learning environment  Dropout prevention strategies  Educational programs for gifted and talented students  Overall LEA Rating  Assign the district and each campus a performance rating from one of the following:  Exemplary  Recognized  Acceptable  Unacceptable

 Evaluate and report whether the LEA or campus has met compliance with statutory reporting and policy requirements by using criteria established by a local committee  Report each performance rating no later than August 8 of each year  Make the ratings available on TEA’s website by October 1 of each year

To comply with the new TEC requirements, TEA has added elements to the PEIMS Data Standards for collection of the ratings for each district and campus, as well as an element for the collection of the self‐reporting of compliance.

THIS INFORMATION WILL BE REPORTED IN THE PEIMS SUBMISSION 3: SUMMER COLLECTION ON THE 010 DISTRICT AND 020 CAMPUS RECORDS.

IMPORTANT NOTE: While the statute defines the deadline for reporting as August 8 of each year, the PEIMS Submission 3 deadline is earlier: Ratings must be available for reporting prior to the closing date for Submission 3 on June 26, 2014. Ratings must be reported in the initial submission, but districts will have an opportunity to adjust their ratings through the Submission 3 Resubmission period which closes July 24, 2014. It is imperative to allow sufficient time to complete the evaluation process and provide the ratings to the district’s PEIMS Coordinator for coding and submitting PEIMS files in advance of these closing dates. Additional PEIMS coding details were published by TEA in the November 18, 2013, 2013-2014 PEIMS Data Standards - Post Addendum Version.
