Meeting called to order at 10:00 AM Eastern Standard Time. Sheriff Chuck Korzenborn called role. Sheriff’s absent: Sheriff Matthews, Sheriff Carson, Sheriff Hammond, Sheriff Roberts, Sheriff Cain, and Sheriff Whitaker Sheriff Korzenborn certified a quorum.
Motion was made by Sheriff Hampton and seconded by Sheriff Wright to excuse the absent board members. Motion was approved unanimously.
MINUTES OF PRIOR MEETING
Motion was made to approve the October 11, 2012 minutes made by Sheriff Gaines and seconded by Sheriff Coffey to approve the minutes of the prior meeting as written. Motion was approved unanimously.
SPEAKERS
James Comer the Agriculture Commissioner addressed the KSA about legislation and support for a bill to be introduced on the legalization of Industrial Hemp. KENTUCKY SHERIFF’S ASSOCIATION SECTERARY/TREASURER REPORT

Dues Collected for the Year of 2012
The totals dues billed for the year 2012 are $121,598.00. As of 11/27/12 $119,705.00 for a total of (97.93%) has been collected. That leaves an outstanding balance of $2,523.00

KSA Director Wagner submitted the October financial report for the ranch
Motion was made to approve the reports made by Sheriff Williams and seconded by Sheriff Coffey to approve the financial report. Motion was approved unanimously.
The KSA is looking to form a team to help out Sheriff Offices in lieu of the tragic death of the Marion County Deputy. Sheriff Aubrey with his blessing and the help from Major Douglas would like to organize a team or teams to go and help the Sheriffs during the time of need with any details and help that the office may need. A motion was made by Sheriff Korzenborn for this team and 2nd by Sheriff Blackburn. Motion was passed unanimously.
Simpson County Sheriff Chris Cline wanted an issue in reference to taxes brought to the KSA attention about companies paying their taxes directly to the taxing district and not to the Sheriff’s Office.
Ranch News- JB Davis a long time employee of the ranch is retiring at the end of the month we wish him all the best in the future. KACO REPORT NO REPORT
KLEC REPORT NO REPORT PRESIDENT AGENDA
The Constable report has been released and an email of the report was sent and bullet points are enclosed with the minutes and will be sent to all Sheriff’s to take to their Senators and Representatives’ to discuss the issue of constables and pending legislation.
Sheriff Sparrow stated it was a pleasure and joy to be the 2012 KSA President and thanked everyone for their support during the year.
LEGISLATIVE UPDATE
Sheriff Aubrey wants to introduce language to HB 1 of the 2008 special session to allow full time employees to come back and receive benefits for their service and time.
Sheriff Perdue from Clark County/FOP President addressed the board on the position of the FOP and proposed legislation changing the retirement for a longer sit out period and funding of the system The FOP is against some of these recommendations.

This needs to be taken personally to your Legislatures as soon as possible. LEGISLATIVE UPDATE
Two Recommendations in reference to the office of Constables.
1. Abolish the office through the Constitution 2. Take away their law enforcement powers through Legislation.
Safety factor to citizens and other officers is the most important point that needs to be stressed to your legislators, not the service of civil and criminal process.
Thor Morrison from DOCJT addressed the board about the Constable Office and the overwhelming response from all parties is that the office of Constable is outdated as an armed law enforcement officer.
OLD BUSINESS
Auditors and County Fees- J.W. Bryant addressed the KSA in reference to school tax collections in counties of over 70,000. The question was raised by the auditors so the sheriffs have to spilt their commission of school taxes with the fiscal court, JW stated after research from the top to the bottom on this issue and referring back to KRS 160.500 the Sheriffs are getting a reimbursement from his or her expense on the collection of school taxes and they are not subject to the 75-25% split. The Sheriff is entitled to charge 1.5% to 4.25% for the collection of school taxes. A letter will be coming from Finance and Administration Cabinet in a week.
KSA LAW SUIT- the law suit has been assigned to a judge to write the opinion.
NEW BUSINESS
Sheriff Peyman from Jackson County addressed the board in reference to his fiscal court coming in and shut down his office and hired his employees from him and stated this could happen to any Sheriff.
KSA Director Wagner, Sheriff Coffey and the KSA attorney worked on this problem through meetings with the Judge Executive. Sheriff Peyman is collecting taxes by statues.
KACo attorney Rich Orenstein addressed the board on this issue and stated that changes to stop this from happening would have to be done legislatively.
Sheriff Coffey made a motion that the KSA attorney send a letter to the Jackson County Judge Executive that the Office of Sheriff needs to be funded, motion 2nd by Sheriff Williams. The KSA board approved.
NEW BUSINESS
Sheriff Aubrey introduced Ed Davis a member of the Kentucky Retirement Board who is a retired Louisville Metro Officer and is running for the Kentucky Retirement Board.
Legislative Lobbyist- Bill May’s Contract is up for renewal, he will do it as the same rate in the past. A Motion was made by Sheriff Peoples to retain Bill May as the KSA lobbyist 2nd by Sheriff Williams. The KSA board approved.
