SUPPLEMENTARY PLANNING GUIDANCE ON SHORELINE CHARACTER AREAS
1. Purpose and Policy Context
1.1 This report explains the draft Supplementary Planning Guidance (SPG) Shoreline Character Areas, which has been prepared to support the Local Plan.
2. Item for Discussion
2.1 It is suggested that members discuss the attached draft SPG (see Appendix B) and recommend any changes prior to this draft being issued for public consultation for a period of six weeks.
3. Information
3.1 This SPG helps to identify the special character of Poole’s shoreline that is split into 14 areas of distinctive character including reaches within Poole Harbour and areas of coast that front Poole Bay. This guidance is to be used when considering development proposals within the shoreline character area that may affect that character of the essential features that help to define that character.
3.2 The guidance provides essential background information to be used in the interpretation of criterion (i) of Policy NE21 (Appendix A) in the Poole Local Plan First Alteration. The SPG is intended to provide descriptions of shoreline character to help in making decisions in relation to Policy NE21. These descriptions should not therefore be read as policy.
3.3 Originally these shoreline descriptions were incorporated within the Poole Local Plan First Alteration Revised Deposit Plan, November 2001. Following a public inquiry into the plan, the Planning Inspector argued that the appendix provided a level of descriptive information that was inappropriate in a Local Plan. He recommended that the appendix be deleted from the plan, but that ‘important materials is used as reasoned justification for policies’.
3.4 The Council accepted Inspector’s recommendation in October 2003 and propose to delete the appendix (See Inspector’s Recommendation A3.1 in PLPR 22-Statement of Decisions and Modifications to the Revised Deposit Local Plan, October 2003), recognising that this information could be retained as background information to the policy without having to be in the plan. This document has therefore been released, as SPG to ensure that information from Appendix 3 remains available to help make informed decisions about development in the shoreline character area in the context of Policy NE21.
3.5 In publishing this draft SPG the Council has taken the opportunity to update descriptions and clarify any inaccuracies. Most updating has occurred in respect of the Quay and Central Area (area 5a and 5b) where change has or is planned, much of it through the Central Area Masterplan.
4.0 Consultation
4.1 A letter will be sent to all agents who are held on our Local Plan consultee database as well as all known residents groups who cover areas adjacent to the harbour / coast. The letter will make recipients aware of where the document can be downloaded or paper copies acquired from.
4.2 Following consultation and receipt of representations this document will be amended. It is intended that any amendments will be presented to LEOG and subsequently to cabinet for adoption.

Policy NE21 COASTAL ZONE AND SHORELINE CHARACTER
Development within the coastal zone, as shown on the proposals map, will be permitted provided that it:
i) Respects the essential features which define the character and appearance of the shoreline; and
ii) Does not have a detrimental impact upon the wider landscape of Poole Harbour, Poole Bay or the character of the coastal zone. APPENDIX B
