ACTION ITEMS  Anne Mainville-Neeson will work with Paul Kreller to launch an application to the Legacy Fund by end of November  South End and Canterbury will continue their discussions about the potential merits of a merger and will bring the discussion to the District. This discussion can include any potential boundary issues.  Identify district Trainer Mentor volunteer

WELCOME BY THE CHAIR

 Anne Mainville-Neeson presented an overview of South End’s initiative to take advantage of the existing Legacy Fund. This led to a discussion of how we can sponsor disadvantaged kids to play hockey at the House League level. The suggestion has been made that District B would support an initiative to seek funds that would be distributed through an organization such as Kid Sport.

Page 1 Minutes of Bytown District Council Meeting 25 October 2010 Motion: That District B use the initiative of South End to support an application for World Junior Legacy Funds to help disadvantaged players in District B cover the costs of their home association fees. Proposed by Paul Kreller. Seconded by Eric Lay Unanimously Carried

 Hockey Canada has a mailout for kids aged 4-10 every year. If Associations put the names of their 10 and under players into the ODHA those kids will get the package.

 Richard Sennott has four season’s tickets to the 67s that don’t always get used. If anybody wants to go to a game, contact him. First come first served.

 IP program review: There is another meeting coming up. Nobody has put in any feedback to Paul as of this meeting. There are Associations that have feedback and will be getting it to Paul. A question was asked about the ODMHA’s requirement to report IP ice hours each month. Paul Kreller has confirmed that this report can go through him. Concern is expressed that the Annex E document imposes bureaucracy on the Associations as opposed to giving the impression of helping to run an effective IP program.

 Confirmation that Paul Kreller, as Alternate Chair House, will be the District’s representative for the IP program review

 The ODMHA has said that individuals who have taken the Coach Stream course but have not finished the Post Course material can have an extension to get their material in. The ODMHA has not identified the actual final date by which this material must be submitted.

 Vacant positions still need to be filled.

MINOR COUNCIL MEETING 1. Highlights from the Minor Council meeting are:

 There is some discussion about separating the ODMHA and ODHA annual meetings. There is also discussion about redoing the voting at the ODHA to reduce the influence of Junior.

 Trainer certification: If a trainer’s certificate has expired, there is a 90 day grace period for trainers to be recertified and they can remain on the bench.

 Overage Players: Players cannot play at a level below their age level without the approval of Minor Council. Norm has distributed an application form that needs to be submitted. Underage players can only play up one level. It is at the discretion of the Association President based on their analysis with input from a knowledgeable hockey person or persons.

 Trainer mentor: There is discussion of appointing a trainer mentor within the district.

Alternate Chair House:  Risk and Safety conference: November 27th. Location, Agenda and time TBD.  Please let Jeff Steele at the ODHA know who your Risk and Safety contacts are for each Association.  Paul has received a number of reports for suspensions. Checking from behind and abuse of officials have been the two leading issues on suspensions.  BMHL Rules and Regs will be put on the District website.  Reporting of suspensions is well in hand for BMHL

Competitive:  Everybody is up and running  All B coaches made it to the coaches meeting  Richard attended the AAA meeting last week.  Number of suspendable offences appears to be about equal with last year. Toronto gives a higher number of games suspended than Ottawa for the same offence. o Jr 67s 12 permits, 6 non-suspendable offences, 6 suspendable for 7 games o Sting 20 permits, 10 non-suspendable offences, 23 suspendable for 33 games o Knights 3 permits, 8 non-suspendable offences, 5 suspendable for 5 games

Referee in Chief:  One missed game at the BMHL  Three official no-shows. One ref has been removed from the list  179 active officials on the list  Last clinic was October 24th  Mentorship games have taken place, mainly at the Novice level  Mandatory Speak Out training has taken place  RIC attended many Association Coaches meetings. Are available for future meetings if necessary  Some challenges with timekeepers at competitive games, primarily with the B league. Is there a need for a timekeepers clinic. Contact Bruce if interested.  92 Supervisions done to this point in time.

Registrar/ Treasurer:  No questions on Registrar report  John has sent amounts owing. Please get money to John.

Ice:  All good

BMHL:  Schedule should be out in next day or so.  Things going well.

Looking for teams.  Issues with parents who have objected to their child’s placement. Mike suggests that we should consider an enforcement of the boundary rules.

Canterbury  Some balancing changes have been made to keep things even  Midget A. Two teams were put in and it was the right decision. Midget A is working well.  Midget C has been going well.  A parent has filed a Statement of Claim against Canterbury. It is viewed as being without base, but will go through the process  Initial and casual discussions have taken place with SE about a potential merge.

Ottawa Centre  Everything is going well

Ottawa East  Things going well  PRC deadlines will be watched carefully  Disagree with IP article 8 about not dressing goalies for fun days  One IP player is significantly more skilled than the other IP kids and should be moved to Novice.

West End  Things going well  Midget C has been very well received

Sting  Started a website with GoalLine. They haven’t been very happy with the service. It’s not as responsive as it might have been.  Concerns with length of games at Atom A

Ottawa West  Larger number of kids trying out. Six of eight teams are competitive. One team which is not strong did just win a tournament which was their first win as a group.  The Knights are looking at developing a more comprehensive approach to development.

Junior 67s  They have a defense mentor program set up with a former NHL player.  Junior A team wants minor midget 67s players to affiliate. The minor players can result in 15 year olds playing against 20 year olds. Players have been hurt and this poses a Risk and Safety issue.
