Skills play a central part in addressing the major economic challenges that face the region, around low productivity, lagging living standards and entrenched deprivation at neighbourhood level. Through our Employment and Skills Plan, we are committed to addressing these challenges in the following ways: • Increasing the supply of economically-valuable higher level skills in order to drive innovation and productivity growth • Ensuring that more and better apprenticeships are available to enable employers to grow their own skills to meet the specific needs of their business, particularly in shortage areas • Providing individuals with the skills they need to get into employment and to fulfil their career potential, as well as to adapt to the changing needs of the labour market • Supporting engagement between employers and the education system so that young people understand the opportunities available in the local labour market and are well-prepared to make the most of those opportunities • Encouraging employers to invest in workforce development as a basis for improved business performance. In each case, an understanding of local skills needs and labour market prospects is crucial to taking our agenda forward. It informs our development of policy and strategy and more importantly it can be used to help individuals to make better careers decisions, to shape the curriculum offer of education and training providers and to provide wider context to employers’ thinking about the development of their own talent base. -

Tackling Transport-Related Barriers Low-Income Neighbourhoods
Tackling transport-related barriers to employment in low-income neighbourhoods by Richard Crisp, Ed Ferrari, Tony Gore, Steve Green, Lindsey McCarthy, Alasdair Rae, Kesia Reeve and Mark Stevens This report gives three actions that need to be taken to ensure public transport enables rather than constrains people who are returning to work. Tackling transport-related barriers to employment in low-income neighbourhoods Richard Crisp, Ed Ferrari, Tony Gore, Steve Green, Lindsey McCarthy, Alasdair Rae, Kesia Reeve and Mark Stevens Transport can be a major barrier to finding work; this report looks at the transport issues facing out-of-work residents in six low-income neighbourhoods across England and Scotland, and how these issues might be overcome. The report presents findings and recommendations from six case study areas: Harpurhey (Manchester), Hattersley (Tameside), Seacroft (Leeds), Dewsbury Moor (Kirklees), Port Glasgow (Inverclyde) and Castlemilk (Glasgow). We interviewed 79 residents across these areas to find out the length of time and distances that residents were willing and able to travel to work. We also considered the extent to which local transport systems were available, reliable and affordable to potential places of work. Our key finding is that public transport is all too often seen as something that constrains rather than enables a return to work, because of a lack of affordable and reliable transport that gets people to locations where there is suitable work. Actions Coordinated action by the UK Government, combined and local authorities, transport bodies and partner agencies is needed to make sure that: • 'Stronger' models of partnership or bus franchising (through the Bus Services Act 2017) improve the availability, reliability and affordability of public transport, to make it easier to access employment. -

The Kidnapping of Shannon Matthews on 19 February
Wikipedia – The Kidnapping of Shannon Matthews On 19 February 2008, Shannon Louise Matthews (born 9 September 1998), a nine-year-old girl, was reported missing in Dewsbury, West Yorkshire, England.[1] The search for her became a major missing person police operation which was compared to the disappearance of Madeleine McCann.[2] She was found on 14 March 2008 at a house in Batley Carr, near Dewsbury. The house was the home of 39-year-old Michael Donovan, uncle of Craig Meehan – the boyfriend of the kidnapped girl's mother, Karen Matthews. The kidnapping was subsequently discovered to have been planned by Karen and Donovan to generate money from the publicity. Donovan was to have eventually "found" Shannon, taken her to a police station and claimed the reward money, which would be split between Donovan and the child's mother. Donovan – also known as Paul Drake – was arrested at the scene, and charged with kidnapping and false imprisonment.[3][4]Karen Matthews was charged with child neglect and perverting the course of justice on 8 April 2008. The joint trial of Donovan and Matthews at Leeds Crown Court commenced on 11 November 2008[5] and concluded on 4 December with both defendants found guilty of kidnapping, false imprisonment, and perverting the course of justice.[6] They were both given eight-year prison sentences.[7] Craig Meehan was convicted of possessing child pornography which was discovered on his computer during the investigation,[8] but had nothing to do with the kidnapping.[9] Disappearance[edit] Investigation[edit] Nine-year-old Shannon Matthews was seen at 15:10 on 19 February 2008, outside her school, Westmoor Junior School, Dewsbury Moor, after a visit to the Dewsbury Sports Centre swimming pool.[10] The school was about half a mile from her home.[11] At 18:48 Karen Matthews rang the police to report her daughter missing after she had not returned home from school.
