MICKLE TRAFFORD & DISTRICT PARISH COUNCIL MEETING HELD ON MONDAY 13 JUNE 2016 AT 6.30PM - MICKLE TRAFFORD VILLAGE HALL

Open Forum Mr Mark Leaney Q It was reported in Highways and byways that councillors had been in discussion with HLTC about development of green spaces on the new site. A Cllr Blackman explained that the Councillors named in the minutes had met with HLTC as individuals in order that they could report to the last Parish Council meeting the potential for usage of green spaces on the HLTC site No formal discussions have been entered into. Q The WI garden area in the Queens diamond jubilee Park is overgrown and is in need of attention. A Cllr Harrison advised that this area was no longer looked after by the WI and was covered by the general maintenance contract that covered the whole Park. Q The maintenance of the Park is poor and in particular the grassed area is not maintained to a level that it can be used for various activities The contractor does not remove the grass cutting following cutting. A The matter will be looked at by one of the sub committees to ensure that the contractor is meeting the requirements of the tender. Q Why is the Park being used by a profit making business which is causing a noise problem A The organiser of the activity has been spoken to by Parish Councillors about the noise level and has been asked to be more mindful of neighbours to the Park. The Parish Council have also contacted CWaC Environmental team about what levels of noise are considered acceptable for an outdoor event and asked them to monitor the activity. A sub committee of the Parish Council will be considering usage of the Park in the future. Cllr Nicholas advised Mr Leaney to register any noise concerns he had with CWaC.

Mr Ian Thomas Mr Thomas asked if there was any feedback from councillors who attended the recent presentation by InEOS Cllr Parkin advised that the presentation had covered areas of exploration by InEOS which did not impact on Mickle Trafford at all. The area of Mickle Trafford is covered by IGas and no comments were made about this area.

POLICE UPDATE The meeting was closed at 18.59 so that Constable Boulton could address the meeting. Constable Boulton advised that there had been a serious RTC at the Dee Road crossroads and at this time it did not appear that the RTC had been caused by any issues relating to the road. Cllr Taylor was able to advise that the young man who was injured was now out of hospital and starting to make a recovery. Constable Boulton asked the meeting to be aware that there had been a series of shed break-ins in the area and these continued to be investigated. The parking at the School was still an issue and all parties involved were trying to improve the situation further. There had been no reported incidents of Anti-social behaviour during the school holidays. The Police House was being used by more officers but there was no change in its official status. Constable Boulton was aware that an incident of had been reported, via 101, of people selling goods from a white van. The meeting was opened again at 19.11 following the report

Item 03 Approval of Parish Council Minutes. In the minutes of the 9th May they stated that Cllrs Parkin, Sharpe and Blackman attending a meeting with HLTC as councillors. This was not correct as all three attended the meeting as individuals and then reported the details of the meeting to the Parish Council RESOLVED – The Minutes of the PC meetings held on 09th May 2016 were then proposed for acceptance by Cllr Blackman, seconded by Cllr Sharpe. ALL AGREED

Item 04 Planning Committee RESOLVED – It was proposed by Cllr Rowlands, seconded by Cllr Bartley and agreed by ALL that the draft Minutes of the planning committee held on the 6th June 2016 were noted by the Parish Council

Item 0 5 Gowy Liaison RESOLVED – It was proposed by Cllr Woods, seconded by Cllr Parkin and agreed by ALL that the draft Minutes of the Gowy Liaison committee held on the 2nd June 2016 were noted by the Parish Council

Item 06 To note Income & Expenditure in May 16, to note authorised cheques in May 16 and approve accounts as at 29/05/16 The income, expenditure and the cheque authorisation were noted and it was proposed by Cllr Parkin seconded by Cllr Blackman and agreed by ALL that the accounts for May be accepted. Cllr Rowlands asked why the precept was higher than what was requested. He was advised by the Clerk that this was due to the Council Tax Reduction Scheme grant support to local Councils in 2016/17.

The Clerk advised the meeting that receipts for advertising in the Highways and Byways magazine had already reached £1900.00 The Parish Council noted it’s thanks to Jenny and Roger brace for their efforts to secure funding.

