Attachment V.5 Scope of Work for Maintenance Services for Vre Facilities ATTACHMENT V.5 SCOPE OF WORK FOR MAINTENANCE SERVICES FOR VRE FACILITIES RFP No. 018-010 Maintenance Services / Custodial and Seasonal Services Page 1 of 16 for VRE Facilities Virginia Railway Express SCOPE OF WORK FOR MAINTENANCE SERVICES FOR VRE FACILITIES _____________________________________________________________________ 1. OVERVIEW The Contractor shall perform preventive maintenance and task order services at VRE facilities. See ATTACHMENT V.12 – OVERVIEW OF VRE FACILITIES. 2. HEATING, VENTILATING AND AIR CONDITIONING (HVAC) UNITS 2.1 PREVENTIVE MAINTENANCE TASKS A. HVAC units shall be serviced by the Contractor quarterly and shall include the following tasks: 1. Install gauges and check operating pressures. 2. Check voltage and amperage for all motors. 3. Check the air temperature drop across the evaporator. 4. Check the refrigerant level, charge if necessary, and identify any possible leaks. 5. Check evaporator superheat. 6. Lubricate all moving parts. 7. Check high and low pressure switch cut-out. 8. Check electrical lock-out circuits. 9. Inspect starting contactor contacts. 10. Inspect all wiring and connections. 11. Check and clean condensate drain. 12. Check and adjust drive belts. Change filters including high performance pleated / electrostatic where applicable. 14. Check the operation of ultraviolet lights and replace if needed. 15. Inspect for air leaks in the HVAC unit and duct work. 16. Check dampers and adjust as neeeded. 17. Check the operation of the low ambiant temperature control during the fall/winter season. 18. Check the crankcase heater during the fall/winter season. 19. Repairs and replacement of HVAC units shall be completed on a task order basis only. 2.2 HVAC UNITS TO BE SERVICED The HVAC units requiring preventive maintenance service by the Contractor are located at the following VRE facilities and are identified by manufacturer and model number as follows: A. Fire extinguishers shall be serviced, inspected and certified by the Contractor annually. B. Repairs and replacement of fire extinguishers shall be completed on a task order basis only. C. Annual preventive servicing of fire extinguishers shall include the following tasks: 1. Inspect extinguisher for breaks or dents. 2. Confirm the gauge on the extinguisher is full and working properly. 3. Verify the fire extinguisher housing is secure. 4. Complete the certification tag information and secure the tag to the extinguisher. The Contractor shall perform preventive maintenance service on fire extinguishers located at the following VRE facilities: 1. VRE Headquarters - thirteen (13), 5-pound extinguishers. 2. Franconia-Springfield Station (East and West Machine Rooms) - two (2), 5-pound extinguishers. 3. Woodbridge Station (Retail Space, Parking Garage, Pedestrian Bridge, West Tower and Elevator Machine Rooms) – twenty-two (22), 5-pound extinguishers. 4. Rippon Station (Machine Room) - one (1), 5-pound extinguisher. 5. Quantico Station - four (4), 5-pound extinguishers. 6. Fredericksburg VRE Office - six (6), 5-pound extinguishers. 7. Manassas Station Parking Garage - twelve (12), 10-pound extinguishers. 8. Spotsylvania Station (Waiting Room) – one (1), 10-pound extinguisher. 4. DRY STANDPIPES 4.1 INSPECTION TASKS A. Dry standpipes shall be inspected by the Contractor annually. B. Repairs and five (5) year tesing of dry standpipes shall be completed on a task order basis only. C. Annual inspection of dry standpipes shall include inspection of valves, control handles, caps, piping, drains and fire department connections for accessibility, appropriate identification, damage and gasket condition. 4.2 LOCATION OF DRY STANDPIPES TO BE INSPECTED A. The Contractor shall inspect dry standpipes located at the following VRE facilities: RFP No. 018-010 Maintenance Services / Custodial and Seasonal Services Page 6 of 16 for VRE Facilities Virginia Railway Express 1. Manassas Station Parking Garage. 2. Woodbridge Station Parking Garage. 5. PEST CONTROL 5.1 PREVENTIVE MAINTENANCE TASKS A. Pest control services shall be performed monthly by a licensed pesticide applicator during non-VRE service hours. B. Bait traps shall be provided by the Contractor and hidden from view and access to the general public. C. Poisoned rodents shall be properly disposed of off-site. 5.2 FACILITIES TO BE SERVICED A. The Contractor shall perform pest control services at the following VRE facilities: 1. Woodbridge Station (retail space and garage) 2. Quantico Station (waiting room and restrooms) 3. L’Enfant Station 4. Fredericksburg VRE Office 5. Spotsylvania Station (waiting room, restroom and custodial room) 6. MOSQUITO TREATMENT Mosquito treatment shall be provided at the Rippon Station and must be performed monthly during breeding season, for up to nine (9) months a year, by a licensed pesticide applicator. RFP No. 018-010 Maintenance Services / Custodial and Seasonal Services Page 7 of 16 for VRE Facilities Virginia Railway Express 7. EMERGENCY GENERATORS 7.1 PREVENTIVE MAINTENANCE TASKS A. Emergency generators shall be serviced quarterly by a qualified, licensed contractor. B. Emergency generators shall be tested for proper operation and fueled as necessary on a mothly basis. C. Repairs and replacement of generators shall be completed on a task order basis only. D. The Contractor shall perform quarterly servicing in accordance with the manufacturer’s specifications, which at a minimum, shall include the following tasks: 1. Check battery voltage. 