Office Duty Procedures

The purpose of duty is to meet the needs of the YOT service and provide support to your colleagues.

If you are on duty you should ensure that:

 Your diary is clear and you have no clients/meetings for the day.  There are alternative arrangements/cover if you are planning leave or attending training.

Duty Person Responsibilities:

 To arrive at YOT in order for duty to commence at 9am  Open filing cabinets at 8.45am and lock them up at 5pm.  Be based at Duty Desk/Room  Check duty diary for young people scheduled to report to duty  Deal with enquiries from clients and agencies throughout the day.  Provide support to court duty officer and Bail and Remand Officer which includes to Remand to Local Authority Accommodation and Court Ordered Secure Remands.  To see young people sent from court after sentencing and complete duty reporting sheet (attached)  Explain the rules and regulations of the YOT and get them to sign the supervision and behaviour contract in relation to new court Orders.  Clear communication between duty officer and duty manager (i.e.: notifying and updating them of the days work, when you are going to lunch, etc)  Complete and sign duty log sheet which must be signed and filed by duty manager at the end of the day.  Any communication with clients or agencies must be recorded on YOIS. This must also be recorded on the duty log sheet. YOIS message and email this communication to Case Responsible YOT Officer and their Line Manager.  Any transfer or care taking requests received, the Duty worker to ensure that the Transfer checklist form (see attached) is sent to the relevant YOT and to notify Operations Managers of this.

 The duty manager must be available from 8:45am up until 5pm on their mobile as shown:

Bromley YOT – September 2011  The duty manager’s role is to support the office duty worker and to provide general support to the YOT staff.  Ensure that duty log sheet is countersigned by duty manager and filed at the end of the day.  To be contactable by phone for staff that are on prison/home visits, after hours appointments and/or communicate any issues that may arise (i.e.: staff safety).  Staff that are undertaking home visits should ensure that relevant police checks have been obtained. PNC requests should be forwarded by email to [email protected] with the relevant form (attached). This should be done prior to the home visit and the duty manager should be notified of expected time of return. This information should also be recorded on white board in admin room and in your Outlook calendar.  Check to see if any members of staff are staying beyond the normal office hours (after 5pm) with prior agreement from their line manager and to ensure that the late duty manager is informed of those members of staff and those undertaking home visits.  .For those staff members working late ensure that an identified designated key holder is available to secure the YOT building.  The duty manager should notify the late duty manager by midday of the day of the appointment/visit (at the latest) of any after hours appointments. The duty manager should complete the duty manager handover sheet to reflect late appointments (attached).

Late Duty Manager Responsibilities

. From 5:00pm to 8:30pm any concerns with regards to health and safety issues (personal safety) . After 5pm anything related to child care matters (i.e.: child protection) must be communicated to the Emergency Duty Team (EDT) who are contactable on 020 8464 4848.

Transfer of cases (temporary or permanent) to Bromley YOT

In order to facilitate a swift and effective case transfer process Bromley YOT has proposed the following model:

In the first instance, a courtesy phone call from the Operations Manager from the YOT wishing to transfer/care take an Order or a case at the PSR stage, should be made to the Bromley Operations Manager - Court and Community team (Lorraine Duffus) to discuss the proposed transfer, timescales and any issues in relation to the young person.

Following discussions with the Bromley YOT Operations Manager – Court and Community team, the YOT wishing to transfer the case will need to complete the attached transfer summary checklist. This will need to be completed as we will not accept cases without a summary and the relevant paperwork.

All paperwork listed below should be forwarded and sent by secure email to [email protected]

Following the phone call and completion of the transfer summary checklist, all relevant information such as:  Completed ASSET & Countersigned ROSH;  PSR or Referral Order Report;  PNC - list of convictions;  CPS papers and case summary  Intervention plans and reviews  Vulnerability and Risk Management Plans and Reviews;  Contact record or diary sheets;  Copy of Court order/s and or licence.  Other relevant Reports, (Educational, (SEN statement) Psychiatric and/or Family Proceedings, etc).  Notification of any gang issues or any safety concerns regarding the young person.  LAC paperwork;

Once all the paperwork has been received a 3 – way transfer meeting will need to be arranged between the respective allocated YOT officers. The transferring YOT will retain full case responsibility after the transfer meeting has been held and in some instances for a period of 3 months from allocation to Bromley YOT. During the 3 month period the transferring YOT will retain responsibility for any breaches and completion of Pre- Sentence Reports. In cases involving ‘Looked After’ young people, young people placed in Temporary Accommodation by Housing Departments, or young people with on-going Court proceedings the transfer of case responsibility will be subject to negotiation, depending on the nature of the placement and/or proceedings.
