Application u/s 6 of The Right to Information Act, 2005 seeking information on KGBV Scheme

Dear Ms Chauhan,

I came across the Guidelines for the Kasturba Gandhi Balika Vidyalaya (KGBV) on the website of Ministry of Human Resource Ministry. I have some questions regarding the scheme kindly reply to the following questions.

1. In which year government of India took the decision to implement the scheme and in how many states and districts? 2. What were the bases of formulation of the scheme? Please provide me the minutes of meeting of the meeting in which the amount sanctioned for KGBV was finalised. 3. Please provide me the copy of reports which mention the targets and goals to be achieved in short and long term all states in which this scheme was planned to be implemented. 4. Please provide me the amount (in Rs) sanctioned and amount spent in state mentioned, per year of the Xth Plan in the format given in Annexure A. 5. If the total sanctioned plan year for the Xth plan does not get spent and the govt is not able to start the 750 KGBV schools then what government will do with the remaining money? 6. Please provide me with a consolidated status report of all KGVB’s sanctioned till now by the different state governments. 7. The guidelines also mention that schools can be adopted by NGO’s and corporate groups and for that separate guidelines would be issued. It also mentioned that in states where Mahila Samakhya is active, it will be the implementing agency. Please provide me the detailed guidelines & procedure for adoption of schools. 8. To be more precise guidelines says NGO’s can work with implementing body to run schools? What does this mean? How can NGO’s contribute in constructive improvement of the schools? Please provide me with the guidelines on the extent of involvement/stakeholder ship the NGO’s and Corporate groups can have in the school. 9. The guidelines also mention that Mahila Samakhya will be the implementing body in states where it is active like UP, Karnataka etc. Do all Mahila Samakhya bodies in each state follow the same guidelines and standards to run the schools or they all evolve different strategies? 10. The guidelines mention that cost of construction of a school is 20 lacs and other expenditure is 6.25 lacs. Please let me have the minutes of the meeting in which these figures were reached. What is the break up of the 20lacs per school (break up of the construction cost)? How this money will be spend on the KGBV schools? 12. Is there any policy/guideline/GO/directive which ensures that the construction of the school building takes into account the local culture, energy needs, aesthetics and security of girls into account? If there is, then please provide me a copy of the same. 13. What will happen to the school buildings once India achieves the zero drop-out in next plan or near future? Has the future use of the buildings been considered while designing them? 14. Can the local implementing units like Mahila Samakhya raise money locally or from corporate houses to construct the schools/run the schools? Please provide me with the guidelines, if any? If no formal guidelines exist then please provide me the detailed procedure of exercising such an option. 15. What feedback did the government take from the different implementing bodies (grass root bodies) on the dynamics of implementation of the scheme? If there was no feedback taken then why not? 16. Who is responsible for designing the school building? On what bases are the designers chosen? Were any specific guidelines given to the designers for making these special type of schools? 17. What were the quality benchmarks that the government considered for the KGBVs? 18. If we look into different kind of school systems in India like Kendriya Vidyalaya and Navodaya Vidyalaya then per child expenditure on infrastructure is quite good. For example to construct a single Navodaya Vidyalaya government is spending between 5 to 6 crores. For the KGBV scheme 26 lacs for 100 girls is sanctioned. Why is there such a distinction? Does the government think that this vast difference is justified and will result in quality education in KGBVs? 19. The guidelines says the focus of the KGBV schools is SC/ST/OBC and economically weaker section of the society. Then how come government is not pumping in money to give the quality education? 20. How I as an individual contribute to the success of the KGBV scheme?