Item 07 Councillors Special Duties List 2016/17 Cllr Nicholas presented his views about how the Parish Council and its sub committees should operate in the future. The proposal prompted much discussion and it was then Proposed by Cllr Rowlands, seconded by Cllr Nicholas and agreed by ALL that three core committees should be formed with 4 core members to each committee (See separate list) A second proposal was then made by Cllr Harrison, seconded by Cllr Bartley and agreed by ALL that meetings for these committees should be scheduled and in the future consideration be given to holding bi-monthly FULL Parish Council meetings.

It was then proposed by Cllr Nicholas, seconded by Cllr Rowlands and agreed by ALL that Cllrs Parkin and Parker should continue to liaise with the Mickle Trafford Frack free group

The meeting was then closed at 19.48 in order that Mr Roger Brace could address the meeting about the Highways and Byways. Mr Brace stated that the production and delivery of the Highways and Byways was continuing successfully and did not need fixing. New volunteers had come forward to help with distribution but more were always welcome. Mr Brace did ask that councillors should be nominated who would be in contact with the editorial tem in order to assist continuity The meeting was then opened again at 19.54 following Mr Brace’s comments It was then proposed by Cllr Nicholas, seconded by Cllr Rowlands and agreed by ALL that Cllrs Parkin and Sharpe would be the Parish Council representatives on the Highways and Byways group. Cllr Bartley advised that he would be willing to take on more deliveries of the H&B

It was agreed that the Web Liaison would be done by Cllr Taylor The Clerk and Cllr Taylor would look at the development of a bulletin board for PC correspondence

Item 09 Village Hall Trustee report Cllr Blackman reported the following 1. Electrical testing showed a major problem behind the bar and part of the lounge. We were awarded test certificate with time limit to complete. This is a cost of £1800 approx. to the PC. 2. Completed painting of the Kitchen and touch up of all paint work. Trustees paid for 3.Fitted a complete new sound/system and TV .This now means we can have conferences and link computers etc. through the TV. The club have worked with us in achieving an agreed system and most grateful to Gareth for all his help. Trustees paying and Vat recovered as property of PC Hence European cup football can be seen on large screen for the entire village. Extra hours taken by the club. 4. We have won our first conferences from our local school for meetings etc. through to 2017.This income is most welcome and makes the hall more visible to all. 5. We are having more lettings to Ballet, Drums, Toddler and Mums. All dates are filling up well. We have had to turn away some bookings. 6. Children's parties are increasing also more celebration events in all rooms which are making the Hall a more community hall. 7. Web site working very well. 8. We had drain problems behind the bar area due to blockages outside. This was fixed quickly and working with the club we had it all fixed within hours of being reported. 9. CCTV is operating fully and been used on three issues. 10. Altogether a very good month for the hall on both revenue and usage.

It was then proposed by Cllr Parker, seconded by Cllr Taylor and agreed by ALL that a maximum sum of £2000 exc. VAT should be approved to cover the cost of the electrical work in the Village Hall.

Cllr Blackman advised that the marketing of the Village Hall as conference venue would be done through the Website, Highways and Byways and other Social media forums

Item 10 Website Design Approval It was proposed by Cllr Parker, seconded by Cllr Sharpe and agreed by ALL that the payment of £319.00 should be approved to cover the cost of Website design by Blue Sky Websites.

Item 11 Usage of Queens Diamond Jubilee Park Cllr Parker confirmed that Section 106 money will be available for development of the Park and it was agreed that the Community Assets group would report at the next meeting on how the grant could be spent. The way the Park is used in the future will also be a consideration by the group.

Item 12 Gowy Landfill site The Parish Council should forward notification to FCC Environmental about the way the consultation/information to residents of the Parish has been handled.

Item 13 Highways Issues School Lane – Hedge Residents of School Lane will be approached again by CWaC before they consider legal action to get the hedges cut back. The Street – Pothole – Enq 4781377 This repair has now been carried out and consideration is being given by CWaC to re-surfacing the whole junction.

Warrington Road – Damaged Road Sign - Enq 4781378 The sign will be repaired and the job has been placed with contractors

School Lane – Open drainage This matter is being actioned by CWaC and Muir Housing. The Parish Council are awaiting details about when the work will be done.