2. Check water level and water condition. 3. Check and replace as necessary, the oil, air and fuel filters. 4. Open normal source breaker at the Automatic Transfer Switch (ATS). 5. Verify the generator starts, ATS transfers to emergency, and power to the load is restored. 6. Allow the generator to run for thirty (30) minutes and note any preceived problems. 7. Check gauges and meters and record the readings, including the fuel level. 8. Close the normal source breaker at the ATS. 9. Verify the ATS transfers to normal. 10. Verify proper generator shut down. 11. Submit a quarterly report to VRE that summarizes the gauge and meter readings, fuel level, and other problems detected.     CEO REPORT NOVEMBER 2015 OUR MISSION The Virginia Railway Express, a joint project of the Northern Virginia Transportation Commission and the Potomac Rappahannock Transportation Commission, will provide safe, cost effective, accessible, reliable, convenient, and customer responsive commuter-oriented rail passenger service. VRE contributes to the economic vitality of its member jurisdictions as an integral part of a balanced, intermodal regional transportation system. MESSAGE FROM THE CEO – DOUG ALLEN This fall, VRE has been completing major improvement and safety projects including final preparation for the opening of Spotsylvania Station. This will become the new end-of-the-line station on the Fredericksburg Line and the first extension of VRE service since operations began in 1992. Commencement of VRE service in Spotsylvania will begin the morning of November 16. The station has 1,500 parking spaces and should considerably ease parking congestion at the Fredericksburg Station. To provide increased capacity on the Fredericksburg Line, an additional morning and evening train is planned to begin operating prior to the end of 2015. The station would not have been possible without the vision, dedication and leadership of Gary Skinner, VRE’s current Vice-Chairman and Spotsylvania County Supervisor. In anticipation of the commencement of VRE service at the Spotsylvania Station, VRE staff, Spotsylvania County Fire and Rescue, CSX and the Federal Railroad Administration have been involved to provide first responders a number of training OUR opportunities to ensure they are not only prepared in the event of an emergency, but know how to ensure their own safety if called upon. A full-scale emergency simulation at the new Spotsylvania Station platform occurred on October 31.

    FAIRFAX COUNTY COMPREHENSIVE PLAN, 2017 Edition AREA III Pohick Planning District, Amended through 11-20-2018 Overview Page 1 POHICK PLANNING DISTRICT OVERVIEW The Pohick Planning District is located in the southwest portion of Fairfax County. This planning district is generally bounded by Braddock Road, Rolling Road, Hooes Road, the Occoquan River, Union Mill Road and Compton Road (see Figure 1). The Pohick Planning District is approximately 49,000 acres in size, which comprises 19 percent of the county. Major road access is via Braddock Road, Rolling Road, Old Keene Mill Road, Ox Road (Route 123), Fairfax County Parkway (Route 286), and Clifton Road. In this planning district, the Virginia Railway Express (VRE) regional/commuter rail service operates along the Manassas Line which carries passengers between Broad Run/Manassas Regional Airport to Union Station in Washington, DC. There are two VRE stations in the Pohick Planning District. Rolling Road Station is located on Burke Road west of Rolling Road, and Burke Center Station is located at Roberts Parkway south of Guinea Road. The Pohick Planning District is composed of two important watersheds. These are the Occoquan River, with tributaries draining west from Ox Road, and Pohick Creek, with tributaries draining east from Ox Road. Both watersheds drain to the Potomac River and Chesapeake Bay. With the exception of a relatively small area within the southeastern portion of the Pohick Planning District, the entirety of the Occoquan watershed within this planning district drains into the Occoquan Reservoir. The Pohick Planning District is primarily a residential area. Generally, the area east of Ox Road has developed predominantly with single-family detached houses and townhouses, as well as supporting commercial and institutional uses.

PURPOSE/BACKGROUND A. INTRODUCTION The Virginia Railway Express (VRE) is soliciting Quotes to establish a firm-fixed price Purchase Order with one (1) qualified and experienced Contractor to perform a Payment Card Industry (PCI) audit and to assess PCI compliance for VRE. B. VRE BACKGROUND 1. VRE is a commuter rail service linking the District of Columbia and Northern Virginia. The Northern Virginia Transportation Commission (NVTC) and the Potomac and Rappahannock Transportation Commission (PRTC) are transportation districts established under Virginia law and jointly own this service. An Operations Board consisting of members from each of the jurisdictions within the VRE service area governs the development and operation of VRE and serves as an advisory board to the NVTC and PRTC governing boards. Use of the term VRE in this RFQ refers to NVTC and PRTC. 2. VRE began operations in 1992 and carries an average of approximately 19,000 weekday trips on two (2) lines. In January 2014, VRE’s Operations Board adopted System Plan 2040 which calls for expansion of service, requiring the addition of rail cars, expansion of station and maintenance and storage facilities, as well as expanding operations to meet the goal of doubling ridership by 2040.
