I. JOB INFORMATION:

II. OVERALL PURPOSE: The overall purpose highlights the major elements in the job and provides the reader an overview, explaining the purpose, tasks, and responsibilities inherent in the job and the placement of the job within the organizational hierarchy.

 Under the supervision of the Sergeant Criminal Intelligence, the Intelligence Coordinator is responsible for generating, updating and maintaining confidential documents and files containing classified information on persons suspected of or charged with criminal offense and for providing support to the section, crime analysts assigned to Criminal Intelligence, and the Surveillance Team.

III. MAJOR RESPONSIBILITIES: This is an expansion of the overall purpose. Make statements clear and concise so that they would be meaningful to a person not directly familiar with the work. Each sentence should begin with an active verb reflecting what, how, why, and the frequency of what is done. Consider the objectives of the job and the variety of work performed over the course of an entire year, and list the major responsibilities in order of importance.

 Responsible for generating, updating and maintaining confidential documents and files containing classified information on persons suspected of or charged with criminal offense:  Maintain and update Criminal Intelligence Files (active and inactive investigations), including back log, new entry, updates / modifications and cancellation of data.  Produce and input Intelligence Officer Reports; provide these Reports to the ACIIS Data Entry Clerk which is selectively shared with CISO, CIROC and Level One Agencies at hosted conferences.  Update appropriate application (Intranet / relevant OPS Software tools) respecting the recent releases from Correctional Service Canada and save Criminal Profile, Standard Profile and Photo to Internal Intelligence Databases; advise / notify Analysts of any potential high risk individual that has been released into our jurisdiction originating from outside of Ottawa.  Conduct queries & retrieve reports of interest to requesting Level One Agencies and to secure background clearances for requesting Agencies.  Respond to inquiries made by our Integrated Intelligence officers for urgent information while they are actively working on a probe requiring operating system checks throughout the day on a regular basis.  Conduct queries in the Intelligence Database for any adverse information on Recruits & Civilian applicants.  Coordinate Liquor License Applications checks (LLA) sent by the City of Ottawa. Conduct queries through internal databases (RMS, Intel Database) & through open source intelligence in search of any adverse information in relation to the business applying for the liquor license; in the event of adverse information, provide appropriate District Inspector with details of the findings.

 Provide support to the section, crime analysts assigned to Criminal Intelligence, and the Surveillance Team:  Assist Criminal Intelligence Analysts with documentation after Integrated Intelligence Unit Members Coverage of criminally organized events, i.e., supporting the completion of a Matrix with all useful RMS information and marrying together plates, times and photographs for a power point presentation.  Maintain Records of attendance and certification of OPS Members to CISO courses, including the Outreach Courses hosted by Ottawa Police Service on behalf of CISO on Excel Spreadsheet for Unit’s Staff Sergeant. Records including the C-24 (Lawful Justification Training) and Confidential Informant Foundations (Human Source Handlers – Intelligence Training) courses.  Attend meetings with partnering agencies, record meeting minutes, ensure to capture important information, draft & disseminate meeting minutes.  Complete the confidential Criminal Intelligence Investigators surveillance daily activity sheets with a high degree of accuracy transcribing handwritten notes; maintain electronic database of same and any other files that need to be uploaded in order for the files to be contained and organized. III. MAJOR RESPONSIBILITIES (CONT’D):

 Maintain extensive knowledge of the Internal Intelligence within OPS systems such as File Maker Pro, RMS / CPIC, ACIIS, MTO, Intranet Tools (Policing Resources, CISO Intelligence) and Microsoft Office.  As required, perform the duties of the ACIIS Data Entry Clerk including uploading or extracting File References, Project Information and / or all ACIIS Entities and Query.  Assist with the duties of the Criminal Intelligence Admin & Background Coordinator & Street Check Representative in their absence.  Answer the Criminal Intelligence must answer line & record anonymous Intel information in the absence of the Criminal Intelligence Investigators, while ensuring a high degree of confidentiality.  Maintain a high degree of discretion and integrity in safeguarding ongoing confidential information.  Performs other duties, assigned by higher authority, which are unplanned or of a transient nature, retaining an innate flexibility in their day to day work.

IV. STATEMENT OF REQUIRED QUALIFICATIONS: Required qualifications are considered the essential minimum qualifications to carry out the duties and responsibilities of a position.

I. EDUCATION AND EXPERIENCE Level of minimum academic or other formal training required which provides the basis for development of the skills and knowledge needed in the position. Level of minimum experience required for the position, including the number of relevant years of experience.

 Secondary school diploma - Grade 12 or equivalent, plus one (1) year additional relevant post secondary education.  Experience and formal training combined may substitute for stipulated education requirements.  One (1) to two (2) years relevant progressive experience in an administrative, clerical or support role to management including utilization of word processing, spreadsheet, email, internet software applications.

II. LANGUAGE Degree of skill needed, i.e. oral fluency, reading and writing ability in one or more languages.

 English – fluency in oral, reading, and writing.

VII. IN-SERVICE TRAINING Specify only training that is mandated / required to perform the position duties. Do not include training that is not essential.

 The following mandatory training and education is provided to all employees of the OPS:  Occupational Health & Safety.  Respectful Workplace.  Harassment & Violence in the Workplace.  Accessibility for Ontarians with Disabilities Act (AODA).  ACIIS Maintenance Course & ACIIS Query Course will be provided as required.  Broad knowledge and understanding of the various Service procedures and a comprehension of the operation of computer systems including the Intranet, Records Management System, CPIC, Microsoft Office, File Maker Pro; training will be provided where required.

VIII. EFFORT AND WORKING CONDITIONS Specify the physical & mental demands and working conditions under which job duties are performed, including nature, frequency, and duration.

 Work is generally performed in a secure open office police environment with no public access and limited member access with frequent background noise requiring:  Sitting at a desk for long periods of time.  Moderate periods of concentration to detail due to high degree of accuracy required.  The reading and viewing of material, which could be disturbing in nature.

IX. DESIRED QUALIFICATIONS Desired qualifications are considered a “plus”.

 Oral, reading, and writing fluency in French or other languages.  Working knowledge of the various functions of Criminal Intelligence.
