Shawnee County CDDO Affiliate Meeting August 13, 2012

I. CDDO Updates:  June/July Affiliate Report Overview  1060/1054 individuals receiving services (813/812 adults, 242/247 children) in Shawnee County.  There were 5/5 individuals determined eligible; 1/1 determined ineligible; 0/1 ported in and 0/1 that ported out of Shawnee County.  There were 6/7 crisis requests reviewed by the funding committee; 2/4 were approved; 4/3 were denied and X pending.  23/4 individuals have been crisis approved during FY2012/2013.  There are 57/50 individuals who have not chosen a case manager; 31/27 Medicaid eligible and 26/23 Non-Medicaid eligible.  Individuals changing service providers included: 7/11- day services (includes multiple providers); 5/6- residential services; 2/1 - case management; and 2/0 - FMS Provider.  There were 195/226 POC’s reviewed for the month. Of the POCs reviewed for in home supports, 36/38% was over allocation and 64/62% at allocation.

 The State of Kansas has resubmitted the 1115 Global Waiver for approval.  Ramona shared information about the Town Hall meeting held Aug. 7th regarding health care provided to persons with DD. Ramona stated that the grant awarded to KU Research Center and Disability Rights Center (DRC) was through the DD Council prior to KanCare. Martha Hodgesmith facilitated the meeting. There were approximately eight people from Shawnee County and 10 people from Cottonwood in attendance. Ramona stated that there will be six Town Hall meetings held statewide. She stated that this will be interesting to see the information they compile from all of the meetings. Health care is also one of the Council of Community Member goals so a couple members attended the meeting. Areas highlighted during the meeting included transportation, physical access, treatment by healthcare professionals and Medicaid vs. private insurance. The doctors and dentists people spoke highly of were recorded for networking purposes. It was stated that a lot of people travel to Lawrence or Kansas City for their health care needs as there is a limited access pool of healthcare professionals in Topeka accepting new Medicaid recipients. This led to the topic of having to make special arrangements to get a person with DD to their appointments. It was stated that most of the time family take them. Many individuals commented they utilize the Lift or staff takes them in the residential provider’s vehicle. This led into physical accessibility discussions because older buildings occupied by health care providers may not be handicap accessible or have the capability for transferring a person into beds or chairs necessary for examinations/procedures. It was stated that there are some health care providers who have made the necessary modifications. Other issues include how the healthcare staff talks to the family member and staff rather than to the individual. Another question asked is what will happen when a child ages out of the parents’ insurance because it isn’t known if the doctor and/or dentist will continue as their healthcare provider when on Medicaid. Further discussion included to highlight what is currently working and what isn’t.  KMAP Manual – Ramona stated that she forwarded the revised DD manual last week and that most of the changes had to do to with Authenticare and changing SRS to KDADS. She stated that the changes were highlighted. There was a question regarding the dates for the revisions. It was asked if there were any changes for day and residential services. Ramona stated that the only change she was aware of was for Money Follow the Person. MFP changes will be discussed by Angie Reinking during the KDADS/CDDO/Stakeholders meeting. It was then mentioned that the manual states that if you are going to use time sheets to give an explanation of why. This is confusing since FMS Providers are told not to use paper time sheets with AuthentiCare. It was also stated that an attendant cannot clock in electronically if the Plan of Care is not in approval status. Ramona stated that there was a lengthy discussion at the TCM meeting about the importance of submitting POCs several weeks prior to individuals changing FMS Providers. It was asked if the POC state approval time frame changed from 10 to 14 days. Ramona commented it is the same because the previous Contract stated 10 working days and now it states 14 days.  Ramona stated that the CDDO is tracking when persons aren’t utilizing the hours approved on their POC. There was some discussion about how long it takes to get an approved POC in the system when someone is determined eligible for Crisis funding.  The Stakeholders meeting is at 9:30 a.m. Thursday, Aug. 17th at the Dept. for Children and Family (DCF) Learning Center. Agenda topics include permanency roundtable discussions, KanKare update by Lizz Phelps and Kay Brown, DD monthly summary, status of waiting list funding, MFP policies update, College of Direct Support, and KDADS policies. Shawnee County Affiliates may attend at the Learning Center.  It was asked if providers were able to see client obligations on POCs in the web based system. It was thought providers could. Ramona to check on this.  It was asked when an individual changes the POC from day services to PAS why they still have to follow the day services requirements of being out of the home for 25 hours per week. Ramona stated that when the waiver definitions were discussed it was based on the value of work, integration, productivity and community inclusion. Converting to PAS and staying home isn’t the value base that the State sponsored work group wanted.  It was asked what the benefit of attending the KanCare meetings would be. Ramona stated that it may be beneficial to attend both the provider and beneficiary sessions to see what is being told to individuals, parents and guardians. The meetings are not mandatory to attend but are highly encouraged.
