1. The Prison Rules 1999; The Young Offender Institution (Amendment) (No.2) Rules 1999.

1.1 The Secretary of State has used his powers, under section 47 of the Prison Act 1952, to make the Prison Rules 1999 and the Young Offender Institution (Amendment) (No.2) Rules 1999.

2. Access to the Rules

2.1 MANDATORY All staff, prisoners and young offenders must have ready access to both sets of Rules.

2.1.1 Copies must be held in the prison or YOI library and arrangements must be made for those prisoners or young offenders who, through educational, language, disability, or other reasons cannot understand them, to have them explained. 2.1.2 Copies must be held in such places as allow easy reference by members of staff, for example the staff information room or staff training department.

2.1.3 Copies must be given to the chair of the board of visitors.

3. Requests from the general public including prisoners’ or young offenders’ legal representatives.

3.1 The Prison Rules 1999 and the YOI (Amendment) (No.2) Rules 1999 are public documents and members of the public, including prisoners’ and young offenders’ legal representatives who request copies, should be advised that they may be obtained from the Stationery Office.
