Pohangina Community Committee Meeting 3rd February 2015 7.30pm County Fayre

Present: L Besley, J Barnett, R Galyer, C Pullar, K Hilliard, M Pratt, J Walcroft (for part of meeting), J Hawthorn (MDC) 1 Procedural Matters Action

2 Items for Approval/Information

2.1 Finances Funding Available to PVCC MDC Funding River Access $4400 ANZAC Centenary $400 Bus Shelter $3500 Signage project $1000 Walking Access River Access $5150 PVCT Newsletter $200 2.2 Ann Groenendijk The committee expressed their sadness at the recent death of Ann Groenendijk. Ann was a valuable member of the Pohangina Hall and Pohangina School committees. Her work on these committees and around the Pohangina Village is going to be missed.

2.3 River Sub Committee An article summarizing the October meeting of Pohangina Oroua River Control Scheme Liaison Committee and the purpose of upcoming AGM will be published in March edition of the Village Voice. 2.3.1 River Access C Pullar reported on a successful meeting between MDC, Walking Access Commission, PVCC and J Culling at which roles of the various organizations were finalized and the project started. J Brock and C Pullar have obtained updated quotes for the project. While some contractors have said they will keep to their original quotes there is a substantial increase in the fencing quote. This is due to a small change in the requirements and some of the fencing that was going to be undertaken in Stage 2 which will now be done in stage 1. Overall there is an increase of $3593 excluding GST. The earthworks and tree trimming is due to start almost immediately. 2.3.2 Raumai Reserve J Barnett contacted MDC about a fallen tree which is perched precariously on top of smaller trees. The tree is still there. After the meeting J Hawthorn notified PVCC that the MDC contractor has been reminded of the work required.

2.4 Domain L Besley and J Barnett reported on the meeting with S Quirke, MDC at which the timeline for developing the domain was presented and agreed. After much discussion it was agreed to proceed with advertising the grazing lease for the domain while J Hawthorn would investigate the renovation of the well with MDC engineers. 2.5 Centenary ANZAC MDC has arranged a meeting to discuss ANZAC J Barnett Celebrations celebrations in the Manawatu region at 6.00pm 12th February. J Barnett to attend. Pohangina Coordination meeting to be held at 7.30pm 11th February at County Fayre. C Pullar has contacted J Brock about installation of flag pole at County Fayre. Have yet to hear if application for funds from Eastern and Central was successful. 2.6 Signage Project Destination Manawatu has installed two new L Besley/J signs at the Raumai intersection. With K Barnett Hilliards immenent departure from the valley he can no longer lead this project. The two remaining members L Besley and J Barnett will need to determine a new timeline for this project. 2.7 Pohangina Bus C Pullar has received a quote of $8200 for the C Pullar/L Besley Shelter new design. C Pullar/L Besley to prepare funding application for this project. 2.8 PVC Newsletter. No one has come forward with an offer to be the editor of the PVC Newsletter, so the December PVC Newsletter was the last edition. There are a number of options available to publish articles and news about the Pohangina valley. These include the Ashhurst Village Voice, Pohangina Facebook page, Awahou School newsletter. There was also a discussion on the current newsletter database and how that could be used to contact Valley residents. The possibility of using the Neighbourhood Watch phone tree was also raised. It was agreed that L L Besley/J Besley/J Barnett produce a communication Barnett procedure.

3 Other Business

3.1 Totara Reserve L Besley prepared article for Village Voice summarising results of pest management and bird monitoring programme.

3.2 Pohangina Valley Traffic Counts complete. Results show that Speed Limit vehicles are complying with posted limits on Finnis Road, but a significant percentage are exceeding the speed limit on Pohangina Road. Additional 70/100 kph speed limits to be installed at the town boundaries around Waitangi weekend

3.3 MDC Report Cr A Short reported on current MDC activities. These included:

-Resource consent for Feilding WWTP granted.35yr consent for irrigation to land but only 10yrs for discharge to Oroua River.

-Main South Road at Rangiwahia has been sealed. This completes the Manawatu Country Road and Destination Manawatu and MDC celebrated the opening with a ceremony at the Rangiwahia Hall which 200 people attended.

-Water issues in the District with the prolonged dry spell –especially at Halcombe.

-Rural fires have also been an issue with the recent fire at Bainesse costing $100,000

3.4 Emergency It was decided that it would be more productive Management if the meeting on emergency management was held with the community rather than just the PVCC 3.5 Passey Farewell While PVCC members were willing to assist with the farewell for the Passeys it was recommended the farewell be organised by the Hall committee and County Fayre

3.6 District Plan To be first item discussed at next meeting compliance

3.7 Sealing of Kuku Road Preparing a case for the sealing of Kuku Road as far as the cemetery is to be discussed at the next meeting.
