To: All Food Business Operators Subject: New health certificate for the export of sheepmeat and sheepmeat products to Canada

Introduction This is to inform you that agreement has been reached with the Canadian authorities on the text of an official meat inspection certificate for the export of sheepmeat and sheepmeat products from Ireland to Canada. The text of the agreed certificate is contained in Annex 1 to this trader notice.

Approval of plants We have asked the Canadian authorities to include all active DAFM-approved sheep slaughter plants and commercial cold stores in the list of establishments eligible to export sheep meat to Canada. The complete list of plants approved to export to Canada is given in Annex 2.

Role of FBO Any FBO intending to export sheepmeat to Canada must draw up an SOP beforehand, to be approved by the responsible official veterinarian of this Department, which demonstrates how they intend to produce sheepmeat that complies with the Canadian requirements.

The revised veterinary health certificate will be made available to Veterinary Inspectors at the eligible plants through the usual channels, on request.

For all sheep or goat meat and meat products other than shelf stable commercially sterile sheep or goat meat products, packaged in hermetically sealed containers (cans or retortable pouches) and shelf stable dried soup mix products, bouillon cubes and sheep or goat meat extracts: I hereby certify that / Je certifie par la présente que :

17.1. The sheep or goat meat and/or meat product is derived from animals which / La viande de mouton ou de chèvre et/ou les produits à base de viande de mouton ou de chèvre sont issus d'animaux qui :

17.1.1. have been in the EC since birth or have been in the EC for the last 90 days prior to slaughter; / sont demeurés dans la CE depuis leur naissance ou ont séjourné dans la CE durant les 90 derniers jours précédant l'abattage;

17.1.2. have not been in contact within the last 90 days with any animal from a country or zone that was under restriction, at the time of slaughter, for Foot and Mouth Disease or Peste des Petits Ruminants; / n'ont pas été en contact, dans les 90 derniers jours, avec tout animal provenant d'un pays ou zone soumis à restriction, au moment de l'abattage, au titre de la fièvre aphteuse ou peste des petits ruminants.

At the time of slaughter, the animals were older than 12 months of age and they did not originate from a herd or flock under restriction for classical scrapie and were not slaughtered as part of a scrapie control program;/ Les animaux avaient plus de 12 mois au moment de l'abattage, ne provenaient pas d'un élevage placé sous restriction à cause de la tremblante classique et n'ont pas été abattus en vertu d'un programme de contrôle de la tremblante;

Or/Ou :

At the time of slaughter, the animals were older than 12 months of age and originated from a flock or herd under restriction for classical scrapie and were eligible for human consumption in accordance with Regulation (EC) No 999/2001./ Les animaux avaient plus de 12 mois au moment de l'abattage, provenaient d'un élevage placé sous restriction à cause de la tremblante classique, et étaient propres à la consommation humaine, conformément au Règlement (CE) No 999/2001.

17.3. Every precaution was taken to prevent direct or indirect contact during the slaughter, processing and packaging of the meat with any animal product or by-product derived from animals of a lesser zoosanitary status./ Toutes les précautions ont été prises afin de prévenir tout contact direct ou indirect durant l'abattage, la transformation et l'emballage de la viande avec tout produit ou sous-produit animal dérivés d'animaux de statut zoosanitaire moindre.
