ADVERTISEMENT FOR BIDS CDBG 2010 Sidewalk Installation/Replacement Program Blendon Township July 20, 2010

Blendon Township, the OWNER, will receive sealed Bids for the CDBG 2010 Sidewalk Installation/Replacement Program project at the Administrative Office, Attn: Bryan Rhoads, at 6350 S. Hempstead Rd., Westerville, OH 43081, until August 10, 2010 at 2:00 PM local time. No Bids will be received after that time. Bids will be publicly opened and read aloud at that time and place.

This project consists of the construction of approximately 10,000 square feet of five-foot concrete sidewalk installation, 5,000 square feet of concrete sidewalk removal and replacement, and associated restoration.

Bidding Documents may be examined at the following locations after July 20, 2010 at 2:00 PM: Blendon Township, 6350 S. Hempstead Rd., Westerville, OH 43081 Bird Houk a Division of OHM, 600 Creekside Plaza, Gahanna, OH 43230

Bidding Documents may be obtained at the office of the ENGINEER, Bird Houk upon payment of forty dollars ($40.00) non-refundable deposit. An additional, non-refundable charge of ten dollars ($10.00) will be required for mailing Bidding Documents. Bidders should direct correspondence to the ENGINEER.

The Engineer’s Opinion of Probable Cost for this project is $100,000

Bid Security in the form of a Bid Bond for a sum no less than ten percent (10%) of the amount of the Bid, and subject to the conditions provided in the Instructions to Bidders must be submitted with each Bid. Bids may not be withdrawn for a period of sixty (60) days after the actual date of opening thereof. This time period may be extended by mutual agreement of the Owner and any Bidder or Bidders.

Blendon Township reserves the right to accept any or all Bids and award the contract to other than the lowest bidder, to waive any irregularities or informalities or both; to reject any or all Bids; and in general to make the award of the Contract in any manner deemed by the Township, in its sole discretion, to be in the best interest of the Township.

Each bidder must insure that all employees and applicants for employment are not discriminated against because of race, color, religion, sex, or national origin.

Federal Labor Standards Provisions and Federal Wage Decisions will be applicable to this project and are a part of the bid specifications.

Contractors submitting bids on this ED&PD funded project must comply with the MBE/WBE Strategy contained in the specifications. Contractors failing to follow MBE/WBE procedures will be subject to disqualification. Failure to submit the required documentation at the bid opening will be cause for considering the bid submission incomplete and cause for rejection of the bid.

Section 3 of the Housing & Urban Development Act of 1968 requires that to the greatest extent feasible opportunities for training and employment be given lower income residents of the project area and contracts for work in connection with the project be awarded to business concerns which are located in, or owned in substantial part by persons residing in the area of the project. The successful contractor must submit documentation provided by ED&PD before completion of the contract to substantiate compliance efforts with Section 3.
