Survey of India Jammu and Kashmir Geo-Spatial Data Centre, Nagrota Jammu-181221 E-TENDER-CUM-AUCTION NOTICE DISPOSAL OF Condemned / Unserviceable E-waste And Other Misc. items [Tender No. 6 /15-L-2 Dated 06/ 01/2020] CORRIGENDUM FOR TENDER NO 6 /15-L-2 Dated 06/ 01/2020 B. TERMS & CONDITIONS 1. Condemned Unserviceable E-waste And Other Misc. items pertaining J&K GDC of SOI as given in Appendix “A” will be sold out on “As is where is, basis” to the highest offered bidder through electronic tender cum auction. 2. The required manpower for lifting the items to be arranged by the bidder himself at his cost. 3. The interested bidders will have to send the DD/BC only to tune of Rs 10,000/= as security/EMD in favour of E&AO, J&K GDC Survey of India and payable at Jammu to the following address: The Director Jammu & Kashmir GDC Survey of India Complex Golf Course Road Nagrota Jammu-181221 EMD shall reach above address before the date of opening of the technical bid otherwise the bid will be considered as nonresponsive. The EMD will be refunded to the unsuccessful bidder except first and second highest bidder after live eAuction. 4. The Condemned Unserviceable E-waste And Other Misc. items can be inspected on any working day between 10.00 am to 5.00 pm in the premises of J&K GDC Survey of India Nagrota Jammu. 5. The entire sale/bid value with applicable taxes shall be deposited by the highest bidder within 15 days from the date of issue of sale letter. 6. The possession of Condemned Unserviceable E-waste And Other Misc. items will be given to highest bidder on the receipt of full amount of bid value after completing all the formalities. 7. The highest bidder/purchaser will have to remove the Condemned Unserviceable E-waste And Other Misc. items within 15 working days at their own cost from the date of issue of sale letter to the highest bidder. 8. In case, if the highest bidder does not lift the Condemned Unserviceable E-waste And Other Misc. items within 15 working days, the bid security/EMD deposited by him shall be forfeited without any communication. Thereafter, Condemned Unserviceable E-waste And Other Misc. items will be offered to the second highest bidder at the price offered by highest acceptable bidder. 9. The highest bidder will have to deposit GST @18% or RATE as applicable on the entire auctioned amount with the concerned authority and the deposit slip shall be submitted in the J&K GDC before seeking for gate pass to lift the Condemned Unserviceable E-waste And Other Misc. items In case of any dispute arises relating to any aspects of this contract between two parties, the decision of the J&K GDC shall be final and binding on the successful/highest bidder. 10. In case the date of opening of bid is declared as a holiday on any account, the opening will be taken place on the next working day. 11. The J&K GDC Survey of India reserve the rights to cancel the e-tender cum auction bids without assigning any reason there on. 12. Tender cum auction Process: The selection will be done in three stages i.e. Technical bid, Financial bid, and eAuction. 13. The minimum quoted value should not be less than estimated cost of the items prescribed in BOQ document. 14. Bidders must fulfil the eligibility criteria and submit the documents mentioned in the following conditions as, (a) Must be registered for GST with Departments of India/State Govt. (b) Must be an income tax assessed. (c) Must not be black listed by any Department of the Government of India or any state or by any PSU/Authorities of Govt or Organisation of Government. (d)Must be registered as a Recycler/Pre-processor of E- waste with Central Pollution control Board, Ministry of Environment and forests, Government of India or with the state pollution control Board or state government dealing with E-waste etc. Bids received from the firms other than so registered will be summarily rejected. Following documents to be uploaded on the portal for the bid in respective covers a. EMD b. GST registration certificate. c. Tender-cum-Auction acceptance letter (Annexure-A) d. Undertaking for non-blacklisting firm and non-registration of criminal case. e. Scanned copy of latest ITR of the firm. f. Registration certificate issued by Central Pollution control Board, Ministry of Environment and forests, Government of India or with the State pollution control Board or State government dealing with E-waste etc. g. Financial BID- The financial bid shall be filled on-line as per proforma /BOQ-Bill of Quantity in given excel format. The offline financial bids will not be accepted. h. e-Auction: Live Auction will be done through the portal as per scheduled date and time. The start price of the auction will be the price offered by H1 bidder in financial bid. After completion of live auction, final H1 bidder will be declared. 13.
