This qualification has been reviewed. The last date to meet the requirements is 31 December 2018.

Transition Arrangements

This qualification has been reviewed and replaced by the New Zealand Certificate in Barber Skills (Level 3) [Ref: 2114] and the New Zealand Certificate in Commercial Barbering (Level 4) [Ref: 2115].

The replacement qualifications are substantially different in design to those they have replaced. The last date for entry into programmes leading to the replaced qualification is 31 December 2015. The last date to meet the requirements of the replaced qualification is 31 December 2018 at which point the qualification will be designated discontinued.

It is recommended candidates currently enrolled in programmes leading to the replaced qualification complete their existing programme by 31 December 2018. They may, however, choose to transfer into a programme leading to either of the new qualifications.

It is anticipated that no existing candidates will be disadvantaged by these transition arrangements. However, anyone who feels that they have been disadvantaged may appeal to the NZ Hair and Beauty Industry Training Organisation Incorporated at the address below. Appeals will be considered on a case by case basis.

National Certificate in Barbering

Purpose

The National Certificate in Barbering recognises the knowledge and skills necessary to provide barbering services in a commercial environment.

People who hold this qualification will be able to consult with a client to determine the client’s needs, make informed decisions on actions that need to be taken and carry out those actions in a professional manner, cut hair using barbering techniques, shape beards and moustaches, describe the fundamentals of wet shaving, and consult with the client at all times. In addition, they will have demonstrated the range of knowledge and skills required to run an efficient column in a professional barbering shop. All of the standards in this qualification are compulsory because they outline the skills and knowledge required of someone operating as a barber.

This qualification can lead to the National Certificate in Hairdressing (Professional Stylist) [Ref: 0022] and the National Certificate in Hairdressing (Management) (Level 5) with strands in Assessment of Hairdressing, Tutoring in Hairdressing, and Salon Management [Ref: 0646]. The National Certificate in Hairdressing (Salon Support) [Ref: 0268] can contribute credits towards this qualification.

Credit gained for a standard may be used only once to meet the requirements of this qualification.

Unit standards and achievement standards that are equivalent in outcome are mutually exclusive for the purpose of award. The table of mutually exclusive standards is provided in section 7 of the New Zealand Qualifications Authority (NZQA) Rules and Procedures publications available at http://www.nzqa.govt.nz/ncea/acrp/index.html.

Reviewed standards that continue to recognise the same overall outcome are registered as new versions and retain their identification number (ID). Any version of a standard with the same ID may be used to meet qualification requirements that list the ID and/or that specify the past or current classification of the standard.

Transition Arrangements

Version 8

Version 8 was issued in order to update the content of the qualification following the review of standards in the Beauty Services subfield.

Changes to content and structure  The total credit requirements were updated from 154 to 147.  The expiring standard 2758 was replaced by standard 25794 in the Compulsory section.  Standards 56, 57, 406, 497, 1277, 3501, 11949, 11955, 12008, and 12349 were removed from the Compulsory section.  Standards 25435-25439 were added to the Compulsory section.  The domains, titles, and credits of reviewed standards in the Hairdressing domain were updated.

People currently enrolled in programmes leading to the award of version 7 may either complete that version or transfer to version 8.

This qualification contains standards that replace or are alternatives to earlier standards. For the purposes of this qualification, people who have gained credit for the expiring or replaced standards are exempt from the requirement to gain credit for the replacement standards – see table below.

Credit for Exempt from 2870 19805 10647 19807

People who have gained credit for the last version of the expiring standard 2758, which was registered in August 2008 and subsequently replaced by standard 25794 in August 2009, are eligible for HITO to arrange and pay for them to gain credit for this replacement standard. Trainees must complete the last version of the replaced standard before 31 December 2009 to be eligible for this arrangement. People who are affected should contact HITO at the address below.

It is not intended that anyone is disadvantaged by these transition arrangements. However, anyone who feels they have been disadvantaged may appeal to the SSB at the address below.

Previous versions of the qualification

Version 7 was issued to replace standard 62 with standard 20929.

Version 6 was issued to clarify the transition arrangements for the previous versions 2, 3, and 4.

Version 5 was issued following the review of standards in the Hairdressing and Barbering domains.
