Tokyo Electric Power Company (TEPCO) response to journal article by Paul Jobin on the treatment of workers at Fukushima Daiichi Nuclear Power Station

On 27 Apri 2011, Asia Pacific Journal, Japan Focus published an article and interview with Paul Jobin (Director,, French Center for Research on Contemporary China, CEFC, Taipei Office, and Associate Professor, University of Paris Didero) on the situation for workers at the troubled Fukushima Daiichi nuclear power station, “ Dying for TEPCO: Fukushima's Nuclear Contract Workers” . On 4 May, Business & Human Rights Resource Centre invited TEPCO to respond. TEPCO sent the following statement to the Resource Centre:

Regarding the accident at Fukushima Daiichi Nuclear Power Station, all of our resources are currently focused on the full containment of the situation based on the restoration roadmap that was released on April 17, 2011. Furthermore, The Tokyo Electric Power Company, Inc. (TEPCO) firmly believes that the improvement of working conditions for all employees and productivity enhancement will allow us to achieve restoration at the earliest possible date.

The article presented to us contains some descriptions that are inaccurate and not based on fact. In this response, we feel it is not appropriate to address all of the points in the article but will state that some of the items include but are not limited to the accounts of the plant’s working and living environment.

TEPCO has formulated a “Group Charter of Corporate Conduct” which has as its foundation the respect for fundamental human rights. Based on this Charter, TEPCO’s first priority is safety and strict adherence to the fundamental principles and rules on human rights in the international community for all our business activities. We affirm that we are committed to complying with the law and providing a safe and healthy working environment for all TEPCO employees and workers from other companies involved in our business activities.
