In 1976, Alan L. Freed founded and developed the original Capitol Hill Workshop and White House Workshop and a series of programs entitled National Security and Political Dynamics Workshop. Alan L. Freed Associates has sponsored more than 800 executive-level policy seminars in the Washington, DC, area, and over 100 programs at various military bases across the United States. For over 30 years Alan L. Freed Associates has also conducted Political- Economic Conflict/Area Studies Seminars that focus on specific areas of the world. The Capitol Hill Workshop will provide a Program Moderator who has, not only extensive experience conducting senior-level public policy seminars, but also personal experience in the issues of interest to program participants.

The continuing military engagements in Iraq and Afghanistan, the Iranian nuclear program, the war on terror, and the politics of oil will all pose critical tests for Congress, the current White House and the Pentagon. This seminar will discuss each of these areas of concern and analyze how US foreign policy makers might respond. Stability in the Middle East and America’s relationship with the wider Muslim world are linked to how effectively the United States manages a number of difficult issues, ranging from Iraq's fragile democracy and Iran's nuclear ambitions to the terrorist insurgency in Afghanistan. The stakes will be high since what happens in these three pivotal states will be felt by key American allies from Turkey to the Horn of Africa. Achieving even basic security in the Middle East will depend on an array of political and economic variables abroad and on an equally important partisan debate in Washington. In this Political-Economic Conflict Seminar, attendees will explore US strategic options as well as the politics, culture, and the religious and sectarian issues at the heart of this tumultuous region.

Some of those changes arise from their geographical location. Others are the result of the region’s increasingly important role as suppliers of natural resources. And still a third group is the product of the increasing impact of radical Islam on the politics and societies of these countries and their neighbors. Central Asia remains an exotic terra incognita, a place many have heard about but few have had the chance to work in or study in any detail. The Pentagon was the first US government department to treat the countries of Central Asia administratively as part of the broader Middle East rather than as components of the former Soviet Union by placing them under CENTCOM. Drawing on the expertise of noted authorities in their fields, this workshop will focus on the economic and political changes taking place in Central Asia.

Course For centuries terrorism has been a tactic used by radical political Description: movements, however, modern terror networks, combining Islamic fanaticism with sophisticated financing and communications, today are a global threat. Moreover, the sponsorship of terrorism by rogue states and the risk posed by the inaction of some governments have made this an increasingly serious threat to the international community. Defeating terrorism and rooting out the criminal activities it often depends on will require unprecedented international cooperation. But, as recent history shows, getting nations to agree on policies and methods for combating terrorist groups has not been easy. In addition to an examination of recruitment and illicit funding to the spread and interdiction of terrorist activity, this Political Economic Conflict Seminar will examine the global phenomenon of terrorism, the historic contexts in which it develops, and the latest policy and strategic initiatives designed to contain and defeat it. Bringing together over a dozen experts from government, the military, intelligence services and the media, the International Terrorism—The Arab World and Beyond will provide an in-depth examination of the origins and operations of terrorist organizations.

The states in this region are struggling under the weight of the past even as they seek reap the benefits of the globalizing economy and society. Broad sections of the societies in the countries of this region are being transformed and emerging as major players on the global economic stage. There are also large numbers of groups and states that are resisting this historical transformation. It remains very much an open question as to whether or not these societies can change themselves into liberal democratic and free market economies. Their incorporation into the global economy as responsible partners is central to American foreign policy. Failure to achieve these ends could lead to such internal instability as to increase immigration pressures on the United States, breed terrorism, and provide the opportunities for external influences from countries, such as Russia and China, with aspirations not necessarily compatible with U.S. interests. This seminar will explore the diverse pressures, ambitions, and fears playing on America's hemispheric neighbors and their implications for US policies and strategies with regional experts, foreign policy specialists, and political and economic commentators.

Analyze the impact of criminal groups and terrorism on the stability and democratic character of Latin America and relations with the United States 6. Assess the role of oil and gas, minerals, and primary products on the domestic and global economy and international rivalries 7. Improve methods of analyzing and constructing policy and operational responses in such complex transnational issues as climate, the environment, migration, and narcotics 8.
